H/T Chip Hanlon
Apparently so.
Following an extensive remodel, the Penthouse Club in Tampa, Fla., is finally ready for next summer’s Republican National Convention. Club operator DeWayne Levesque has installed two secluded VIP sections, which he hopes will help his club attract a bigger share of the 50,000 visitors expected to descend upon the city on Aug. 27 for four days of conservative politics and liberal partying. In addition to the club’s new carpets and furniture, the private rooms are designed to provide cover so that camera-shy donors, politicians and aides can enjoy the strippers without fear of getting caught, he said.
A few blocks from the Penthouse Club, another strip club owner, Joe Redner, said he has high hopes for what the convention means for business at his a...

By David RittgersI have an article in today’s Los Angeles Times pointing out that waterboarding is dead as a tool for U.S. interrogators. So get over it. I also make the point that it died under Bush’s watch, so the next time Dick Cheney trots out a proposal to bring back waterboarding, he’s quarreling mostly with his old boss and not the current commander-in-chief. Over at the Washington Post, Allen McDuffee thinks this is unfair:
It may well be the case that Cheney has unfinished business with Bush over dropping the so-called enhanced interrogation techniques, but it is at least a selective reading for Rittgers to suggest that Cheney’s words are not directed at Obama with the hope that they carry political consequences for the administration. It is unlikely that even Cheney himse...

A small, but controversial non-profit group has just won a symbolic - and potentially significant - victory thanks to the Stockholm Convention on Persistent Organic Pollutants, which has determined its comb can be listed as an alternative to pharmaceutical treatments containing an insecticide banned by dozens of countries for agricultural use (see this). The comb is cleared by the FDA for screening, detecting and removing head lice and their eggs (read here).
The move comes after nearly two decades in which the non-profit, called the National Pediculosis Association, has tussled with drugmakers and government agencies over the insecticide. Known commercially as Lindane, the chemical has been widely used as an agricultural tool around the world, but is also a key component in a topical loti...

How Best to Amend the Constitution

This report provides crucial practical drafting guidance for exercising the states’ constitutional authority. In essence, it recommends that state legislators draft their Article V applications and delegate commissions with an eye to targeting specific subject matters, while still giving state delegates a meaningful level of deliberative independence to ensure that the amendments convention can serve its consensus-building and problem-solving purpose. The key is to regard an amendments convention as a modern-day “task force”—a representative body that is limited to a specific agenda but expected to exercise judgment on accomplishing that agenda.
For the previous two papers, and other materials regarding amendment conventions, see Goldwater's invaluable Artivle V resource page.

By Ilya ShapiroThose of us who are upset at how "constitutional law" has gotten far away from the text of the Constitution have more options than just hoping the judiciary tosses us an occasional bone and otherwise writing law review articles and op-eds. We can also amend the Constitution!
Indeed, the Framers provided a method of constitutional amendment that is easy to understand (if not to execute, at least not since the New Deal Congress and FDR began de facto amending the Constitution without bothering to amend it de jure). Article V says that an amendment can be sent to the states for ratification upon approval by two thirds of both houses of Congress. In the alternative, two thirds of the state legislatures can call for an amending convention. Either way, the resulting prop...

By Chris EdwardsWho said: “A government bureau is the nearest thing to eternal life we’ll ever see on this earth.”?
As political junkies know, that was Ronald Reagan at the 1964 Republican convention. The Internet attributes other similar quips to Reagan.
Reagan apparently borrowed the idea from Senator James F. Byrnes, who stated on the floor of the Senate in 1933: “The nearest earthly approach to immortality is a bureau of the federal government.”
My source is “Reorganization of Federal Administrative Agencies,” Congressional Quarterly, September 17, 1933. The article is a reminder that concerns about government waste, duplication, overlap, and inefficiency certainly did not start with Reagan. Government failure has been around a long time.

