            <description>New York Governor David Paterson is proposing new rules that would restrict drugmakers from giving gifts and certain product info to doctors while, the Associated Press reports. &amp;#8220;This will benefit patient care and reduce costs in the Medicaid program, as more expensive drugs will not be prescribed for the wrong reasons,&amp;#8221; Paterson said, according to the AP.
Under his proposal, drugmakers that violate the law would be fined between $15,000 and $250,000 per violation, and health care professionals would be fined between $5,000 and $10,000 per violation. The state Department of Health would be responsible for enforcement, but would rely on complaints to identify violators.             <description>An earlier post revealed that higher tax rates in Maryland were backfiring, leading to less revenue from upper-income taxpayers. It seems New York politicians are running into a similar problem. According to an AP report, the state&amp;#8217;s 100 richest taxpayers have paid $1 billion less than expected following a big tax hike. The story notes that several rich people have left the state, and all three examples are about people who have redomiciled in Florida, which has no state income tax.             <description>In the latest Rasmussen poll, Republican and former New York City Mayor Rudy Giuliani is far ahead of incumbent New York Governor David Paterson. Rudy is behind if he runs against Democrat Attorney General Andrew Cuomo but by only 7 points.
It’s a knockout for Rudy Giuliani if he’s the Republican candidate for governor in New York next year running against incumbent Democrat David Paterson. But if Andrew Cuomo is Giuliani’s opponent, chalk up a win for the Democrat. At least that’s the way it looks in the summer of 2009.
A new Rasmussen Reports telephone survey in the state shows Giuliani beating Paterson by 22 points, 55% to 33%. Eight percent (8%) prefer some other candidate, and five percent are undecided.

            <description>When the dust settled this morning, Caroline Kennedy is OUT as a candidate to replace Hillary Clinton in the United States Senate. The New York Post had it first last night and then as Allah puts it a clusterfark of spin occurred. 
1. She was worried about Teddy.2. She was pushed out by Teddy because he wants his wife to inherit his own Senate seat and was worried about Kennedy overload.3. She didn’t want to disrupt her family by moving to D.C.4. She decided she never really wanted it.5. She felt guilty that Paterson was being strong-armed into picking her.6. She found out Paterson wasn’t going to pick her and wanted to get the drop on him.7. She “became aware of a personal situation that was occurring,” perhaps as recently as within the last two days.

            <description>Sometimes things just happen.I'm sure that the New York Democratic Party never envisioned Governor Eliot Spitzer resigning, which means David Paterson (the current Lieutenant Governor) takes over as the Governor of New York State for the next three years. There are probably scores of politicians in New York who now regret not pursuing the post of Lt. Governor. And there are probably a lot of New Yorkers that will be surprised to learn that their new Governor is not only Black, but legally blind.The position of Lieutenant Governor in New York has always been a somewhat weak one, and one that is not eagerly sought after.
