Health literacy is the capacity to understand basic health information and make appropriate health decisions. Recent federal policy initiatives, including the Affordable Care Act of 2010, the Department of Health and Human Services’ National Action Plan to Improve Health Literacy, and the Plain Writing Act of 2010, have brought health literacy to a tipping point—that is, poised to make the transition from the margins to the mainstream.
This study provides additional
insight into the comparability of the LMP and CE measures currently used on vital records among births at risk for poor outcomes.
The data consisted of all New York State (NYS) (excluding New York City) singleton births in 2005 among mothers enrolled in
the NYS Women Infants and Children (WIC) program during pregnancy. Prenatal WIC records were matched to NYS’ Statewide Perinatal
Data System. The analysis investigates differences between LMP and CE recorded gestations. Relative risks between risk factors
and preterm birth were compared for LMP and CE. Exact agreement between gestation measures exists in 49.6% of births. Overall,
6.4% of records indicate discordance in full term/preterm classifications; CE is full term and LMP preterm in 4.9%, with the...

Source: NICE
Area: News
The National Institute for Health and Clinical Excellence (NICE) has announced that it is to produce a best practice guide to help trusts develop local formularies. The development of the guide is part of a move to ensure that all patients in England have access to clinically and cost-effective drugs. The press release from NICE notes that at present there is no standard process or advice for putting together a local formulary which has led to variations across the country. Additionally, a recent report into innovation from the Department of Health identified that not all local formularies are including all of NICE's technology appraisals, thus contributing to a postcode lottery.

February 7, 2012, marks the 12th annual National Black HIV/AIDS Awareness Day, a day that serves to increase awareness of HIV/AIDS in the African-American community. According to the 2009 HIV Surveillance Report from the Centers for Disease Control and Prevention (CDC), African Americans are disproportionately affected by HIV/AIDS. In the 40 states with confidential name-based HIV reporting, African Americans accounted for 52% of all diagnoses of HIV infection in 2009 and for 44% of people living with AIDS in 2008.

behaviors, sexual practices, and risk behaviors. WSW are at risk of acquiring a diversity of sexually transmitted infections

WSW should not be presumed to be at low or no risk for STIs based on sexual orientation, and reporting of same sex behavior

But why stop at a million? We already have all the information we need to eradicate atherosclerotic disease, which is a food-borne illness. Coronary artery disease is virtually nonexistent in large populations of individuals who consume plant-based nutrition. Some of the most renowned cardiovascular pathologists in the world have stated that maintaining a total cholesterol level >150 mg/dl is the true cause of this disease. Plaque regression occurs in >80% of patients who adopt a low-fat vegetarian diet. Cardiac positron emission tomographic scans show ...

Abstract Mechanical efficiency (ME), the ratio between work performed and energy expenditure, is a useful criterion in determining
the roles of stored elastic energy and chemically deduced energy contributing to concentric performance in stretch-shortening
cycle movements. Increased force production during the eccentric phase has been shown to relate to optimal muscle-tendon unit
(MTU) length change and thus optimization of usage of stored elastic energy. This phenomenon, as previously reported, is reflected
by higher jump heights and ME. The purpose of this investigation was to determine if ME may be different between trained and
untrained jumpers and thus be accounted for by variation in force production in the eccentric phase as a reflection of usage
of stored elastic e...

Abstract Interstitial cells of Cajal (ICC) associated with the submucosal (submucous) plexus (ICC-SP) in the proximal colon of the
guinea pig were studied by immunohistochemistry and electron microscopy. Whole-mount stretch preparations with c-Kit immunohistochemistry
revealed that a number of ICC-SP constituted a dense cellular network around the submucosal plexus. Some of these ICC-SP were
observed in the vicinity of the muscularis mucosae in sections immunostained for c-Kit and α-smooth muscle actin. Ultrastructural
observation demonstrated, for the first time, that ICC-SP of the proximal colon of the guinea pig retained typical ultrastructural
characteristics of ICC repeatedly reported in association with the tunica muscularis of the gastrointestinal tract: a basal

In preparation, the National Treatment Agency (NTA) "Why Invest?" support material argues for continued investment in effective drug treatment and recovery services. An independent group of experts has been established to help develop a new strategy for improving care for children and young people. The 'Children's and Young People's outcomes strategy' will focus the health service on improving health results for children, including those needing primary, hospital and urgent care, and children with long-term conditions. It will identify health issues that matter most to children and young people, and how a modern NHS will meet their needs.

To inform the strategy, a group of independent experts from local government, the NHS and charities will hear views from children, parents, carers and wider families as well as health professionals.

