The latest video from the Alliance for Health Reform is now available. It features Karen Davis, president of The Commonwealth Fund.
Health care spending will be a target of efforts to cut the federal deficit. The best way to reduce unnecessary spending, Dr. Davis says, is to make sure everyone gets the right care, using new provider payment mechanisms such as bundled payment and value-based purchasing. In this video, Dr. Davis describes some of these payment reforms and lays out the case for greater use of comparative effectiveness research to learn “what really works.”
This video is part of a series produced by the Alliance and supported by the Robert Wood Johnson Foundation. (Source: Disruptive Women in Health Care)

Many regular readers of Digital Doorway will remember that I have supported The Fresh Air Fund for several years. The Fresh Air Fund has provided opportunities for inner-city children in the New York area to experience summer vacation in the homes of host families in the Northeastern United States and Canada since 1877.In 2010, Fresh Air Fund host families provided such opportunities for over 5,000 children between the ages of 6 and 18, and more than 65% of children are invited to visit their host families in subsequent years. This year, there are still 200 mostly low-income inner-city children waiting to be placed with a host family before the end of the summer. If you or someone you know would like to host a Fresh Air child this summer (or next summer, for that matter), please visit the h...

Another holiday’s come and gone. Whether you celebrated Canada Day or Independence Day, you may be basking in the glory of a glorious holiday or exhausted from another family gathering of trying to keep your sanity in toll.
If I’ve learned anything over the years is that you could spend years working on yourself and then poof! just like that you’re back to where you started.
Maybe it’s your people-pleasing ways that return when you’re in the company of old friends who knew you way back when. Or certain relatives who trigger painful childhood memories when you are in their presence. Perhaps, the extra day of freedom could remind you just how toxic your work environment is and how much you are in need of a new job.
Whatever it is, I feel you.

Should American Taxpayers Finance another Big Fat Greek Bailout?

By Daniel J. MitchellIt appears that American taxpayers are about to subsidize another Greek bailout (via the Keystone Cops at the IMF). This is way beyond economically foolish. It is also morally offensive.
To turn Winston Churchill’s famous quote upside down, “Never have so many paid so much to subsidize such an undeserving few.”
Let’s start with a few facts:

Greece’s GDP is roughly equal to the GDP of Maryland.
Greece’s population is roughly equal to the population of Ohio.
Despite that small size, in both terms of population and economic output, Greece already has received a bailout of about $150 billion (actual amount fluctuates with the exchange rate).
Don’t forget the indirect bailout resulting from purchases of Greek government bonds by the European Central Bank.

Imagine growing up in a city environment where you rarely see a tree, a patch of grass, or a bird. Imagine having nowhere to play a game of baseball or play catch with your dog. Imagine a place where the only thing summer brings is sweltering indoor temperatures, with no vacation or fun outside of playing in the fire-hydrant spray.
For many children, this is inner-city life and the only life they know.
But the Fresh Air Fund is a non-profit that has been giving free summer experiences to poor children in New York City since 1877. During that time, they’ve helped millions of children have a very different kind of summer vacation — a chance to breath some fresh air in a different, less urban environment.
They need more host families living in a northeastern state this summer. Continue re...

By Michael F. CannonDefending ObamaCare in federal court yesterday, the Obama administration’s acting solicitor general, Neal K. Katyal, peddled the widely discredited claim that the uninsured increase your and my health insurance premiums by $1,000:
“When people self-finance their health care,” Katyal contended, “that raises the cost of health care overall by $43 billion a year, and that raises the average family’s premiums by $1,000 a year. That will price untold numbers of people out of the market.”
That estimate comes from two left-wing groups, Families USA and the Center for American Progress Action Fund.
When President Obama himself made this claim, FactCheck.org reported:

When is an entitlement not an entitlement, but a command? When a federal judge contradicts herself, of course.
As the Arab League's influence over its own member states wanes, of course they support the creation of an international no-fly zone over Libya.
Of course, there's really no such thing as a "Social Security trust fund."
Should the United States and Saudi Arabia remain allies? Of course—but Washington should probably re-think the terms of the partnership.
Of course, when George W. Bush was president, you couldn't go anywhere in Washington without seeing an anti-war protest. Where have they all gone?

