By Andrew J. CoulsonLast Friday, a Colorado District Court halted the new and unique Douglas County school voucher program with a permanent injunction. School choice legislation is a little like the Field of Dreams: pass it, and they will sue–and we all know who “they” are. So there’s a tendency to dismiss legal setbacks for the choice movement as purely the result of self-serving monopolists exploiting bad laws or partisan, activist judges. There are certainly cases that fall into that category, but this Colorado ruling isn’t one of them.
Oh, the self-serving monopolists and opponents of educational freedom are no doubt cheering it, but the ruling does not read like the work of a rube or an ideologue, and not all of the state constitutional provisions on whic...

In one of the myriad interviews he gave over the last week, Charlie Sheen said clearly that he hates AA.
A lot of people have trouble with Alcoholics Anonymous. AA is full of people and people can be messy and flawed.
The human train wreck formally known as Charlie Sheen is a common sight in the AA meeting halls. The only difference between Mr. Sheen and other self-absorbed, delusional, frantic addicts is the size of the audience to which they rant. These people do not last long in AA. They mock the Fellowship and the 12 Steps (PDF) as too religious or simplistic. AA is beneath them.
Here are a few possible reasons why Charlie Sheen might hate AA so much.

Reasons Why Charlie Sheen May Hate AA

He would have to admit he is powerless.
He would need to embrace Humility.

By David RittgersThe Baltimore police must have solved the city’s violent crime problem. They’ve shifted resources to illegal gambling:
Baltimore County police arrested five men after an undercover detective infiltrated an illegal high-stakes poker game in Edgemere, records show.
Police say "Texas Hold 'Em" games were held regularly at the Lynch Point Social Club in the 3100 block of Roger Road, where organizers were making as much as $1,500 in profit a night, according to charging documents.
After receiving a tip, officers conducted surveillance at the club and later sent an undercover detective inside, who participated in a game with a $65 buy-in. The detective played for hours — leaving after he lost all his chips, records show.
A tactical unit conducted a raid on the club Feb. 11...

Jeff McKay: Cavalier About Violating Metro Riders’ Liberties, Spending Taxpayer Dollars

By Jim HarperIn a blog post of righteousness last week, I assailed Fairfax County (Virginia) Supervisor Jeff McKay for his failure to comprehend basic security principles as they pertain to the Metro system.
A Washington Examiner reporter retrieved McKay’s response:
[H]e laughed. But he quickly defended his stance, saying that random searches were recommended by the U.S. Transportation Security Association, the D.C. Police, and WMATA management.
“I trust the intelligence agencies when they tell me there’s a reason to do this,” he said.
McKay admitted that bag searches likely wouldn’t stop someone intent on causing mass destruction to the Metrorail, but that they will make passengers much more aware of security concerns.
Supervisor McKay was not flip about thes...

By Jim HarperThis afternoon I briefly attended a meeting of the Washington Metropolitan Area Transit Authority board to comment on the question whether there should be random bag searches in the D.C. area’s subway system. A variety of other liberty loving D.C.-area residents spoke up against bag searches, noting the weakness of the practice in terms of security, the privacy consequences, and the insult to Metro riders in treating all as suspects. The chairman of the Riders Advisory Council asked that the program be suspended.
Along with restating the security weakness of random bag searches—it simply transfers risk from one station to another, from the subway to busses, or from the Metro system to other infrastructure—I emphasized the strategic consequences of the policy:...

By David BoazForbes looks at new data on household income in different metro areas:
Median family incomes across the country decreased dramatically from 2008 to 2009, and no region was left untouched by the recession. But despite shrinking paychecks nearly across the board, some cities still stand out for their bigger-than-average salaries.
To find the places where Americans earn the most, we looked at median family income data for 2009, as reported by the U.S. Census Bureau. In September, as part of its annual American Community Survey, the Census released updated data for several hundred Metropolitan Statistical Areas — geographic entities defined by the U.S. government that roughly correspond to major cities.
The place with the highest median family income is the Washington, D.C., me...

By David RittgersSeveral people videotaped the arrest of a belligerent woman at the Preakness Stakes and posted it online. The woman assaulted another patron of the race and two officers during her well-deserved arrest.
The criminalization of citizens’ recordings of the arrest, which culminates in the woman lying face down and bleeding, is a different matter.
Toward the end of the video, posted on YouTube (warning: violence and language), a police officer approaches the person filming the arrest and says, “Do me a favor and turn that off. It’s illegal to videotape anybody’s voice or anything else, against the law in the state of Maryland.”