Guidance for the collection of 2011-12 reference costs from NHS trusts and NHS foundation trusts in July 2012 and a revised NHS Costing Manual set out mandatory and minimum principles and practices that must be applied to costing in the NHS. Reference costs are the average unit cost to the NHS of providing defined services in a given financial year to NHS patients in England and are collected annually. The NHS Costing Manual supports the calculation of reference costs, and through these, the national tariff, but can also be applied to other costing models. (Source: NeLM - News)

In response to yearly increases in Escherichia coli bacteraemia, the UK Department of Health recently launched mandatory E coli bacteraemia surveillance. Before starting this programme, the Department of Health should have reviewed historical data and contacted units, such as the Barking, Havering & Redbridge University Hospitals NHS Trust (BHRUT), that undertake bacteraemia surveillance. We have, therefore, pre-empted the surveillance findings and estimated the proportion of preventable E coli bacteraemias. (Source: The Lancet Infectious Diseases)

New Jersey is spending $1.2 million this year on anti-smoking programs through the state Department of Health. Public health experts say that’s not enough, and discussions are underway in Trenton to find more money to discourage the use of tobacco, whose annual statewide toll is estimated at more than 10,000 deaths and several billion dollars in healthcare costs.
Source: Department of Health (DH)
Area: News
An independent group of experts has been established to help develop a new strategy for improving care for children and young people. The 'Children's and Young People's outcomes strategy' will focus the health service on improving health results for children, including those needing primary, hospital and urgent care, and children with long-term conditions. To inform the strategy, the group will hear views from children, parents, carers, and health professionals.

The strategy, which is designed on the NHS Future Forum model, will carry out a three-month period of engagement with appropriate stakeholders before submitting its recommendations to the Government later in the year. (Source: NeLM - News)

It looks like medical marijuana dispensaries could be up and running in Arizona by this summer.

Will Humble, director of the Arizona Department of Health Services, posted on his blog today that he expects to start accepting applications in April. It would take 45 days to review and award up to 125 dispensary licenses statewide, which would mean dispensaries could be operating in July or August.

When voters approved the Arizona Medical Marijuana Act in November 2010, the dispensary application process was set to begin in June 2011...
This survey took place in October 2011 and involved 97 organisations across the Civil Service. A key element of the survey is the ‘Employee Engagement Index’. This is based on evidence of a link between highly-engaged staff, high levels of health and well-being and organisational performance. A total of 73 per cent of Department of Health staff took part in the survey in 2011, an increase of 6 per cent compared with 2010. The Employee Engagement Index was calculated at 53 percent in 2011 which is 2 percent lower than 2010 and two percent lower than the Civil Service average for 2011.

We examined the role of surgical facility characteristics and distance to care in
explaining racial/ethnic variation in timing of initiation of guideline-recommended radiation therapy (RT) after breast conserving
surgery (BCS). We used Surveillance Epidemiology and End Results-Medicare data to identify women ages 65 and older diagnosed
with stages I–III breast cancer and treated with BCS in 1994–2002. We used stepwise multivariate logistic regression to examine
the interactive effects of race/ethnicity and facility profit status, teaching status, size, and institutional affiliations,
and distance to nearest RT on timing of RT initiation, controlling for known covariates. Among 38,574 eligible women who received
BCS, 39% received RT within 2 months, 52% received RT within 6&n...

Abstract This paper reviews new drug targets in the treatment of depression and new drug candidates to treat depression. Depression
is characterized by aberrations in six intertwined pathways: (1) inflammatory pathways as indicated by increased levels of
proinflammatory cytokines, e.g. interleukin-1 (IL-1), IL-6, and tumour necrosis factor α. (2) Activation of cell-mediated
immune pathways as indicated by an increased production of interferon γ and neopterin. (3) Increased reactive oxygen and nitrogen
species and damage by oxidative and nitrosative stress (O&NS), including lipid peroxidation, damage to DNA, proteins and mitochondria.
(4) Lowered levels of key antioxidants, such as coenzyme Q10, zinc, vitamin E, glutathione, and glutathione peroxidase. (5)

vaccine at school. A national sample of 404 parents of adolescent sons participated in an online 3 × 2 between-subjects factorial
experiment. Factors varied the default consent policy (opt-in, opt-out, or neutral) and the number of vaccines sons would
receive (HPV vaccine alone or along with two other recommended adolescent vaccines). Among parents wanting to get their sons
HPV vaccine in the next year, consent was higher in the opt-in condition (compared to the opt-out condition) or if other recommended
adolescent vaccines would be included. Default policies had no effect among parents undecided about HPV vaccination. Parents’

