By Michael F. CannonOr at least, that’s what The Daily Caller says a Republican pollster says:
A year may have passed since Obamacare passed, but conservatives are still angry as hell about it.
Expect the legislation to play a large role in the 2012 elections, according to John McLaughlin, who recently conducted a series of focus groups for the research group Resurgent Republic. The group is run by some of the country’s best-known Republicans.
“My guess it it’s going to be a big election issue next year,” McLaughlin said in an interview…
When it comes to President Obama’s health care law among these voters, the perception of these voters has hardly changed: the intensity remains strong and they still want it repealed, McLaughlin said.

Psych Central Roundup: The Death of Osama bin Laden

By now, you know the news: Osama bin Laden is no more. Whether he died in a blazing gunfight or was taken out by surprise (the reports are a little vague here), Seal Team 6 completed their mission.
And for some people, that completed mission was cause for celebration. Last Sunday evening and Monday morning, American flags were hoisted into the air, people stood out on the streets cheering and the internet was buzzing with elation. If you owned a Twitter or Facebook account, you saw it.
I certainly did. In fact, I learned about bin Laden’s death before the President even announced it: I was Facebook chatting with the very friend who was sitting next to me almost 10 years ago when the twin towers came down and suddenly, status updates were exploding.

Has President Obama Given up on Changing U.S. Foreign Policy?

By Justin LoganToday in Politico I have an op-ed titled “How Washington changed Obama.” In the piece, I argue that the recent appointments of Leon Panetta as secretary of defense and Gen. David Petraeus as director of the CIA, combined with revelations in the recent New Yorker article by Ryan Lizza, suggest that President Obama has given up on changing U.S. foreign and defense policy:
Panetta is a dubious choice to fulfill Obama’s recent pledge to trim military spending. Any secretary charged with realizing that pledge would need extraordinary credibility with Capitol Hill Republicans, many of whom are determined to continue raining money on the Pentagon regardless of the nation’s parlous fiscal position. Despite having once been a Republican, Panetta ran for Congress as Democr...

By Tad DeHavenToday the Cato Institute placed an ad in major newspapers highlighting specific spending cuts that policymakers should make to restore our country's fiscal sanity and economic stability. Our public call for policymakers to demonstrate leadership on spending cuts comes in the midst of the on-going battle on Capitol Hill over funding the government for the remainder of fiscal 2011.
A graphic at the top of the ad measures the $61 billion in cuts that Republicans have proposed against fiscal 2011 estimates for total spending, the deficit, and interest on the debt. As the graphic shows and the ad notes, it is clear that “leaders and members of both parties are in deep denial about the fiscal emergency we face.”
There are news reports that Republican and Democrat negotiators ar...

Ah yes, the Christmas holiday. A time when many of us shove as much as we possibly can into a carry on (and then insist to the flight attendant that it will fit in the overhead compartment just give me a second!) and make the long trek back “home.”
While some of my married or coupled up friends are braving the crowded airports and awkward family chit chat (“Oh, you’re a Democrat? How…interesting. You young people are all Democrats. It’s all so very… interesting“) together, I’m going solo this year. And while I don’t mind my unattached status too much, I freely acknowledge the fact that going back “home,” without reminders of one’s new life, can often cause a very unique set of issues to arise.

My new post on Politics Daily / Woman Up. GOP’s Rural White Guys: The Night They Drove New Dixie Down.
Republicans are busting with pride about the parade of rural white men who voted overwhelmingly for their candidates in last week’s midterm elections. And not just on the national level. You have to go back to 1966 to find the same number of state legislature switches. You have to go back to 1928 to find this many state legislature seats filled with Republicans.
That fact alone could ripple for years to come, due to the potential for partisan gerrymandering (fun fact: so named for the salamander-shaped district designed by a Gov. Gerry in 1812 Massachusetts). Representative districts are redrawn once a dec...

