Title: Maternity and early years: making a good start to family life
Skinny: Maternity and early years: making a good start to family life makes the clear case for helping families to give their baby the best possible start in life and sets out a vision of renewed and more integrated maternity and early years services that put the excellent clinical care already available at the centre of a wider network of family support:

with commitments to consult on new entitlements for women to access maternity services early in pregnancy and make important choices around where to have their baby;
where local services will join up so that families have continuous care and support from early pregnancy to at least the child’s sixth month – with a named Sure Start Children’s Centre contact offered...

By Tim LynchAn atrocious ruling from the Supreme Court yesterday in United States v. Comstock, as has been noted. It is no real surprise that the liberals on the Court ruled the way they did. They believe in big government and need a way to get around a Constitution that set up a federal government of limited and enumerated powers. Thus, we are told a “living” Constitution “evolves” in such a way as to accomodate the administrative state that is all around us. But the law at issue in the Comstock case did not arise during the Clinton years. The Adam Walsh Child Protection Act was championed by conservative legislators in the Congress and signed by Bush.

Until the Comstock ruling was issued, court watchers were unsure of how committed Bush’s Sup...

Title: Local Responding to Lord Laming’s recommendation for further guidance on effective practice for Local Safeguarding Children Boards
Skinny: Consultation on guidance to Local Safeguarding Children Boards (LSCBs) on how to operate as effectively as possible from the National Safeguarding Delivery Unit (NSDU). Request views on the proposed outline and issues that the practice guidance should cover, the style and format of the practice guidance and how to produce the final practice guidance. Also asks for best practice.

Skinny: Consultation on revised draft guidance addressing 17 of Lord Laming’s recommendations, as indicated in the National Safeguarding Delivery Unit’s earlier pre-consultation. The revised draft also updates the guidance to reflect changes to the policy and legislative landscape since Working Together was last published in 2006.

Let’s start a big ol’ screaming row going. The subject of discussion is the Helen Goddard case. This is the 26 year old music teacher jailed and put on the sex offenders register after having a lesbian affair with a 15 year old pupil.
The case seems to have provoked some unusual reactions, not least because the affair, while illicit and underage, does seem to have been consensual and loving. But does that excuse what she did?

Victoria Coren has some comments in today’s Guardian about the case.
We can’t help but be revolted by any tales of older people having sex with minors, yet this one is a real curio. A court has ruled that the couple are in love. Judge Anthony Pitts sent the Jazz Lady to prison for 15 months, but agreed she may retain contact with her schoolgir...

Title: The Team Around the Child TAC and the lead professional: A guide for managers
The Skinny: Replaces guidance originally published by the DfES in 2006 and reprinted in 2007. It remains non-statutory guidance. The new guidance has been updated and re-titled in order to reflect policy developments and include revisions identified in consultation with practitioners and managers across the children and young people’s workforce.
It also seeks to link together the processes and tools, to show how collaboratively they provide a package of support to help practitioners and managers implement integrated working in their practice.

Title: Multi-agency practice guidelines: Handling Cases of Forced Marriage
The Skinny: Revised set of multi-agency practice guidelines for frontline professionals (such as teachers, police officers, social and health care professionals, housing officers) to help them to work more closely together and to better identify and protect children and adults at risk of forced marriage. The revised guidelines replace the existing individual guidelines which were tailored for specific professionals and now brings these together into one single document.

The Skinny: Review of child safeguarding in the NHS from the Care Quality Commission based on a detailed survey of 392 NHS trusts. It finds that a majority of organisations had the right people and systems to help protect children. However it highlights worrying shortfalls in the numbers of staff up to date with mandatory training, designed to help them identify and respond to concerns across the NHS, as well as those dealing with children routinely, such as GPs and those in A&E, paediatric and sexual health services.

A few days ago, I wrote about the modern, protocol-driven nonsense of forcing the families of newly diagnosed young diabetics to have a psychiatric assessment. This sad state of affairs is one of the many by-products of dumbing down. A small but significant number of such families will find that their newly diagnosed diabetic child will develop behavioural problems which impact on the whole family. They will benefit from help. For them, psychiatric help is a “good thing” and such help should be available to all who need it. Unfortunately, the lower echelons of our dumbed down health care professionals cannot distinguish between the concept of psychiatric help being available to all on a “needs” basis and psychiatric help being provided for all. If it is “a good thing” then all ...

Are we there yet?: Improving governance and resource management in children’s trusts (Executive Summary and Self-assessment tool) examines the progress local councils and their partners are making in developing children’s trusts. The report concludes that the ‘children’s trusts’ created by the government after the death of Victoria Climbie have been confused and confusing. Five years after the green paper Every Child Matters and eight years after the child’s death, ‘there is little evidence of better outcomes for children and young people’ resulting from the requirement that local areas in England set up arrangements to coordinate children’s services. A third of directors of children’s services say that their partner organisations...

No One to Turn To: The under-reporting of child sexual exploitation and abuse by aid workers and peacekeepers

identifies that children living in countries affected by conflict and natural disaster are being sexually exploited and abused by - aid workers and peacekeepers. There is general silence surrounding the abuse. Children and their families are not speaking out because of fear and powerlessness. And international organisations are failing to respond effectively to allegations of abuse levelled against them.
No One to Turn To from Save the Children Fund is based on research with communities and international organisations, examines the chronic under-reporting of abuse and the inadequate response to it. It provides new analysis on why this abuse persists despite international efforts to stop it, and proposes new solutions to tackle it. (Source: Fade Library)

The Bryon Review - Safer Children in a Digital World

Safer Children in a Digital World (Executive Summary) focus’ on issues including cyberbullying, violent games and web predators. Recommendations includ:

Establishment of a UK Council for Child Internet Safety

A clearer ratings system for video games using the recognised BBFC symbols U, 12, 15 and 18,

A public information campaign to educate parents and children in online safety

Strengthening the law against assisting suicides. Social networking sites should monitor discussions and intervene where young users are discussing suicide, by providing useful advice and support to people who may be looking for help. (Source: Fade Library)

Safeguarding children in whom illness is fabricated or induced - the report

reviews the NHS implementation of Safeguarding Children in Whom Illness is Fabricated or Induced (guidance issued in 2002). It finds:

Greater knowledge of the existence of the fabricated and induced guidance is needed amongst all NHS staff, (including paediatricians and generalists in a wide range of health services such as unscheduled care)

More focused implementation of the guidance through better and shared multi-agency protocols and joint training

Better management of suspected cases, both clinically and in relation to co-ordination by local authority children’s services

Continuing personal anxiety amongst paediatricians about the implications of identifying fabricated or induced illness rightly or wrongly. (Source: Fade Library)

If you ever want a really depressing and upsetting read I suggest a copy of the Victoria Climbie Report. It’s the harrowing and utterly tragic story of how a young girl was slowly tortured to death over a period of months, and how social services, health services and the police could have but did not [...] (Source: Mental Nurse)