You could go on and on like this, but you know what? No matter how good or bad your healthcare system is, there are certain universal truths. Here are four of them that might make you look at global healthcare a little differently:
First, healthcare is getting more expensive, all over the world. A new study by the global consultant, Towers Watson (disclosure: Towers Watson is a Best Doctors client) found that the average medical cost trend around the world will be 10.5 percent in 2011. In the advanced economies costs will rise by an average of 9.3 percent. While Americans tend to think of rising medical costs a...

By John SamplesThe New York Times has an odd story today on campaign finance on its front page. The story argues that organizations which do not have to identify their donors are sponsoring ads that criticize candidates for office. Complaints about secrecy notwithstanding, the third paragraph of the story discloses one of the major contributors to a group and reveals his putative interests in becoming involved. It also goes into great detail about the donor, his political associates, and even meetings his associates attended and what decisions were made therein. Later parts of the story recount the already disclosed names of supporters of Karl Rove’s efforts in this cycle. True, the story does not reveal everything the reporters believe should be disclosed about donors. But the group...

Every year, I try to promote the Fresh Air Fund's annual marathon which is held in New York City, and this year is no exception. The Fresh Air Fund has been helping disadvantaged inner city children have memorable and healthy summer experiences since 1877, and the Fresh Air Fund Marathon is a major fund-raiser for these important programs. In 2009, more than 5,000 children from New York City visited host families in more than 13 states, and 3,000 children participated in a special Fresh Air summer camp in rural Pennsylvania. The Fresh Air Fund also promotes career awareness for children and teenagers, has additional camping experiences for children with special needs, and many Fresh Air children participate in these programs through their 18th birthday. To find out more about the marathon, p...

The Post’s economic reporters need to convey to readers that the Medicare and Social Security “trust funds” contain zero funds [“Medicare Funds to Last 12 Years Longer than Earlier Forecast, Report Says,” August 6].
This is not up for dispute. When those programs’ revenues exceed outlays, Congress puts the excess in general revenues and spends it. Congress marks the event by leaving an IOU to itself in these “trust funds.” Those IOUs are not “funds,” any more than an IOU that you write to yourself is money. These so-called “trust funds” therefore have no bearing on the (in)solvency of Medicare and Social Security.
Yet every year, the trustees for t...

It’s the time of year when the trustees of Medicare and Social Security release their annual reports on the programs’ financial health. And that means Americans are likely to be bathed in a fog of political rhetoric that makes it hard to sort out fact from fiction.
Here’s the bottom line…
The Times then proceeded to bathe its readers in fog:
According to the reports, the date of insolvency for Medicare’s hospital fund was pushed back, from 2017 to 2029, because of cost-saving measures in health reform. As for Social Security, without any changes, it will be able to pay full benefits until 2037 and partial benefits after that, the same estimate as in last year’s report, despite temporary setbacks from the re...

Klein mentions only a few of the difficulties confronting Massachusetts. Here are a few more:

By Jim HarperIn a Wall Street Journal opinion piece this morning, John Fund speculates about a post-election, lame-duck strategy in which Democrats move a variety of controversial proposals before giving up power to November’s presumed victors. Among these proposals is “a federally mandated universal voter registration system to override state laws.”
The answer to that idea is No.
Part of the reason is because this proposal hasn’t seen any discussion or debate. Its benefits, costs, and consequences have had no public vetting.
Likely, a national voter ID system would also be a national ID system. Its utility in addressing whatever voter fraud there is would be matched or outstripped by its utility for controlling our access to health care, travel, guns, financial ser...

