Happy Birthday, Baby Boomers: One More Eligible For Medicare Every 8 Seconds

Today begins a lame duck session of Congress before it breaks for Thanksgiving. It’s the final chance to work out a temporary patch to Medicare reimbursement before a 23 percent cut takes effect Dec. 1. Doctors are going to stop taking new Medicare patients if the cuts happen. And, as one breast cancer surgeon explains, if Medicare stops paying, so to private insurers and even military health programs. Congress will meet in December, but the damage will be done.
This all is happening two weeks before the baby boomers become eligible for Medicare. That populous generation starts to turn 65 beginning on Jan. 1, which means they become eligible for Medicare on Dec. 1, which, as we mentioned, is the day the 23 percent Medicare pay cut kicks in. Boomers will continue to become eligible ...

Senate Health Regulation Bill Includes National ID Plan

Thanks to the push for a more transparent Congress, we’re getting a better look at what new health care regulations might shape up to be. Alas, not a very good look: with weak justifications, the Senate Finance Committee is working on a strange “plain language” description of the bill, and apparently not planning to read or release the final language.
I’ve found something worth noting, though, in each of the bill versions I’ve seen. The Senate Finance Committee’s Rube Goldberg plan for health care in America has a provision establishing paragraph talking about “Eligibility Verification.”
If you want to access the “state exchanges” or collect the federal tax credits created by the bill, your eligibility will have to be verified. He...

Title: Consultation on the revision of the Fair Access to Care Services guidance to support councils to determine eligibility for social care services
The Skinny: Consultation carried out by the Department of Health on the revision of the statutory guidance providing local authorities with a framework to determine individual eligibility for social care – the “Fair Access to Care Services” guidance. Revises draft guidance to reset the eligibility criteria framework within the policy context of personalisation and prevention set out in the cross-sector agreement for the transformation of adult social care – Putting People First. Also aims to support councils to implement eligibility criteria in a way that is as fair, consistent and transparent as possible, taking into account...

U.S. Chamber on Electronic Employment Verification

The U.S. Chamber of Commerce has a new paper out on electronic employment verification systems. Using government estimates, it finds that operating a nationwide worker background check system would cost $10 billion a year.
The Chamber is no opponent of requiring employers to check workers’ immigration status — I oppose the policy, preferring to live in a free country — but the paper has a lot of information about the practical impediments to giving the federal government a say in every hiring decision.
It also gives the last word to my paper, Electronic Employment Eligibility: Franz Kafka’s Solution to Illegal Immigration. In the paper, I discuss a method for verifying work eligibility under the current immigration law without creating a national identity system. It...

Project: London is a clinic of Medecins Du Monde (UK) which aims to support migrants that need help accessing healthcare. It has just published its second annual report the Project: London report and recommendations 2007: Improving access to healthcare for the community’s most vulnerable.
The report finds no evidence of health tourism, with patients had been in the UK for an average of 3 years before accessing care from Project: London. Migrants are no more likely to have expensive, complicated medical needs than anyone else. It also identifies difficulties for pregnant women in accessing proper care. Although they were entitled, nearly 70% of the women had no access to care, a situation which puts both mother and child in jeopardy, and must be addressed as a matter of urgency.