My new post on Politics Daily / Woman Up. The New Stepford Wives Party, Starring Sarah Palin (Also Gidget).
I loves me some mama grizzly Sarah Palin and her adorable Republican bear cubs running for national office — Delaware’s Christine “Never Mind What I Said Back Then” O’Donnell, South Dakota’s Kristi “I Forgot My Court Date” Noem and Nevada’s Sharron “Unemployed People Are Spoiled” Angle.
And no, I don’t love them because they’re “unelectable.” If you said that, bite your tongue. MSNBC pundit Chris Matthews bet Politics Daily’s own David Corn that O’Donnell will win in November. Maybe that’s a fake-out, but at this point in American politics, the fake is real, the real is fake, a...

My new post on Politics Daily / Woman Up. From a Lefty: Five Things the Right Is Doing Right.
For nearly two years, the Democrats have controlled the House, the Senate, the presidency and two new judicial appointments to the Supreme Court.
So why does it feel like the Democrats lost in 2008?
I think it’s because the Democrats have turned losing into an art form. You know how they say a good dancer makes it look easy? That’s the Dems. They make winning look like losing, and losing look like the eternal hell-fires of damnation.

1) The right talks to average people.
Even unabashed progressive Rep. Dennis Kucinich (D-Ohio) thought that it was smart to talk to the people. He even went to a Tea Party to see what the fuss was a...

By Michael F. CannonResearch by scholars at Dartmouth Medical School suggests that Americans waste gobs of money on medical care. Last week, The New York Times ran a fairly lame critique of the Dartmouth research, by Reed Abelson and Gardiner Harris. Kate Steadman of Kaiser Health News provides a good synopsis of expert reaction to the story and writes, “Conservative and libertarian health policy bloggers were largely silent, ignoring the debate.” Although this libertarian wasn’t exactly ignoring the debate, the categorization is largely fair. More about that in a moment.
Abelson and Harris’s portrayal of the Dartmouth research is completely at odds with my understanding of that research.

We all know the sites you can visit to find out how many sex offenders live or work near you. It’s seen as a measure of public safety to keep the community informed of their whereabouts. It also may be another form of punishment for the offender; a reminder that they’ve lost all privacy. In England and Wales, there’s a movement to keep the identities of rapists anonymous.
The Conservative-Liberal Democrat coalition thinks the fact that the victim is unnamed, but the accused is identified, creates a double standard. Great Britain tried not naming accused sex offenders once before for 12 years, but the policy was eventually repealed because it was impeding police investigations; authorities wanted other victims who had been attacked by the accused to come ...

Constitution Offers No Haven to ObamaCare’s Individual Mandate

By Michael F. CannonWith multiple lawsuits challenging the constitutionality of ObamaCare’s “individual mandate,” the law’s backers have proffered two principal arguments in its defense. First, they claim that Congress has the power to require U.S. residents to purchase health insurance under the Constitution’s grant of power “to regulate Commerce…among the several States.” Second, they claim the measure is authorized by the taxing power.
Regarding the commerce power, Cato senior fellow Randy Barnett explains in yesterday’s Wall Street Journal:
[T]he Court has never upheld a requirement that individuals who are doing nothing must engage in economic activity by entering into a contractual relationship with a private company. Such a ...

By Chris MoodyFormer Massachusetts governor and possible 2012 presidential contender Mitt Romney has spent a lot of time campaigning against the recent health care overhaul.
One problem: It looks a lot like the law he signed in 2006 while he was governor of Massachusetts.
“In every important respect the Obama plan and the Romney plan are identical,” says Michael Cannon, Cato director of health policy studies.
In a new video, Cato’s David Boaz and Michael Cannon explain how alike the two plans really are. Watch:

Cato scholars have been critical of Romney’s health care plan since its inception. In June 2006, Michael Tanner authored the Cato Briefing Paper, “No Miracle in Massachusetts: Why Governor Romney’s Health Care Reform Won’t Work,” an...