Though Cyndi Lauper is best known for wanting to have fun, she also gets down to some serious social work: The singer co-founded the True Colors Fund, an organization aimed at the advancement of lesbian, gay, bisexual and transgender (LGBT) equality two years ago. In the past two years, they’ve raised $200,000 for LGBT organizations like HRC, CenterLink & PFLAG. The True Colors Fund also recently launched their “Give a Damn” Campaign: A far-reaching online initiative to inspire and engage straight people to get informed and support LGBT equality.

Here is a new twist on how respected academic institutions have gained from less than respectable donors. As reported by the Palm Beach (FL) Post, John David Mazzuto and a colleague stole more than $60 million from his former company and its investors, New York prosecutors said Tuesday afternoon. ... the Manhattan District Attorney said today that, while he was in bankruptcy from 2002 to 2009, he siphoned more than $15 million from Industrial Enterprises, and used the money to support 'a lavish lifestyle using millions of company dollars for homes, travel, and personal expenses.'They included Mazzuto's 7,715-square foot house at 11503 Green Bayberry Drive. Palm Beach County records show a corporation managed by him bought it for $2.6 million in 2007. No mortgage was recorded, suggest...

Does Group Health’s “Medical Home” Leave The Poor Behind?

Group Health has published two papers recently, one in Health Affairs and the other in JAMA, both extolling the virtues of its Medical Home. These follow their brief report last fall in the NEJM and the lengthy description of their model in the American Journal of Managed Care. Their model has been promoted by the Commonwealth Fund, and it is cited in the currrent issue of Lancet.
The big news is that costs were a full 2% lower than conventional care, hardly a great success –- it wasn’t even statistically significant. But was even this small difference due to the Medical Home, or was it because the Medical Home patients were less likely to consume care? (more…)

The high court rejected an effort by Pfizer to deep six a securities lawsuit that alleged the drugmaker misrepresented safety issues about its Celebrex painkiller (see here). The lawsuit claimed Pharmacia, which Pfizer now owns, deliberately withheld results of a study showing Celebrex offered no safety advantages over less expensive meds, The Wall Street Journal writes.
Pfizer argued that investors missed a two-year statute of limitations to bring the lawsuit. But the Alaska Electrical Pension Fund maintained there was no evidence of a possible fraud until The Washington Post published an article about missing Celebrex data in August 2001, which meant its April 2003 lawsuit was within two years of the statute. The 3rd US Circuit Court of Appeals in Philadelphia ruled last year that the la...

By Daniel J. MitchellPrice fixing is illegal in the private sector, but unfortunately there are no rules against schemes by politicians to create oligopolies in order to prop up bad government policy. The latest example comes from the bureaucrats at the International Monetary Fund, who are conspiring with national governments to impose higher taxes and regulations on the banking sector. The pampered bureaucrats at the IMF (who get tax-free salaries while advocating higher taxes on the rest of us) say these policies are needed because of bailouts, yet such an approach would institutionalize moral hazard by exacerbating the government-created problem of “too big to fail.”
But what is particularly disturbing about the latest IMF scheme is that the international bureaucracy wants ...

By Marian L. TupyThis month, two vice-presidents of the Czech National Bank (CNB) have made very serious allegations against the International Monetary Fund. Below is the summary of their claims so far:

Speaking to the Austrian daily newspaper Der Standard on April 2, Mojmir Hampl, the vice-president of the CNB, said that the IMF under Dominique Strauss-Kahn “wanted to expand its role in Eastern Europe and obtain new financial resources.” Hampl claimed that the IMF exaggerated problems with the financial systems in Eastern Europe. “We have always emphasized that the instability of the financial system [in 2008] was a Western European problem. That proved correct… According to a recent EU report, only nine out of 27 EU member states did not have to introduce any financial stabiliza...