I’m the skeptical, jaded type who believes the passionate kiss former Vice President Al Gore and his wife Tipper exchanged in front of the Democratic National Convention in July of 2004 was most likely staged. But I am truly puzzled, with the rest of America, on why a couple who seemed so together is now splitting after 40 years.
I’m not only puzzled, but also disheartened. Because I respect and admire couples who have made it beyond their silver anniversary. Like everyone else confused by the Gores decision, I suppose I attach a layer of immunity to the partners who’ve raised their kids, launching them successfully. Now they are safe to buy that double burial lot because, like or not, they are sticking together.

No so, says Betsey Stevenson, an economist at the Universi...

Two legends in psychology — and popular culture — presented at this year’s American Psychological Association Convention. Synonymous with concepts pervasive within education, psychotherapy, and integrative approaches (combining aspects of yoga, medical research, and psychotherapy) Sir Michael Rutter, MD and Steven Hayes, Ph.D. each gave powerful and illuminating presentations.
Sir Michael Rutter was introduced by past-APA President Richard Suinn. Sir Michael (Sir/Dr. Rutter?) not only has a voluminous body of writing about resilience, but is considered “the father of modern child psychiatry”.

Sir Rutter described the development of his interest, from his family origins to his work studying genetics and coping mechanisms (e.g., Gamezy & Rutter, 1983) to his interest i...

There were 2 presentations at this year’s annual American Psychological Association convention, which were important to psychotherapists in particular. With the ever-growing challenge to prove efficacy of each and every treatment, healthcare providers and consumers alike face some confusion as to how much information is enough, or too much. Does every therapists need to give a long presentation about the relative proven efficacy of low-dose medication combined with verbal therapy — and 2 hours gardening per week? (I made up the last part, but hiking and fresh air were a popular cure for quite a long time in 19th Century Europe.)
Physicians are acutely aware of the need to know the research, and most ethical codes demand informed consent. Both health and mental health professionals ...

I tend to go every few years, as it’s a big convention (over 10,000 attendees) and can be a bit overwhelming. My symposium submission about online mental health interventions also got accepted, so I’m looking forward to chairing a great talk by researchers from around the world (today in Room 29B at 10:00 am).
I pre-registered, so got my registration badge in the mail (hey SXSW, this is a great idea you should implement!). Then all you have to do is go to the registration area and pick up your badge holder and convention bag.

In today’s Washington Post, William Kristol exults:
The Gallup poll released Monday shows the public’s conservatism at a high-water mark. Some 40 percent of Americans call themselves conservative, compared with 36 percent who self-describe as moderates and 20 percent as liberals.
Gallup often asks people how they describe themselves. But sometimes they classify people according to the values they express. And when they do that, they find a healthy percentage of libertarians, as well as an unfortunate number of big-government “populists.”
For more than a dozen years now, the Gallup Poll has been using two questions to categorize respondents by ideology:

Some people think the government is trying to do too many things that should be left to individuals and businesses...

CENTCOM is short for Central Command, the regional military command responsible for the Middle East.
Krulak and Hoar endorse the Interrogation Task Force’s recommendation that all future detainee interrogations be conducted within the guidelines in the Army Field Manual on Interrogation. In doing so, they make a point that may be difficult to see unless you have been a leader in the military: condoning torture, or any mistreatment of prisoners, erodes discipline in a military organization.

Former vice president Richard Cheney gave his big address on national security (pdf) over at AEI last week. He covered a lot of ground, but this passage, I think, tells us quite a bit about Cheney’s worldview:
If fine speech-making, appeals to reason, or pleas for compassion had the power to move [al-Qaeda], the terrorists would long ago have abandoned the field. And when they see the American government caught up in arguments about interrogations, or whether foreign terrorists have constitutional rights, they don’t stand back in awe of our legal system and wonder whether they had misjudged us all along. Instead the terrorists see just what they were hoping for — our unity gone, our resolve shaken, our leaders distracted. In short, they see weakness and oppor...