By Michael F. CannonFrom Jeffrey H. Anderson, writing at National Review Online’s Critical Condition blog:
With Obamacare, President Obama has given a concrete example of everything that’s wrong with the European-style Democratic Socialist state, all wrapped up in one (massive) package. The notions are no longer abstract or theoretical. They’re here for all to see: less liberty, more taxes, more public indebtedness, more intergenerational theft, taxpayer funding for abortion, government rationing of health care, consolidation and centralization of power in Washington, and politicization of the properly private relationship between patient and doctor. The American people don’t want any of this, which is why 54 percent of Americans, including 59 percent of independents, are fo...

Could Obamacare Survive a Fiscal Crisis?

By Gerald P. O'DriscollOver at Think Markets, NYU’s Mario Rizzo asks how Obamacare might be repealed. He focuses on the fiscal brawl that will occur when the Medicare cuts must be implemented. Let’s take a look at another fiscal scenario.
The Greek debt crisis is just the leading edge of a global debt crisis in developed countries. It is not Greece that matters to the rest of the European Union, but the precarious position of other highly indebted EU members: Portugal, Italy, Ireland, and Spain. Fiscally sound Germany could bail out Greece, but not all the others. A Greek default (likely if not inevitable) will fracture the EU and the contagion surely would spread to the United States.
The result will be what I call a Leninist moment. Lenin famously observed that a situation mu...

CBO: ObamaCare Would Increase Deficits by $59 Billion

By Michael F. CannonOf course, it depends on what the meaning of “the Obama health plan” is.
If the Obama plan is understood not to include the $208 billion Medicare “doc fix” that the House removed from its bill to pass separately, and if the Obama plan would be sealed in an impenetrable vault within the National Archives, never again to be touched by God or man, then yes, the Congressional Budget Office predicts the Obama plan would reduce federal deficits by $138 billion over the next 10 years and by maybe one-half percent of GDP in the 10 years after that.
If, however, the doc fix is actually part of the Obama plan, and that law would be subject to normal political forces plus the new political dynamics the law would create, then the CBO predicts the Obama pla...

By Michael F. CannonOr, whom would Jesus coerce? That’s the question that comes to mind when I read the Center for American Progress’ latest attempt to argue that, if Jesus were a member of Congress, He would vote for President Obama’s individual mandate.
I was raised Catholic, and I don’t remember Jesus teaching that we should put people in jail for not buying health insurance. As I recall, He let the priest and the Levite go their merry ways.
OK, technically all the CAP report claims is that the Obama plan is consistent with Catholic social teaching.
The authors invoke all the right Catholic doctrines: “human dignity, solidarity, special status of the poor … concern for the common good … stewardship.” Except they omit the Catholic doc...

By Michael F. CannonIn today’s Washington Post, Democratic pollsters Pat Caddell and Doug Schoen warn that ObamaCare will be a disaster for Democrats:
Nothing has been more disconcerting than to watch Democratic politicians and their media supporters deceive themselves into believing that the public favors the Democrats’ current health-care plan…
[A] solid majority of Americans opposes the massive health-reform plan. Four-fifths of those who oppose the plan strongly oppose it…while only half of those who support the plan do so strongly. Many more Americans believe the legislation will worsen their health care, cost them more personally and add significantly to the national deficit. Never in our experience as pollsters can we recall such self-deluding misconstruction...

By Michael F. CannonWhen I debated Nobel Prize-winning economist Paul Krugman on health care reform, I asked him if he was familiar with the work of University of Pennsylvania economist Mark Pauly. Pauly is a leader in the economics of health insurance. He and his coauthors have shown that health insurance markets are way ahead of politicians — and way ahead of economists — in solving the problems that bedevil health insurance markets. I already knew the answer: only someone completely oblivious of Pauly’s work could have debated as Krugman did. (As Krugman himself demonstrated in that debate, you never want to ask a question to which you don’t already know the answer.)
Krugman’s column in today’s New York Times tells me that he still has not read ...