By Chris EdwardsYesterday, the Washington Post reviewed the life of Phyllis McClure, who was an advocate for federal education spending in low-income neighborhoods.
Once an aspiring journalist, Ms. McClure joined the NAACP Legal Defense and Education Fund in 1969. She immediately used her penchant for muckraking to illuminate the widespread misuse of federal funds meant to boost educational opportunities for the country’s neediest students.
The money was part of the new Title I program, created under the Elementary and Secondary Education Act of 1965. The slim volume that Ms. McClure wrote in 1969 with Ruby Martin — ‘Title I of ESEA: Is It Helping Poor Children?’ — showed how millions of dollars across the country were being used by school districts to make ...

By Roger PilonIn a piece at Politico today, David Rittgers raised a number of important points on the role of surveillance cameras in law enforcement, about which I blogged yesterday at Politico Arena and Cato@Liberty. To add still more to the subject, David is quite right: the cop on the beat, assuming he’s there, will be better than the camera at preventing crime. In at least two cases, however, cameras can fight crime not only ex post but ex ante as well. First, cameras monitored in real time — as private cameras often are in apartment buildings, casinos, warehouses, and elsewhere — can facilitate crime prevention by alerting monitors to suspicious activity. And second, would-be criminals who are concerned about being caught may think twice if they suspect they’re being ...

Santa Clara County in California late last week filed what appears to be the first governmental lawsuit against GlaxoSmithKline over links between its Avandia diabetes bill and cardiovascular risks, namely heart attacks, The San Jose Mercury News writes. The suit charges Glaxo falsely advertised the pill and concealed risks, and seeks compensation on behalf of patients and providers.
The county alleges Glaxo earned billions of dollars on Avandia and cited an estimate that the drug caused 60,000 to 200,000 heart attacks, strokes and cardiovascular deaths nationwide from 1999 to 2006. Tamara Lange, Santa Clara County’s lead deputy counsel, didn’t have an estimate for the number of deaths caused locally or the number of patients in Santa Clara County who took the drug.

By Jason KuznickiFrom the Washington Post:
Travel along a two-block stretch of Central Avenue in Prince George’s County, and you’ll find a staggering 11 fast-food restaurants.
For community activist Arthur Turner and state Sen. David C. Harrington (D-Prince George’s), the strip is evidence of the proliferation of burger joints and Chinese takeouts in the county, especially in poorer, inner Capital Beltway communities.
Pointing to studies that rank Prince George’s residents among the least healthy in Maryland, Turner and Harrington want to limit new fast-food restaurants in the county, a far stricter approach than what has been enacted in such places as New York City and Montgomery County, which banned the use of trans fats in those establishments…

By Adam SchaefferWashington Post ed columnist/reporter Jay Mathews had a great post the other day in response to some WaPo coverage of supposedly catastrophic cuts to the Fairfax County school budget. He rightly notes, “the end-of-the-world reactions from Fairfax County parents in my colleague Petula Dvorak’s latest column are so divorced from reality as to be comical.”
Oh, it is funny, but not ha-ha funny. It’s more a makes-you-want-to-cry kind of funny. Consider:

Fairfax aims spend 1.4 percent more per-pupil in 2011 according to their Operating Fund total, which includes the vast majority of total spending and core services.*

Once again, New Jersey has made the unflattering list of places where judges “systematically apply laws and court procedures in an inequitable manner, generally against defendants in civil lawsuits,” according to the American Tort Reform Association, which compiles the annual ranking. And Alabama has landed on the watch list for the second consecutive year.
Why? The Superior Court of Atlantic County, which is located in the shadow of Atlantic City’s hulking casinos, remains what ATRA calls “a center for mass tort actions, often directed at one of the state’s own economic generators, pharmaceutical manufacturers.” The group calculates 93 percent of plaintiffs in New Jersey’s pharmaceutical mass torts come from outside the state and the court houses ...