By Tamar Abrams. Ninety-nine years ago, International Women’s Day was founded to honor the accomplishments of women and to press for equality between men and women. All these years later, there is still so much to do. Rather than tackling the overwhelming global needs of women, one organization – Women Deliver – is focusing on maternal health. The statistics are startling: Every minute of every day, a woman dies needlessly of pregnancy-related causes. That means that more than 560,000 women and girls die every year. Almost all of these deaths occur in the developing world, and ten million women are lost in every generation!
What a tragic loss for our planet when at the same time we in the developed world have turned our attention to new ways of obtaining and sharing infor...

During that time, they’ve helped more than 1.7 million children have a very different kind of summer vacation — a chance to breath some fresh air in a different, less urban environment.

As the debate continues over access to medicines in poor countries and the World Health Organization’s Expert Working Group readies a May report on R&D financing and intellectual property, Aidan Hollis, an economics professor at the University of Calgary, is pushing his Health Impact Fund. The plan leaves patent exclusivity intact, which has provoked some skepticism (see here). We spoke with him briefly and learned this…
Pharmalot: What is the Health Impact Fund?
Hollis: The fund is a proposal for a new way to pay for innovative drugs that would essentially have a large pool of money to be paid out every year. It’s a reward fund. And companies could get a share of this reward fund by registering their drug with the HIF and selling product at cost of production…...

Preparing for the Fourth Decade of AIDS

AIDS is here to stay. At least for now…. It didn’t seem that way during the 1980s. As we learned more about HIV and its manifestations, the predominantly male and intervention-driven scientific world organized itself to find a solution within a decade or two. After all, the war against smallpox, polio and other infectious diseases had been won with medicines, vaccines and public health efforts. Well, here we are, way into the third decade, and despite the achievements, the pandemic continuous to grow. What lessons can we draw from the cumulative knowledge, organizational responses and manifestations of solidarity?
The first decade of AIDS was marked by fear, death and loss. AIDS was visible in the faces with Kaposi sarcoma and the wasting of the bodies. We feared the contagion, dea...

The devastating earthquake this week in Haiti again brings to the forefront the issue of infant feeding in emergencies. You might recall how dangerous it is for relief efforts to send artificial baby milk to disaster sites due to a lack of sanitary water, inadequate supplies, the increased risk of deadly respiratory infections and diarrhea in non-breastfed babies, and poor access to medical care.

Shortly, I will be heading to Cancun, Mexico, for the 40th Union World Conference on Tuberculosis and Lung Health. The meeting will bring together hundreds of dedicated researchers, project implementers, World Health Organization officials and advocates who have committed themselves to stopping tuberculosis, which is second only to HIV/AIDS as the most infectious disease killer globally. Yet decades after the first meeting of this august body, we are still using the same outdated, inefficient and marginally effective tools to fight TB. M...

By Ilya ShapiroThis morning at the Supreme Court, the federal government argued for the continued existence of the Public Company Accounting Oversight Board (PCAOB, pronounced peek-a-boo) — and by extension the nefarious financial regulatory scheme known as Sarbanes-Oxley. Cato filed a brief supporting a free market advocacy group and an accounting firm, who sued PCAOB for violating both the Appointments Clause and general constitutional separation-of-powers principles.
Passed with scant deliberation in the wake of the Enron and WorldCom scandals, the Sarbanes-Oxley Act of 2002 established PCAOB to oversee the accounting practices of the nation’s public companies. As my piece with Cato legal associate Travis Cushman details today, PCAOB enjoys the rare authority to mak...

When you get to the top of a mountain, what do you find? Other than maybe a mountain goat, or the frozen remains of an ill-fated previous climber, snow, that’s what. That’s why it’s almost appropriate that the Obama administration’s Race to the The Top Fund, as I have written before and write again in this new op-ed, is essentially a snow job. And it seems to be a particularly blinding one.
To qualify for Fund dollars, states have to make hardly any meaningful changes to their education systems. For the most part they just have to submit plans for how they could conceivably do good stuff. Moreover, the same “stimulus” that furnished the $4.35 billion for Race to The Top supplied roughly 20 times that amount to protect the abysmal, obese e...