New research has found that aloe vera provided greater reduction in disease activity for people with plaque psoriasis than did topical steroids. This is potentially good news for the millions of people living with psoriasis who typically rely on a variety of topical treatments including, prescription strength steroids, that can have a variety of both local and systemic side effects and are sometimes expensive to obtain. The research was presented at the International Congress of Dermatology, which met last week in Prague.
The study involved 80 patients, half of whom were randomized to receive 70-percent aloe vera cream and the other half to receive 0.1 percent triamcinolone acetonide cream (a topical steroid). After eight weeks of treatment, patients in the aloe vera group had a greater re...

In a speech on Monday in Golden, Colorado, Vice-Presidential candidate Sarah Palin noted that, along with energy policy and government reform, “special needs” would be one of the issues she would focus on, should she and Senator John McCain be elected. The September 17th, Education Week notes that Gov. Palin’s reference to “special needs” is followed by mention of curing “our most dreaded diseases.” Here’s what she said:
I’ve told Senator McCain a few things I’ve learned as a senator and as a mom. Ever since I took the chief executive’s job up north, I’ve pushed for more funding for students with special needs.
Vice Presidential candidate Sarah Palin on the issues she intends to focus on should John McCain and her be elected in November, from Jonathan Martin’s blog on today’s Washington Examiner:
“John and I have worked out a plan, what I want to concentrate on and what he would like to kind of tap into me to help with,” Palin said at a rally just outside Denver this morning. “My mission is going to energy security and government reform. And another thing near and dear to my heart, it’s going to be helping families who have special needs and children with special needs. And we’re going to be pushing for innovative cures for diseases.”
Martin notes that Palin has a child with Down Syndrome and an autistic nephew.

The September 13th St. Paul Pioneer Press notes this about Vice-Presidential candidate Sarah Palin’s “track record” on spending for special needs:
In the budget she signed into law earlier this year, Palin approved a dramatic raise in spending on children who have what Alaska officials call “intensive needs,” including children who need nurses full time or cannot breathe without ventilators.
When Palin took office, the state was spending $27,000 a year on each such child. The budget she signed this year raises funding to $49,000 per child. In three years, the amount will rise to $74,000, roughly equal to the $75,000 a year cost of educating such children.
The public school teachers union in Alaska, the National Education Association-Alaska, has lauded Palin&#8...

Novartis sponsored one of the swankiest events this week for the North Carolina delegation at the Republican National Convention. Delegates rode buses to Lake Minnetonka outside Minneapolis to dine at a country club overlooking the blue waters. Some signed up for boat tours, according to The News & Observer.
They were greeted with mimosas, bloody marys, wine and a buffet brunch that included eggs Benedict, waffles, pastries and fruit, the paper continues, adding that a ‘groaning’ dessert table included sweets emblazoned with cartoon elephants.
Novartis officials talked up the company’s new $600 million vaccine plant being built in Holly Springs, North Carolina, which is scheduled to start production in 2010. “We thank you for hosting this lunch,” Richard ...

Ah, national conventions. Those magical times where smarmy politicians down their vodka and tonics and fantasize about what Sarah Palin looks like spread out on one of her bear-skin rugs.
C’mon, people, you know there is some serious partying going on at these things.
But who’s having the most fun? At one time, conventional wisdom might have pointed to the Dems. Not so much due to their star-power and celeb-heavy support system (though that surely helps), but because their convention was held in the high altitude haven of Denver, Colorado. Every fool knows that drinking in the thin air will lead to moments of tipsy table dancing faster than at sea level, right? In fact, it has been reported that the DNC attendees were even handed out warnings saying as much.
Not so, says resear...

Hillary Clinton mentioned autism in her speech at the Democratic National Convention and, last night, Bill Clinton did too (”I will never forget the parents of children with autism and other severe conditions who told me on the campaign trail that they couldn’t afford health care and couldn’t qualify their kids for Medicaid unless they quit work or got a divorce”). Will Obama; will McCain……..
More than sadly, the mother with cancer and two adopted autistic children mentioned by Hillary Clinton has died.