You can’t structure a bill where suddenly 30 million people have coverage and it costs nothing.
And just like that, the president admitted that the official Congressional Budget Office estimates of his health care plan do not reflect its full costs.
Both the House and Senate versions of ObamaCare would cover millions of uninsured Americans by requiring them to purchase private health insurance. As President Obama notes, even if you force people to spend their own money on health insurance, it still costs something to cover them. And if the government partly subsidizes those premiums, the remaining mandatory premium is still part of the cost of coveri...

My new post on Politics Daily / Woman Up:
There’s a civil war going on among Democrats in the so-called heartland. Here in the Midwest, Democrats agree on most things. We were thrilled to usher in the first African-American president. We are largely pro-choice, we’re OK with gay marriage, and we hate Rush Limbaugh with the passion of 10,000 suns.
But when it comes to the health care reform bills working their way through Congress, Democrats fall into two distinct camps.
Some of us, myself included, are skeptics. We believe the health care reform bills are so gutted and weak that it’s better to just let them die and start over. We think the bill takes too long to take effect. Four years? That’s plenty of time to get sick and go broke. Plus, the bills leave too many l...

By David BoazIn the forthcoming issue of Cato Policy Report, Jeffrey Friedman describes the cumulative effects of regulations that led to the 2008 financial collapse:
So deposit insurance begat bank-capital regulations. Initially these were blunderbuss rules that required banks to spend the same levels of capital on all their investments and loans, regardless of risk. In 1988 the Basel accords took a more discriminating approach, distinguishing among different categories of asset according to their riskiness — riskiness as perceived by the regulators. The American regulators decided in 2001 that mortgage-backed bonds were among the least risky assets, so they required much lower levels of capital for these securities than for every alternative investment but Treasurys. And in 2006, Base...

By Thomas FireyThe battle is intensifying between Democratic leaders and their labor supporters over a proposal to tax higher premium employer-provided health care plans. The proposal, which is contained in the Senate Democrats’ health care bill and supported by President Obama, would add a 40% excise tax to any amount above $8,500 paid for an individual worker’s coverage, or above $23,000 for a worker’s family. Labor leaders claim that a quarter of unionized workers would be subject to the tax, and government analysts estimate that 22 percent of all workers would be subject to it in 10 years.
A reasonable policy argument can be made for taxing employer-provided health coverage (more on this anon). That argument is not what the media (uncritically) reports is t...

By Tad DeHavenAs Congress hashes out an agreement behind closed doors to expand the government’s role in health care, a Medicaid story out of New York serves as another reminder that government is part of the health care problem, not the solution. Audits released by the state’s comptroller found $169 million in misspent funds, including a $196,000 cab bill for a woman who took a daily $300 taxi ride to visit her son in Albany for three years.
The following are some of the findings:

$53 million in overpayments for Medicaid recipients who had multiple identification numbers.

$20 million that was nearly spent because the state’s computer system failed to catch a clerical error. Auditors caught it before it was paid out.

$5.4 million in overpayments to 10 hospitals that billed for d...

By David BoazAs Congress heads toward Christmas, debating an increasingly unpopular bill that will raise federal spending and taxes, Senate leaders are beating up on anyone — like Joe Lieberman — who seems to threaten quick passage of the bill. Next week, when senators want to get home for Christmas, the pressure on recalcitrant members to give in and vote will become even stronger.
And so, kids, gather around for a Christmas story from the olden days. Back in the last century, in the year 1982, the Washington establishment decided that the gasoline tax should be raised by a nickel a gallon. Ronald Reagan, Tip O’Neill, Bob Michel, Howard Baker, Bob Dole, Dan Rostenkowski — they all wanted it. But Senators Jesse Helms, Don Nickles, and Gordon Humphrey stood in the way.
By Michael F. CannonAlong the lines of my oped with Bob Levy in today’s Philadelphia Inquirer explaining why an individual mandate is unconstitutional, here’s a poor, unsuccessful letter I submitted to the editor of the Washington Post:
To the Editor:
In one column, Ruth Marcus [“Health scare tactics,” Nov. 11] says it is “not true” that the House-passed health care overhaul “raises taxes for just about everyone.” The same column, however, explains that anyone who doesn’t comply with the bill’s mandate that everyone purchase health insurance, or the associated fines, “could, in theory, be prosecuted — just like others who cheat on their taxes” (emphasis added).
A subsequent column [“An ‘Illegal’ Mandate? No,” Nov. 26] notes, “The individual ma...