A handful of guilt-ridden wealthy Germans are asking to pay more tax according to a BBC report. They could just give their money to the state, of course, but they want to impose their self-loathing policies on all successful Germans. The amusing part of the story is that these dilettantes were puzzled that so few people showed up to their protest. Maybe next time they could do some real redistribution and announce that they will be tossing real banknotes in the air:
A group of rich Germans has launched a petition calling for the government to make wealthy people pay higher taxes. The group say they have more money than they need, and the extra revenue could fund economic and social programmes…

I don’t know about you, but for the longest time, I was afraid of my inner bitch.
In the old suppressed, sexist tradition of ‘you’re either a whore or a saint’, women are too often taught that we are either ‘nice’ or ‘bitches’ and never the twain shall meet.
So it’s not surprising that when I was growing up I felt it necessary to suppress any snarkiness. It was hard when what I really wanted to do was say something catty or roll my eyes or even admit out loud that I was so much hotter than Lisa, my high school nemesis. Good girls just didn’t do that!
Was I evil because sometimes the shrew just had to make an appearance? It was confusing back then when anything that come out of my mouth with a sharp edge was taken as anger and nice girls just ...

THE FRESH AIR FUND, an independent, not-for-profit agency, has provided free summer vacations to more than 1.7 million New York City children from low-income communities since 1877. Nearly 10,000 New York City children enjoy free Fresh Air Fund programs annually. In 2009, close to 5,000 children visited volunteer host families in suburbs and small town communities across 13 states from Virginia to Maine and Canada. 3,000 children also attended five Fresh Air camps on a 2,300-acre site in Fishkill, New York. The Fund’s year-round camping program serves an additional 2,000 young people each year.

The $4 million Union Station Bike Transit Center is scheduled to open in Washington, DC on October 2nd. According to an August Washington Post story, 80 percent of the cost of this opulent bike center is being borne by federal taxpayers via the U.S. Department of Transportation.
Look, I harbor no animosity against bike riders, but under what authority — legal or moral — does the federal government tax me in order to build bike centers for parochial, special interests? The Constitution?
But let’s pretend — and I mean pretend – that such federal expenditures are legitimate. The Post article say the center will have 150 indoor bike racks and 20 outdoors. A recent NPR article says it will hold 130 bikes. Whatever the figure, at a cost of $4 million, it c...

Yesterday, U.S. President Barack Obama designated September 2009 as National Ovarian Cancer Awareness Month. National Ovarian Cancer Awareness Month helps educate women and men about the importance of knowing the early warning signs and symptoms of the disease, scheduling routine doctor visits, and continuing robust scientific research.

The Boston Globe reports that Massachusetts now has the highest insurance premiums in the nation. The average family premium for plans offered by employers in Massachusetts was $13,788 in 2008, 40 percent higher than in 2003. Over the same period, premiums nationwide rose an average of 33 percent. And, according to the Commonwealth Fund, an annual family premium in Massachusetts is expected to hit $26,730 by 2020. Meanwhile CNN hails Romneycare as the model for the nation… (Source: Cato-at-liberty)

The New York Times has a story on some of the more controversial ways in which state and local government are using so-called federal “stimulus” dollars. If anything, it provides some interesting background on the history of the word boondoggle (not surprisingly, it entered the American lexicon during the New Deal). The gist of the piece is that one person’s boondoggle is another person’s…turtle crossing…skateboard park…or airport for an island in Alaska with 170 people on it. One New Dealer found this out decades ago:

Politico reports that the so-called “public option” provision could be dropped from the highly controversial health care bill currently being debated throughout the country:
President Barack Obama and his top aides are signaling that they’re prepared to drop a government insurance option from a final health-reform deal if that’s what’s needed to strike a compromise on Obama’s top legislative priority…. Obama and his aides continue to emphasize having some competitor to private insurers, perhaps nonprofit insurance cooperatives, but they are using stronger language to downplay the importance that it be a government plan.
As I have said before, establishing health insurance co-operatives is a poor alternative to the public option plan. Opponents of a government ta...

