            <description>The federal government has rejected the effort by Florida officials to exempt commercial health plans in the state from the medical loss ratio requirements within the Affordable Care Act.

In late 2010, the Florida Office of Insurance Regulation asked the U.S. Department of Health and Human Services for a waiver to hold off on enforcing the MLR requirements for three years.

On Thursday, HHS told the OIR no.

“We have determined that the evidence presented does not establish a reasonable likelihood that the application of the 80 percent MLR standard will destabilize the Florida individual market,” HHS said in its denial letter...             <description>The U.S. Department of Health and Human Services denied Florida’s request for relief from the medical loss ratio, according to a report on The Hill.

The medical loss ratio requires insurers to spend 80 percent of their premiums on medical costs or issue rebates. Florida was asking to phase in the medical loss ratio requirement in the insurance market for individuals, not group policies, starting with 68 percent in 2011, 72 percent in 2012 and 76 percent in 2013.