The Washington Post reports:
Would you gladly pay more for a cheeseburger today if it keeps your local librarian working tomorrow?
Several members of the Fairfax County Board of Supervisors think so. So do supervisors in neighboring Loudoun County, who hope the General Assembly will allow them to impose a meals tax, too.
If the supervisors are so sure that a tax increase would be popular, why don’t they put it to a referendum?
Or better yet, why not make it voluntary? The waitress could bring you a bill that shows the cost of the food and drink, the state tax, the county tax (as Virginia receipts already do), and then “additional voluntary local tax to keep Fairfax government big.” If the supervisors are right, people will gladly pay it.
Right, supervisors? (Source: Cato-...

In 1977, county attorney David Richter and assistant county attorney Joseph Hrvol worked side by side with police to investigate and “solve” the notorious murder of a former police officer in Pottawattamie County, Iowa. The prosecutors fabricated evidence and used it to charge and convict Curtis McGhee and Terry Harrington, sending them to prison for 25 years.
After the convictions were overturned for prosecutorial misconduct, McGhee and Harrington sued the county and prosecutors. The defendants in that civil suit invoked the absolute immunity generally afforded prosecutors to try to escape liability. After the Eighth Circuit ruled against them, the Supreme Court agreed to review the case.
On Friday, Cato joined the National Association of Criminal Defense Lawyers and the ACLU ...

Those who have spent their careers in the trenches of healthcare and are now reading the uncertain headlines in the news each day and fearing for the future of healthcare, fear not! There are fresh crops of enthusiastic students, eager to make a difference and keep the ball rolling in the quest to improve healthcare, sprouting up in graduate programs starting across the nation this summer.
Having started the Johns Hopkins Masters of Public Health (JHSPH) program in July, it has been a thrilling month and will no doubt be a fast year with many choices to make for classes, volunteer opportunities, and research projects. The plethora of options was described by one former student as “going to the grocery store when you’re hungry.” Not to mention, each student shopping in the...

Here’s another GM issue that’s being close followed, and this time it’s a local (US) issue.
Six farmers from the Boulder County in Colorado asked asking permission to plant genetically modified sugar beets on open space land, which are areas of protected or conserved land on which development is indefinitely set aside. The farmers argue that they need to plant GM sugar beets in order to be competitive and stay in business. This year, 95 percent of all sugar beets grown in the US are Roundup Ready, which have been modified to resist the herbicide Roundup. Overspraying with herbicides usually kills both weeds and crops, but the biotech beets can be sprayed with Roundup to kill the weeds and the beets will stay unharmed.
After strong arguments from both sides, the Boulder County Food...

Peeps
The Animal Advocates of Moore County (AAMC) did a huge favor for me. In February, a cat started hanging around my house. It was pretty cold, and I felt bad for her. I started feeding her and tried to coax her into the house. I finally tricked her into coming into the house on her own. I called AAMC to see if they knew of anyone who was missing their cat. She was extremely sweet and a beautiful cat. Someone came to get her, and she was taken to a vet to be checked over. She was such a great cat that I decided to keep her.
About a month after her arrival, Peeps developed paralysis in her back legs. I took her to a few vets to see what could be done for her. They had me convinced that she’d never recover and we’d eventually have to have her euthanized. It was h...

Many of you, our friends who visit us frequently, have expressed concern and exasperation over all the ads on TV and in magazines from the pharmaceutical companies. They have the pretty girls, the singing birds, the sunshine and very robust individuals extolling the virtues of a particular new drug. Our families and friends seem to be more taken in by the ads than we are. It reminds me of all the candy they sell beside the gossip magazines at the supermarket checkout. The candies are for the kiddies to beg off Mommy and the magazines, well, they’re just trash for the brain.
Since the drug companies in this country are the largest lobby group in Washington, they have a lot to sell. When their main line drugs reach the termination age and are allowed to become generic, they lose money....

Supporters and opponents of GMO have been clamoring from a support from the Vatican, for the obvious reasons of elevating GMO into a moral issue.
Well, a study from the Vatican strongly endorses genetically modified organisms (GMOs) as providing “better food security” and safe and healthy foods, reports the National Catholic Reporter this week.
Although the Vatican itself has not issued an official statement, the Pontifical Academy for Science met this week to discuss the merits of GMO and participants unanimously agreed to endorse GMOs. Unfortunately, no Catholic critic of GMOs was invited to the conference so the endorsement has been viewed as totally biased.
In a related news, Boulder County Colorado farmers may now plant genetically modified sugar beets on government land, acco...

