New Hampshire’s Prescription Confidentiality Act was enacted in an effort to protect physician privacy and to save money for the state, consumers, and businesses by reducing health care costs.

The first-in-the-nation law, which has served as a model for legislation in other states, received the strong support of AARP New Hampshire.
AARP attorneys represent a Maryland woman fighting to stay out of a nursing home and obtain Medicaid home and community based services. The state’s top court ruled that the state used an overly restrictive reading of the law, and that the decisionmakers did not allow her to present all the evidence she should have been allowed to present – a tremendous precedent for older and disabled people seeking to avoid institutionalization.
The AARP Bulletin commissioned a nationwide survey in September 2008 to find out whether adults ages 18+ are aware of the February 2009 transition from analog to digital broadcast television signals. The survey findings indicate that virtually all adults with TVs are aware of the upcoming transition, suggesting that public outreach efforts to inform TV owners of the impending change have been largely successful.
This chart book by Sandy Mackenzie and Ke Bin Wu of AARP’s Public Policy Institute explores participation in employer-provided pension plans and trends in pension coverage. The report cites the growing dominance of 401(k) plans, which increases the risks borne by workers saving for retirement, and calls for measures to broaden coverage and improve 401(k) plans.
The Supreme Court opens its 2008 Term on October 6 with a number of critical issues on its docket. With the last few sessions notable for the number of closely decided (5-4 votes) and narrowly written decisions, as well as a slant that most commentators find more pro-business and less open to expanding individual rights, the arguments in the upcoming cases will be watched closely. And, of course, as lower courts issue decisions and legislatures make laws, new issues inevitably arise. This section discusses some of the issues which AARP and its attorneys in AARP Foundation Litigation have on their radar screens. (Source: AARP.org Policy and Research)

Excessive fees on 401(k) plans can drastically reduce a retirement nest egg. The current regulatory framework does not require that plan participants receive adequate information on fees, and they are typically poorly informed. This Research Report, by Sandy Mackenzie of AARP’s Public Policy Institute, finds that a reform of the framework is needed to provide them with the basic information necessary to understand the costs of different investment options.
Large numbers of Medicare beneficiaries are unable to communicate effectively with their health care providers, creating opportunities for medical errors and poor health outcomes. This Insight on the Issues report, by Lynda Flowers of AARP’s Public Policy Institute, concludes that while the Medicare program has taken some steps to address the problem, more can be done.
AARP commissioned a nationwide telephone survey to determine how people age 45 and older are coping with rising home energy prices. This executive summary, by Gerard Rainville, notes relative hardships for individuals whose home energy costs have increased and finds that a majority of adults believe the government should help pay some of the cooling and heating costs for those who cannot afford them.
A federal court agreed with AARP’s brief that California’s cuts to its Medicaid program would cause irreparable harm to Medicaid recipients.
Aarp poll: fighting gas prices, nearly a third of americans age 50+ hang up their keys to walk but find streets inhospitable, public transportation inaccessible

A new poll by AARP finds that while many Americans ages 50+ are trying to move away from car transportation as a result of high gas prices, their attempt to go “green” is challenged by inadequate sidewalks and bike lanes, as well as insufficient public transportation options. “More Americans age 50+ are trying to leave their cars behind but face obstacles as soon as they walk out the door, climb on their bikes or head for the bus,” said Elinor Ginzler, AARP Senior Vice President for Livable Communities.
Our next president will inherit a substantial budget deficit and an economy weakened by depressed housing, financial and job markets. What should the next Administration and Congress do to put the economy back on track? In the longer-term, which policies will best assure Social Security solvency, hold down soaring health care costs, foster economic growth and protect the most vulnerable Americans? This forum explores the assumptions and thinking behind the economic proposals of Senators John McCain and Barack Obama--and provides perspective on how their numbers add up.
While today’s skyrocketing gas prices and rising food costs may be putting a strain on the average American household, those individuals 50+ who are living in or at risk of poverty may find themselves on the knife’s edge of economic distress, according to a report released today by the AARP Foundation. Today, Senator John Edwards and a panel of experts addressed the critical needs of poverty-stricken older Americans nationwide at the AARP Foundation’s Poverty & Aging in America Symposium.
This series of AARP Public Policy Institute reports, written by Ke Bin Wu, examines income sources for persons age 65 and older and the distribution of each income source by gender, race/ethnic group, age, and income quintile. The data in the most recent report, drawn from the March 2007 Current Population Survey, show that older persons with low income depend heavily on Social Security and that earnings have become a more important income source for the older population over the last 11 years.
