            <description>New York Governor Andrew Cuomo has declared a state of emergency for the state of New York. In a statement, Cuomo says, &quot;We are communicating with our federal and local partners to track the storm and to plan a coordinated response, and we will deploy resources as needed to the areas expected to be hit the hardest.&quot;

ABC News reports that the declaration enables the state to activate the &quot;Emergency Management Assistance Compact&quot; and obtain access to federal resources and other resources outside the state of New York. 

New York's Office of Emergency Management currently has one long detailed page about hurricane preparation here. It provides information about the Saffir-Simpson scales as well as information about preparation, evacuation and inland flooding.

            <description>A bill in New York to prohibit health insurers from requiring their customers use mail-order pharmacies was criticized by the Federal Trade Commission as a well-intentioned effort that, nonetheless, could have an anti-competitive outcome, according to a letter written by the agency to one of the sponsors of the legislation. The bill has passed both the state senate and assembly, and awaits a signature from New York Governor Andrew Cuomo.

            <description>The lawsuit charges Amgen - along with a specialty group purchasing organization known as International Nephrology Network and the ASD Healthcare wholesaler - with offering kickbacks to medical providers to increase sales of its Aranesp anemia drug, Aranesp. The multi-state suit, by the way, joins a whistleblower lawsuit filed in 2006 by Amgen sales reps.
The companies encouraged health care providers to bill third-party payers such as Medicaid for free Aranesp in hopes of taking business away from Johnson &amp;#038; Johnson&amp;#8217;s Procrit. It’s a knockout for Rudy Giuliani if he’s the Republican candidate for governor in New York next year running against incumbent Democrat David Paterson. But if Andrew Cuomo is Giuliani’s opponent, chalk up a win for the Democrat. At least that’s the way it looks in the summer of 2009.

            <description>The state and city of New York today filed a lawsuit against the drugmaker for allegedly hiding the heart risks associated with the painkiller. The lawsuit, filed in New York State Supreme Court, seeks damages, penalties and restitution for &amp;#8220;tens of millions of taxpayer dollars wrongfully spent on Vioxx prescriptions,&amp;#8221; New York State Attorney General Andrew Cuomo says in a statement.
The suit, which was joined by New York City Mayor Michael Bloomberg, claims that many Vioxx scrips never would have been written if docs were properly informed of the risk of heart attack or stroke. Six other states have filed similar complaints.