By Michael F. CannonCato chairman Bob Levy and I have an oped in today’s Philadelphia Inquirer explaining why the individual mandate in Majority Leader Harry Reid’s (D-NV) health care bill is unconstitutional. (Our colleague Ilya Shapiro blogs about a similar piece by our colleague Randy Barnett.)
In sum, supporters of an individual mandate claim that two powers granted to Congress by the states in the Constitution — the Commerce Clause and the taxing power — give Congress the legal authority to force Americans to purchase health insurance. We reject both theories.
First, the behavior that Congress seeks to regulate — the non-purchase of health insurance — is neither interstate, nor is it commerce. Unfortunately, under the Supreme Court’s tortured interp...

Congressional Democrats are using several budget gimmicks to disguise the cost of their health care overhaul, claiming the House and Senate bills would cost only (!) about $1 trillion over 10 years. Now that critics have begun to correct for those budget gimmicks, supporters of ObamaCare are firing back.
One gimmick makes the new entitlement spending appear smaller by not opening the spigot until late in the official 10-year budget window (2010–2019). Correcting for that gimmick in the Senate version, Sen. Judd Gregg (R-NH) estimates, “When all this new spending occurs” — i.e., from 2014 through 2023 — “this bill will cost $2.5 trillion over that ten-year period.”
Another gimmick pushes much of the legislation’s costs off the federal budget and ont...

The health care legislation moving through Congress could increase young adults’ premiums by 100 percent.

Why raising taxes won’t fix the deficit. Just look at California. And Rhode Island. And New York.

In today’s Washington Post, William Kristol exults:
The Gallup poll released Monday shows the public’s conservatism at a high-water mark. Some 40 percent of Americans call themselves conservative, compared with 36 percent who self-describe as moderates and 20 percent as liberals.
Gallup often asks people how they describe themselves. But sometimes they classify people according to the values they express. And when they do that, they find a healthy percentage of libertarians, as well as an unfortunate number of big-government “populists.”
For more than a dozen years now, the Gallup Poll has been using two questions to categorize respondents by ideology:

Some people think the government is trying to do too many things that should be left to individuals and businesses...

This is from the Reagan administration’s deregulatory 1981 energy plan: “All Americans are involved in making energy policy. When individual choices are made with a maximum of personal understanding and a minimum of government restraints, the result is the most appropriate energy policy.”
Many modern Republicans claim devotion to Ronald Reagan’s ideas, but they often seem to forget about the “minimum of government” thing. The following points are from Republican Virginia gubernatorial candidate Bob McDonnell’s “More Energy, More Jobs” plan:

In a hagiographic profile of Obama budget director Peter Orszag, Ryan Lizza of the New Yorker writes of the “pressure” he might get from congressional deficit hawks:
The respective heads of the House and Senate Budget Committees, John Spratt, Jr., of South Carolina, and Kent Conrad, of North Dakota, have spent years trying to control the deficit…
Kent Conrad, the chairman of the Senate Budget Committee, has made eradicating the federal budget deficit his life’s work.
Now, you’d think that if the ranking Democrats on the congressional budget committees had made deficit reduction their life’s work, the budget wouldn’t have, you know, skyrocketed over the past decade and more. So let’s go to the tape.
The National Taxpayers Union has given Spratt a...

