A comprehensive review of the English literature was completed on the incidence and prevalence of oral diseases and the types of dental services that provided comprehensive oral care to patients who have been HIV positive since 1980. The study concluded that significant and similar disparities exist in the use of dental health services for both patients with HIV and the general population. Medicare spending is about 13% of the federal budget and 3.2% of gross domestic product. A 7.4% annual growth rate in spending is expected to lead to potential insolvency by 2019. Spending on physician services and other suppliers is about 20% of Medicare outlays. Payment updates for physician services are insufficient in relation to the cost of providing services.