American City & County recently wrote an article about how the CDC is using an online screening system with other items to help Georgia residents in eight counties to prevent heart disease. The CDC has posted a web page that allows users to identify current life habits that may be factors that could cause the disease. Along with that aspect, they're taking a holistic approach by combining onsite biomedical screenings and resources that are delivered to the work place with the online survey.
There’s long been a gray market in the U.S. for prescription medications that can be had online without actually having a prescription. Erectile dysfunction medications are the most common such prescriptions.
This practice has commonly been done on websites based in India or another country. The prescription is then forwarded to a pharmacy clearinghouse in the U.S. that has contracted with physicians to write prescriptions for such orders. How can a doctor do this without a physical exam? Easy! It’s called a form that the customer fills out on the prescription website. The doc reviews the form and ostensibly ensures the customer has no pre-existing condition that may cause untoward side effects with the sought-after prescription.
But this business, which has been going on for y...

An editorial in today’s Washington Post examines the debate over school start times. It shows just how complex it can be to make changes to daily school schedules.A proposal in Fairfax County, Va., would change the start time of most high schools in the county from 7:20 a.m. to 8:30 a.m. It appears that there is strong support for a change. But there are also many obstacles.Money is one concern. In Fairfax County, 169,000 students must be transported to and from school each day. This is both complicated and costly. The Post reports that Fairfax school officials once estimated that a schedule change could cost up to $40 million. But they found ways to make bus routes more efficient. This led to the current “no-cost” proposal.Teens and parents may have concerns about starting and ending...

But suddenly you get the chance to make a great overview because somebody already did a load of work for library licenced databases & plugins. (Aaron Tay, a Librarian with NUS Libraries)
Then I attacked the subject as I normally do: jump in, head first, see what I understand. And figure out what I do not understand, by trial and error. For now this results in a short list of available library plugins.
I was surprised by the nice collection of the MyCroft Project, but just discovered yesterday they also offer a nice Plugin Create/Submit "wizard" This takes away having to un...

Sicile-Kira is quoted in an article in today’s Orange County Register about the first school-district sponsored sports league for autistic children. The league was started by Kathy Murphy, a speech language pathologist at Harbor View Elementary in Newport Beach; soccer, T-ball, and track are offered. No one keeps score and, during a soccer game, “……everybody, no matter what team they were aligned with, cheered when a player found the back of the net.”

I have been thinking more than ever about where Charlie will live as an adult since hearing about the services offered in different states at last Friday’s IACC meeting. The pressing, pressing, pressing need for staff with appropriate training, for facilities, and for much much more was more than made apparent—the November 10th death of 28-year-old Tara O’Leary highlights just how pressing these needs are.
Tara O’Leary had severe developmental disabilities and was a client in a community care residence in Hunterdon County in central New Jersey. Her death is being investigated by both the state Department of Human Services and the Hunterdon County Prosecutor’s Office. According to yesterday’s FOX News, O’Leary had brain deformities, scoliosis, and o...

A $3 million civil rights lawsuit has been filed against the Knox County School District concerned the alleged rape of a 14-year-old girl with Asperger’s Syndrome by an alleged sex offender who, according to today’s Knox County News, had been deemed “too dangerous” by his court-appointed guardian to be unsupervised. The 18-year-old boy “was being transported to a sex offender treatment program at Halls High School when the alleged rape occurred.”
According to the lawsuit, bus owner Stanley Rudder had warned Knox County school officials the girl, identified only as Jane Doe in the lawsuit, “would not make it two days” on a special education bus crammed with “rowdy” troubled boys.

A federal appeals court reinstated a lawsuit brought by Santa Clara County against drugmakers for allegedly overcharging county hospitals for prescription drugs for Medi-Cal patients, in violation of a federal law requiring discounts, The San Francisco Chronicle reports.
The ruling by the Ninth US Circuit Court of Appeals in San Francisco is the first in the nation to find that counties have the right to sue manufacturers under a 1992 law requiring companies supplying medicines to the Medicaid program - called Medi-Cal in California - to sell them to public hospitals at a specified percentage of their average nationwide price, the paper writes.
The county sued in 2005 after the US Department of Health and Human Services’ inspector general found that drugmakers had violated the price ...