I offer some evidence in today’s Chicago Tribune:
Last week, Pennsylvania Sen. Arlen Specter was one of the most liberal Republicans in the Senate. Today, he’s the most conservative Democrat….
But party-switchers often change their votes as well as their labels.
The day after Republicans won control of the Senate in 1994, Sen. Richard Shelby of Alabama switched to the Republican Party. He had been a relatively conservative Democrat and had high-profile conflicts with President Bill Clinton, so the switch wasn’t a great surprise. But observers might be surprised to look back at what happened to Shelby’s voting record. According to the American Conservative Union, for eight years Shelby’s conservative voting percentage had ranged between 43 and 76. Even in 199...

Did you hear the president say that we are going to find a cure for cancer during his speech Wednesday night? This was one of the most important speeches regarding the goals of this nation and President Barack Obama included finding a cure for cancer. Kennedy said the same thing about getting a man on the moon and we were successful. President Obama’s declaration is significant. In 1971 President Nixon declared war on cancer. Since then we have been winning battles but we just can’t win the war. It takes renewed commitment to finally win the longest raging war ever and for America, I believe that this is it. President Obama lost his mother to ovarian cancer. He knows how great a foe cancer really is to the welfare of Americans. His children lost a grandmother and America lost a woman g...

Overall Barack Obama’s campaign has

a larger, more comprehensive presence
more followers or subscribers on the social media websites
more interaction with those followers
much greater results in search engines
This is in spite of John McCain being a big political celebrity FAR longer than Barack Obama was. John McCain was first elected to congress in 1982, and even before McCain ran in 2008, other than George Bush, McCain was probably the best known, most interviewed, and most written about Republican politician. That’s why I laughed when I saw McCain’s celebrity ad about Obama, look at how many mention’s John McCain has in the Internet Movie Database, like Bill Clinton, he was jealous because he was no longer the biggest political celebrity in Washing...

I had the extreme good fortune of meeting the challenger for the NC Sixth Congressional District seat, Teresa Sue Bratton. I asked her to give me a few seconds of her time and asked what she believed was one of the most important issues we face. Dr. Bratton (MD) wants us to have better health care and prevention. I agree 100%. In a country were health insurance is tied to our jobs, it’s one of the first things to go when we get sick. A catastrophic illness can result in job loss, which results in the loss of coverage. Then what?
Dr. Bratton knows that we can prevent many diseases through education and by making better choices. We also need to fill the gap between the insured and uninsured. Nobody should have to go without health care when it’s needed.

Please visit her we...

I’ve been recovering from various medical testing and been a bit lazier than usual. Today I spent the afternoon resting my body and watching a PBS production called “FDR: A Presidency Revealed.” I taped it some time ago but forgot about it. Sometimes, I truly believe books, people, movies and TV come into our lives when we need them. Today, FDR helped me out. Not bad for a dead President. I did appreciate it.
In the current political climate, we hear that word “change” almost everyday. Everyone thinks it’s the answer for the future. It sounds so simple, doesn’t it? Just go out and change, just like that. Change the world, change the war, change our enemies and then insert miraculous new leadership. How naïve we can be, at times. Those of us whose ...

Democratic presidential hopeful Sen. Hillary Rodham Clinton, D-N.Y., waves to the overflow crowd as she walks with campaign aide Huma Abedin, right, and a secret service agent at a campaign event in Huron, S.D., Thursday, May 29, 2008. Clinton is campaigning in the state in anticipation of the June 3rd South Dakota presidential primary election.
Flap can’t help but think the reason why Barack Obama has NOT agreed to pay off Hillary’s campaign debts (rumored by some to be over $30 million) is because he would decimate his own fundraising accounts AND the DNC would not be able to backfill him because they are out of money.
Millions of dollars behind in raising money and unlikely to meet a fast-approaching final deadline, the Denver committee hosting the Democratic National Conven...