Abstract We investigated the role of human natural killer (NK) cells in the peripheral blood (PB) and liver in controlling breast cancer.
The proportion of NK cells among liver mononuclear cells was significantly higher than among PB mononuclear cells. Liver NK
cells inductively expressed higher levels of tumor necrosis factor-related apoptosis-inducing ligand (TRAIL) than PB NK cells
in response to interleukin-2 (IL-2). Liver NK cells displayed higher cytotoxicity against various breast cancer cell lines
(MDA-MB231, MDA-MB453, MDA-MB468, and MCF-7) after IL-2 stimulation than did PB NK cells. Anti-HER2 monoclonal antibody (mAb)
promoted the cytotoxicity of both the types of NK cells toward HER2-expressing cell lines. All breast cancer cell lines highly

    Abstract
Mercury exposure has been reported among users of skin-lightening creams produced outside the United States but not among nonusers in their households. Mercury exposure can result in irreversible renal and central nervous system damage or death. In March 2010, coordinators of a health study notified members of a Mexican-American family in California with four study participants that they had elevated blood mercury levels and also notified the local health department, which in turn asked the California Department of Public Health (CDPH) to investigate. CDPH interviewed the four study participants and a fifth household member and identified unlabeled skin-lightening creams with mercury content measured at 2.0%-5.7% by weight as the likely source of mercury exposur...

    Abstract
Although endemic measles transmission has been interrupted in the United States, importations of this highly infectious virus continue. On March 28, 2009, a physician notified the Pennsylvania Department of Health (PADOH) of a measles case involving an unvaccinated child. Within 5 days, four additional cases were reported to PADOH and the Allegheny County Health Department. All five infected persons had been in the same hospital emergency department (ED) on March 10; one of them was a physician who worked in the ED. To find the source patient, PADOH reviewed electronic records of patients evaluated in the ED on March 10 for fever and rash. This identified a child who arrived recently from India, was treated for viral exanthema, and discharged. On April 3, PADOH ...

With its own privately coordinated medical home project in full swing, Central Ohio is not part of a growing state initiative to train primary care doctors as wellness quarterbacks.

The state is investing $1 million in training for 50 primary care practices to convert to the patient-centered medical home model, which emphasizes coordination, prevention and follow-up in the hopes of keeping patients out of emergency rooms and hospitals. The initiative by the Ohio Department of Health and the state Office of Health Transformation is centered on Athens, Dayton, Toledo and the Akron/Canton region...
In our recent perspective, as in our article 25 years ago, we focused on voluntary kidney donation from living kidney donors. Voluntarism is a core principle of the Declaration of Istanbul on Organ Trafficking and Transplant Tourism, as is donor protection and advocacy, promotion of deceased donation, and professional and governmental transparency of practice. As noted by Drs Shoja and Ghabili in their letter, the experience in Iran demonstrates the consequences for the living donor when this approach is ignored. We appreciate the concern voiced by our colleagues and recognize that even in a system based on voluntary kidney donation, the need to safeguard the dignity and health of the living donor requires constant vigilance. The US Department of Health and Human Services–mandated donor ...

Abstract To understand sexual decision-making processes among people living with HIV, we compared safer sex self-efficacy, condom attitudes,
sexual beliefs, and rates of unprotected anal or vaginal intercourse with at-risk partners (UAVI-AR) in the past 3 months
among 476 people living with HIV: 185 men who have sex with men (MSM), 130 heterosexual men, and 161 heterosexual women. Participants
were enrolled in SafeTalk, a randomized, controlled trial of a safer sex intervention. We found 15% of MSM, 9% of heterosexual
men, and 12% of heterosexual women engaged in UAVI-AR. Groups did not differ in self-efficacy or sexual attitudes/beliefs.
However, the associations between these variables and UAVI-AR varied within groups: greater self-efficacy predicted less UAVI-AR

Health literacy is the capacity to understand basic health information and make appropriate health decisions. Tens of millions of Americans have limited health literacy—a fact that poses major challenges for the delivery of high-quality care. Despite its importance, health literacy has until recently been relegated to the sidelines of health care improvement efforts aimed at increasing access, improving quality, and better managing costs. If public...

have not been extensively studied. Our objectives are to describe temporal and spatial trends in various extreme indicators
and their sensitivity to climate change and to demonstrate geographic differences in indicator trends in NYS. We analyzed
data from the US Historical Climatology Network for NYS from 1948 to 2008. We assessed trends in 15 temperature and 11 precipitation
indicators using linear regression with bootstrapping in SAS and RClimDex software. The indicators showing the most substantial
change per decade were frost days (−0.97 days per decade) and diurnal temperature (−0.11°C). For precipitation indicators, the numbe...