By outward appearances, the lawsuit filed this week by Suffolk County, New York, officials to recover public funds used to pay for the controversial cholesterol drug is run-of-the-mill. The document cites what is quickly becoming boilerplate language among governments and shareholders alleging a drug was improperly marketed, ineffective or unsafe - there was a pattern of racketeering and a fraudulent scheme.
But buried on page 25, line 6, an interesting word is tossed out - indictable. In other words, Suffolk County (the eastern portion of Long Island that includes the Hamptons, for those of you who care) appears to be going a step further in waving its claim in front of the drugmakers. Maybe, just maybe, county officials are not-so-subtly suggesting that a prosecutor may be compelled to t...

Terry, Sr., passed away 13 years ago from a stroke, but on Father's Day I do something special in his memory and this year I made a video of scenes at the ocean. He always loved water and boats - lakes, rivers, oceans. He would have loved the sandcastles, kites and other scenes in this video made at the Pismo Beach Pier, San Luis Obispo County, California. When I am near the ocean I remember the wonderful times we spent together at lakes or beaches. (Source: The Caregiver's Beacon - Resources, Links, Ideas, News)

Floyd and the boy were paired through the Big Brothers Big Sisters of America and have known each other since November; the molestation is alleged to have occurred between March 1 and May 5.
Senator Robert Menendez of New Jersey will be announcing a new initiative for families dealing with autism spectrum disorders on Monday, April 28th, at 11am in Louisa Park in Weehawken, New Jersey. The legislation will combine guidance for families seeking autism spectrum disorder services and care, greater public awareness of autism spectrum disorders and support for adults with autism. New Jersey has the highest prevalence rate of autism in the nation (1 in 94). I was was hoping to be in Weehawken which is not far from where I teach at Saint Peter’s College (it’s the Senator’s alma mater) but I have a class (and it’s the last week of classes). The Chief Executive of Kent has been singled out for particular comment. The number of council "fat cats" earning salaries of more than £100,000 rose by a third last year, the Taxpayers' Alliance said today. The pressure group said it was an "insult" that such high salaries were being paid on the back of above-inflation council tax rises. The Local Government Association responded that compared to senior salaries in the private sector, taxpayers were getting very good value. Richard Kearns, the poet-activist at aids-write.org, writes about two issues that at first seem entirely unrelated: the CDC’s description of AIDS, and the designation of Daylight Saving Time. After his requisite lovely poem, . . .
The implicit point that Richard makes with this juxtaposition of concepts is that definitions are powerful. The words we use to describe something can mean the difference between health and disease, between light and darkness. Jerry’s health status was exactly the same before and after the CDC’s pronouncement, but the new definition of a healthy t-cell count was essentially a death sentence.
Kaiser network: Baltimore Sun Examines Concerns About Overuse of CT Scans
[Feb 25, 2008]
The Baltimore Sun on Saturday examined concerns about the number of patients who undergo CT scans, which many critics consider “untested, overused, risky and a prime example of health care ruled by profit and fad, rather than hard science.” Some experts estimate that each year, U.S. patients undergo between several hundred thousand and one million CT scans.
The debate over the issue has increased since January, when CMS proposed restrictions on Medicare reimbursements for CT angiographies, which cost about $1,000 to $1,200 each, in response to reports that the procedure exposes patients to high levels of radiation and unnecessary health risks.

Experts say the state should require healthcare facilities to publicly disclose such information.

February 24, 2008
When California officials announced this month that they would begin tracking virulent “superbug” infections in gyms, schools and other community settings, they billed it as a major advance in public health.
But the plan would capture just a fraction of drug-resistant infections, leaving the vast majority unreported to the state and unknown to the public, according to experts and consumer advocates.
Disease-tracking experts say California lags behind at least 15 other states that monitor such infections where they are most li...

HIV treatment becoming profitable
By Daniel Costello, Los Angeles Times Staff Writer
February 21, 2008
. . . something unexpected is happening: As treatment of HIV patients in the U.S. and abroad continues to improve, it has turned into a growing profit center for the drug industry. . . .
At the same time, hopes for an HIV vaccine have faded and rates of new infections in some communities are climbing after years of stabilizing.
Although some of those developments might be bad news for public health, they’re benefiting companies such as Foster City-based Gilead, whose name refers to a medicinal balm in the Bible. The firm saw revenue reach $4.3 billion last year, up a third from 2006. HIV product sales in 2007 were $3.14 billion, an increase of 48% compared with a year earlier....