For instance, Merck, Amgen, Pfizer, AstraZeneca, Novartis, Mylan Labs, Abbott Labs and Lilly all signed up as official sponsors. And as FDA Legislative Watch notes, the ceo’s from Pfizer, AstraZeneca, Lilly, Amgen and Merck are showing up. (Back story on Pfizer’s Jeff Kindler).
Meanwhile, the newsletter notes that Lilly teamed with the National Black Caucus of State Legislatures and the Creative Coalition, an entertainment advocacy group, to host a reception and VIP dinner in celebration of African-American leaders. Among those honored: Spike Lee and the head of...

A Note On Hillary Clinton’s Speech

Just after the introductory section of her speech at the Democratic Convention (transcript), as her first example of her “35 years in the trenches, advocating for children, campaigning for universal health care, helping parents balance work and family, and fighting for women’s rights here at home and around the world,” Hillary Clinton said:
I will always remember the single mom who had adopted two kids with autism. She didn’t have any health insurance, and she discovered she had cancer. But she greeted me with her bald head, painted with my name on it, and asked me to fight for health care for her and her children.

Non-Drug Alternatives for ADHD Proven Effective

Contrary to popular thinking, medications for child attention deficit disorder (ADHD) are not always the best first-line treatment. Instead, parents should seek out behavioral treatments according to new research presented this past weekend at the annual convention of the American Psychological Association.

That’s because while medications address ADHD symptoms such as restlessness and fidgeting in a classroom, they don’t address the impairments caused by ADHD. Those include a lack of successful interactions with peers, deficits in reading and math skills, and difficult relations with parents and family members.

Behavioral interventions are not just one-to-one general psychotherapy. They are targeted, specific techniques targeted at the problematic behaviors commonly associated wit...

Mr. Kindler Goes To Denver: Jeff & The Democrats

As tens of thousands of people file in to Denver next week for the Democratic National Convention, one of the many executives lurking about will be none other than the Pfizer ceo. And while he is not expected to address the crowd at Invesco Field, home of the Denver Broncos football team, Jeff will be busy creating a platform for himself as an influential health care policy expert.
On Monday, for instance, he will participate in one of the Rocky Mountain Roundtable discussions at the Denver Performing Arts Complex to hash out the myriad problems with the nation’s health care system, along with the mayors of Boston and San Francisco, the governor of Colorado, and execs from United Health and the Mayo Clinic, among others. The $12 event is sold out. Sorry.
Kindler, you may recall, is a...

As I watched the Democratic Party convention in 2004, during a week when I was hospitalized with a gall bladder attack (pain I will forever associate with John Kerry’s nomination and subsequent campaign!) I wrote this entry scolding Dan Rather and, more importantly, including the written transcript of Barack Obama’s keynote address, which I now [...] (Source: My journey with AIDS)

Frank L. Schmidt, a respected professor and researcher at the University of Iowa, gave a talk at the Association for Psychological Science’s 20th convention on Saturday about how scientific data can lie. Yes, that’s right, empirical data — even that published in respected, peer-reviewed journals — regularly do not tell the truth.
Schmidt’s talk was well-attended in one of the largest ballrooms at the Sheraton Hotel and Towers in Chicago where the convention is being held. Although an uneven presentation, Schmidt’s main points came across.
One of which is that the naive interpretation of multiple datasets is often likely to be the most correct — Occam’s razor (”the simplest solution is usually the best answer”). Schmidt claims t...

Are Poster Sessions an Anachronism?

I’m enjoying a little sunshine and fresh air in Chicago this weekend, attending (and presenting at) the Association for Psychological Science’s 20th annual convention. I love Chicago – it’s one of America’s great cities and I believe everyone should have a chance to visit it in their lifetime.
However, as I sifted through the program, I noticed that literally half the dictionary-sized program was taken up by brief summaries (or abstracts) of what are called “posters.” Posters in convention parlance means a paper, usually a small study, that is most often conducted by a student (college or graduate). Poster sessions get their name from the fact that the student hangs the results of their paper (think something akin to a Powerpoint presentation, printed...