The Government has issued updated advice for women who have had breast implants from the French company Poly Implant Prostheses (PIP), stating that they do not need to have them removed unless they have symptoms such as pain and tenderness. This follows on from previous advice issued by the MHRA (previous NeLM report - see link below), that there is no clear evidence to suggest that patients with these implants are at a greater risk of harm than those with other implants. (Source: NeLM - News)

    Abstract
Identifying the appropriate wheelchair for a person who needs one has implications for both disabled persons and society. For someone with severe locomotive problems, the right wheelchair can affect mobility and quality of life. However, policymakers are concerned about the increasing demand for unnecessarily elaborate chairs. The Office of Inspector General, U.S. Department of Health and Human Services, issued 4 reports between 2009 and 2011 detailing fraud and misapplication of Medicare funds for powered wheelchairs, more than a decade after similar concerns were first raised by 4 contractors who process claims for durable medical equipment. Subsequent concerns have arisen about whether some impaired persons who need wheeled mobility ...

The guidance builds on the earlier Public Health HR Concordat, which set out general principles for dealing with staffing issues. This guidance is intended primarily for the use of HR specialists in councils who will be receiving staff. A copy has been sent directly to council leaders.
The transition guidance has been developed by the LGA with the help of a small contact group from councils and regional employers as well as the Department of Health and NHS employment experts.
Detailed discussions have been held with a group of trade unions, including those recognised in local government as well as the Royal College of Nursing and the British Medical Association. (Source: NHS Networks)

Abstract This qualitative study analyzes mothers’ reports of breastfeeding care experiences from pregnancy through infancy. Most research
on medical support for breastfeeding examines a specific practice or intervention during an isolated phase of care. Little
is know about how mothers experience breastfeeding education and support from the prenatal period through their child’s first
year. A convenience sample of 75 black and white WIC participants with infants was recruited at three Maryland WIC agencies.
In-depth interviews covered mothers' comprehensive experiences of breastfeeding education and support from pregnancy through
the interview date. Most mothers received education or support from a medical professional prenatally, at the hospital, or

The objective of this study is to report the findings of a 7-month pilot for an integrated system evaluating a state-wide
home visiting program. A cross-sectional study design was used to determine baseline process and outcome measures for Tennessee’s
home visiting program which provides services to families, from pregnancy through 5-years-old. Baseline process measures included:
time to initiate service after referral; frequency, duration and intensity of visits; completion of continuous assessment;
and time from identification of a need to referral. The baseline outcome measures included: needs of eligible services (e.g. developmental screenings, WIC); prenatal care utilization; biological risks (prematurity; low birth weight); tobacco use
and second-hand smoke exposure; and famil...

North Carolina Governor Beverly Perdue has appointed her chief policy adviser, Al Delia, as acting secretary of the N.C. Department of Health and Human Services in the wake of the Friday resignation of DHHS director Lanier Cansler.

Cansler, who has served in the post since the beginning of the Perdue administration in 2009, will return to the private sector, but has also agreed to chair a new commission looking into affordable healthcare solutions for the state.

“I could always depend on Lanier to help find the best answer for the people of North Carolina,” Perdue said in a news release... (Source: bizjournals.com Health Care:Pharmaceuticals headlines)

Abstract Chronic hepatitis B virus (HBV) infection is a preventable cause of liver failure, cirrhosis, and liver cancer; estimated
chronic HBV infection prevalence is 0.3–0.5% in the USA. Prevalence in New York City (NYC) is likely higher because foreign-born
persons, who represent 36% of NYC’s population versus 11% nationwide, bear a disproportionate burden of chronic HBV infection.
However, because no comprehensive, population-based survey of chronic HBV infection has been conducted in NYC, a reliable
prevalence estimate is unavailable. We used two approaches to estimate chronic HBV infection prevalence in NYC: (1) a census-based
estimate, combining local and national prevalence data for specific populations, and (2) a surveillance-based estimate, using
data from NYC...

At their invitation, Duke became one of five medical centers nationwide to become a training center for TeamSTEPPS (Team Strategies and Tools to Enhance Performance and Patient Safety).
Improving Communication
As the program's name suggests, TeamSTEPPS includes methodologies to bolster teamwork among health care providers at all levels. For Duke's Cardiothoracic OR (CT OR) team, that has meant placing improved communication as priority number one.

There is also a 70% risk of the same occurring in the East of England and a 60% risk in the Southeast and Southwest regions. The Cold Weather Plan defines these degrees of risk as a Level 2 Alert.