Aging Grace: Facing the Uncertainties of Growing Older With HIV
	by David Evans
January 29, 2008
On the morning of January 6, readers of The New York Times awoke to a sobering headline: “AIDS Patients Face Downside of Living Longer.” The article highlights the stories of two fifty-something HIV-positive men, both of whom boast a disheartening list of ailments more typically found in much older people. Both men seem uncertain about how they might navigate a bleak future filled with illness. The article credits antiretroviral drugs for giving one man back his life and hopes for the future, but poses the question, “at what cost?”
Some readers recognized their own struggles in the men’s stories and felt validated. Steven Deeks, MD, a prominent AIDS researcher and doctor at the Univ...

	By JANE GROSS
January 6, 2008
CHICAGO — John Holloway received a diagnosis of AIDS nearly two decades ago, when the disease was a speedy death sentence and treatment a distant dream.
Yet at 59 he is alive, thanks to a cocktail of drugs that changed the course of an epidemic. But with longevity has come a host of unexpected medical conditions, which challenge the prevailing view of AIDS as a manageable, chronic disease.
Mr. Holloway, who lives in a housing complex designed for the frail elderly, suffers from complex health problems usually associated with advanced age: chronic obstructive pulmonary disease, diabetes, kidney failure, a bleeding ulcer, severe depression, rectal cancer and the lingering effects of a broken hip.

The latest ranking of America’s most unfair jurisdictions in which to be sued has been compiled by the American Tort Reform Foundation, which isn’t crazy about plaintiffs’ lawyers. And the county, which includes the seaside gambling den known as Atlantic City, joins the list this year at No. 6. For those who were unaware, the state court located there is home to a growing number of huge lawsuits filed against drugmakers, with the most notable being the Vioxx litigation (although many of those lawsuits are also housed in federal court in New Orleans). Here’s what the organization has to say:
“Personal injury lawyers seem to have gained a monopoly in Atlantic County, a new addition to the Judicial Hellholes report. New Jersey is known for particularly plaintiff-...

We’re disappointed to learn today that the county prosecutor in St. Louis couldn’t figure out how to prosecute the people partially responsible for 13-year-old’s Megan Meier’s death. Good ‘ole county prosecutor Jack Banas said that based on available evidence, the actions of the people involved in the Internet bullying did not meet the standards required by state laws for either harassment, stalking or endangering the welfare of a child.
Really? Wow, that’s amazing. Either those must be weakest, dumbest state laws in existence meant to protect victims, or someone has cold feet in prosecuting a case bound to get continued national attention.
Megan Meier’s parents said her suicide was the result of harassment via her Myspace page:

Jim interjected with a few questions and agreed with the Captain that no one in Hudson County takes an interest in nature, not that there isn’t plenty of it, from the phragmites reeds the boat pushed past to the many birds, as varied as the ethnicities of Jersey City’s population: People do tend to think more of the garbage and car part dumpyards and the smokestacks that I pass everyday on my way into Jersey City via the Pulaski Skyway (”one of the most notorious and dangerous roads in ...

[Oct 04, 2007]
About two-thirds of HIV-positive people in the U.S. might be overweight or obese, “mirroring” the total U.S. population, according to a study released Thursday at the 45th Annual Meeting of the Infectious Diseases Society of America in San Diego, the AP/Los Angeles Times reports.
For the study, Nancy Crum-Cianflone of TriService AIDS Clinical Consortium in San Diego and colleagues examined medical records of 663 HIV-positive patients at U.S. Navy hospitals in San Diego and Maryland. The researchers considered medication records, how long participants had been HIV-positive and whether participants had a history of diabetes or high blood pressure.

A group of 120 Kentucky counties, along with various cities and the state, tomorrow plan to file a class-action lawsuit against Purdue Pharma and its parent for its marketing of the OxyContin painkiller, a highly addictive and controversial med that became known as Hillbilly Heroin.
This appears to be the first time that a group of local governments have banned together to go after the drugmaker. And the move follows a recent settlement in which Purdue Pharma and three present and former execs agreed to pay $634.5 million to settle federal felony charges related to deceiving docs about the potential for abusing OxyContin.
“This is an important event, not just for the residents of Pike County, but all Kentuckians whose lives have been torn apart from the effects of this powerful and ...

The 2007 Orange County Race for the Cure is in support of the Susan G. Komen for the Cure - which is an effort to raise funds for breast cancer research.

This just came to my attention because my (cyber) friend and notable Filipino blogger and book author Jay David (currently residing in Orange County, California) joined the said race last Sunday in Newport Beach.

‘Giving’ by Bill Clinton
The former president says that by donating time and money, each of us can change the world.

By Joe Conason, Special to The Times
September 8, 2007
. . . in his new book, “Giving,” Clinton doesn’t quite come to grips with the hard questions. He prefers cheerleading to analysis, lavishing indiscriminate praise on everyone from the plucky little girl who picks up litter on the beach to the friendly billionaires who finance scholarships and microcredit loans in poor countries. Although the book is nominally divided into chapters highlighting different kinds of giving, the dozens of philanthropic stories that Clinton recounts in these pages swiftly blend into a fuzzy, feel-good blur. Most conclude with the same homily: If only everybody...

Filed under: Type 1, Type 2, Childhood, Adult Onset, Diet, Lifestyle, Research, Exercise, Support, Care, ComplicationsUCLA researchers report Nevada County, California residents have the lowest rate of diabetes in the state -- 2.6 percent. That's about one-third the state-wide average (6.8 percent), and slightly less than one-quarter the prevalence of diabetes in Imperial County (11.2 percent).
Take a few guesses why Nevada County's rate of diabetes is so much lower than Imperial County, and well under the national average of 7 percent. Do families eat less processed food around the dinner table? More jogging trails? Better health insurance coverage? Researcher Theresa Hastert states, "There is no one thing, but higher income is associated with better foods and exercise."

Yep that’s right. I’m standing next to California State Assemblywoman Laura Richardson who is the newest member of the United States Congress, unofficially.
With 100 percent of the 334 precincts reporting in the race for California’s 37th Congressional District, Richardson has emerged as victorious in her campaign to replace the late Congresswoman Juanita Millender-McDonald who passed away from cancer in April. Richardson, 45, is the 243rd woman and 26th African-American female ever to serve in the United States Congress. Richardson received 67.05% of the votes cast.
The final election results are expected to be certified by California’s Secretary of State Debra Bowen this week. Richardson will be sworn into office on September 4, 2007 in Washington...

Newspapers are changing to suit readers’ tastes
By TIM RUTTEN, REGARDING MEDIA
August 11, 2007
SOONER rather than later, the newspaper you’re holding in your hands will be very different than it is today.
A couple of fascinating new studies out this week suggest just how profound — and potentially troubling — some of those differences may be.
One of those surveys comes from Britain, where the media research firm Nielsen/NetRatings reports that the online editions of Britain’s two largest “quality” newspapers — the Guardian and the Times of London — now have more American than British readers. The Independent, a smaller serious daily, already has twice as many readers in the U.S. as it does in Britain, and, if the current trend holds...

Public Health & Education | Many High-Risk Older Black Women Are Uninterested in Receiving HIV Tests, Study Finds
[Aug 09, 2007]
Few women older than age 50, particularly black women, find it necessary to undergo testing for HIV even though many of the women have a moderate- to high-risk of exposure, according to a study published in the Journal of Women’s Health, United Press International reports.
The study, led by Aletha Akers of the University of Pittsburgh School of Medicine, involved 514 Atlanta, Ga., women ages 50 to 95 during an 11-month period in 2001 and 2002. The women completed a 68-item questionnaire about their attitudes regarding lifetime HIV infection risk and interest in being tested for HIV. Most of the women said they were not currently sexually active ...

King County is home to Seattle, the city famous for its generous rainfall and equally generous caffeine intake. The new rule stipulates that, in addition to the trans fats ban, all eateries in the Seattle-area must also provide nutritional information about menu items. The trans fats ban was passed by the King County Board of Health in an effort to stem soaring rates of illnesses that are linked to obesity, like type 2 diabetes. Board members and their supporters (including a representative from the American Diabetes Association) argue the change will help turn the tide by improving eating habits. Feds use asset-forfeiture laws to spell evictions for medical-pot providers
The feds stepped in last week with a flurry of letters to landlords of collectives reminding them of federal preeminence over state law, a possible 20-year prison term, and the unhappy implications of Title 21, U.S. Code 881(e), the assets-forfeiture statute. But as special Agent Sarah Pullen of the DEA reminds me, “They’re ongoing investigations, so they’re merely at this point to serve notice for the property owners that there are individuals there violating federal drug laws.” Cheerful and businesslike, she describes the...

Federal official calls marijuana growers dangerous terrorists
	By Dylan Darling (Contact)
Redding Record Searchlight
Friday, July 13, 2007
(Redlands, CA) The nation’s top anti-drug official said people need to overcome their “reefer blindness” and see that illicit marijuana gardens are a terrorist threat to the public’s health and safety, as well as to the environment.
John P. Walters, President Bush’s drug czar, said the people who plant and tend the gardens are terrorists who wouldn’t hesitate to help other terrorists get into the country with the aim of causing mass casualties. Walters made the comments at a Thursday press conference that provided an update on the “Operation Alesia” marijuana-eradication effort b...

Fri Jun 29, 5:12 PM ET
WASHINGTON (Reuters) - Hospital and doctor visits in the United States have surged by 20 percent in the past five years and the most commonly prescribed medications are antidepressants, according to statistics published on Friday.
The survey by the U.S. Centers for Disease Control and Prevention also found most people who visited emergency rooms had private health insurance, although the uninsured were twice as likely to use emergency services as people with insurance.
The report estimates that 1.2 billion visits were made to hospitals, emergency rooms and physicians’ offices in 2005.

Dr. Agwunobi, CDC, webinar for bloggers: Since we do not have a vaccine or cure today, we need to encourage HIV testing as the best way to stop the spread of the epidemic. . . .

Poetic injustice
June 11, 2007
MAXWELL CORYDON Wheat Jr. was on his way to becoming the first poet laureate of New York’s Nassau County when county legislators realized he wrote not just about marshes and natural beauty, but also about war. The first verse of his poem “Iraq” reads:
	“Males and one woman
sip coffee mornings in the White House,
talk of desires about Iraq.
For ten years
Less-than-Elected-Vice-President Cheney
evolves The Plan,
the Empire of the United States of America.”
The hearing on Wheat’s appointment erupted into an argument about supporting the troops. Nuance was lost. Tossing out this unruly poet, the unanimous choice of the nominating panel, came to seem like an act of valor.

A black church to host gay service
Event is a victory for advocates
By Michael Paulson, Globe Staff | June 9, 2007
The annual gay pride interfaith prayer service today will for the first time take place in a predominantly black church, highlighting an intensive effort by advocates of same-sex marriage to demonstrate support from theologically conservative wings of the religious community.
The worship service, just five days before a Constitutional Convention at which the Legislature is scheduled to decide whether to put a repeal of same-sex marriage onto next year’s ballot, is taking place at a church whose pastor is a member of the board of the Black Ministerial Alliance, an organization that has been among the most vocal opponents of same-sex marriage. . . .

[Jun 08, 2007]
African countries, especially those in Southern Africa, must link tuberculosis testing and treatment with HIV prevention programs to more effectively fight HIV/AIDS, Kevin de Cock, head of the World Health Organization’s HIV/AIDS department, said recently at the 3rd South African AIDS Conference in Durban, South Africa, Reuters reports. De Cock said that the continued use of traditional treatments for TB could fuel the spread of the disease and exacerbate the HIV/AIDS epidemic. “TB programs alone cannot reverse the tide” of HIV/AIDS, he said, adding that it is vital to offer those living with HIV/TB coinfection convenient and effe...

This study demonstrates an alternative method that gives patients the same effects and allows controlled dosing but without inhalation of the toxic products in smoke,” said study lead author Donald I. Abrams, MD, UCSF professor of clinical medicine.
The research team looked at the effectiveness of a device that heats cannabis to a temperature between 180 and 200 degrees C, just short of combustion, which occurs at 230 degrees C. Eighteen individuals were enrolled as inpatients for six days under supervision in the General Clinical Research Center at San Francisco General Hospital Medical Center.

The Client Advisory Board at Heart of Illinois HIV/AIDS Center is a club no one should want to join.

WASHINGTON — Are the passengers in a car that has been stopped by the police “seized” by the authorities, or are they free to walk away?

Measures would add protections
By Rick Klein, Boston Globe Staff | April 25, 2007
WASHINGTON — After more than a decade of government inaction, gay-rights proponents in Congress have gotten several major bills moving through the Democratic-controlled chambers, a development that could result in the greatest expansion of federal protections for gays and lesbians in US history.