Passed with scant deliberation amid a stock market panic, the Sarbanes-Oxley Act of 2002 vastly expanded the federal government’s role in regulating corporate governance and the accounting industry. As part of that effort, Congress created a new agency to “audit the auditors.” Known as the Public Company Accounting Oversight Board, the agency has broad rulemaking and enforcement powers to set accounting standards, investigate accounting firms, punish criminal violations, and make whatever rules “may be necessary or appropriate in the public interest or for the protection of investors.”
Remarkably, the PCAOB (pronounced “peek-a-boo”) also has the power to fund its own budget by levying taxes on publicly traded companies. Despite giving the PCAOB all this po...

About a week ago I received an e-mail from a Sara at an organization called “The Fresh Air Fund” asking me to spread the word about their cause. While this isn’t what you might expect on a dental blog, what can I say, I’m a sucker for good causes!
Who is The Fresh Air Fund
A not-for-profit agency, has provided free summer experiences in the country to more than 1.7 million New York City children from disadvantaged communities. Each year, thousands of children visit volunteer host families in 13 states and Canada through the Friendly Town Program or attend Fresh Air Fund camps(FreshAir.org).
Naturally, not-for-profit organizations such as The Fresh Air Fund rely heavily, if not solely on fundraising and donations. That’s where Dental Heroes readers, and anyone ...

The U.S. government has been providing so-called foreign aid for decades, but the waste never stops. So it is in Iraq.
Reports Stars & Stripes:
Provincial reconstruction teams in Iraq are scrambling to submit a large number of multimillion-dollar aid project proposals by July 15, something critics suggest will result in a rash of big construction projects they were never intended to run.
Further, they say, big-budget projects are being put forward too quickly, are too ambitious given the scheduled 2011 withdrawal from Iraq and are crowding out simpler schemes.
“Our goal is not necessarily to help [Iraqis] with building projects,” said Rick Gohde, an engineer with the Diwaniyah provincial reconstruction team, known as PRT. “We are supposed to be beyond that. We are supposed to b...

During the last year’s run they raised more than $125,000 which went directly to their free programs.
You can help out either by running for Fresh Air Fund-Racers team or hosting children in your home. Find out more at The Fresh Air Fund web site and go out and do something good for yourself and others.

Yesterday, the SEC repealed a long-standing rule which allowed brokers to vote shares on behalf of their investors, unless they obtained written directions from each individual investors. While investors have long been able to direct the voting of their shares, many do not take the time to. In these cases, the brokers vote those shares, after all they are the agents of the investors and are hired to act on their behalf.
The direct effect of the rule will be to reduce the voting weight of retail investors, as represented by their brokers. In voting against the rule, SEC Commissioner Kathy Casey raised the point that the rule would skew voting toward large institutional investors and away from little retail investors.
What did the large institutions investors have to say? As reported...

The Baltic nation of Latvia is in the middle of a serious economic downturn resulting largely from a credit bubble and excessive government spending. This created an opening for those who have long wanted to undo the nation’s flat tax and impose a discriminatory system. Indeed, the economic Luddites at the Tax Research Network were already celebrating the expected demise of the single-rate tax. Unfortunately for them (but fortunately for Latvians), the government made a stunning announcement that the flat tax will be retained according to Reuters:

Latvia’s government is to reduce old age pensions and state sector salaries but not raise taxes, it said on Thursday as it tries to win more loans and avert crisis and possible currency devaluation. The five-party coalition ...

January 19th 2009 commemorated Martin Luther King, Jr., which has become a day of civic voluntarism here in the US.
The Alliance Defense Fund, which helped save Jesse Ramirez's life, has won another one, at least for now. From its press release: On May 16, the patient's husband filed the suit P.C. v. K. against the hospital and a doctor in order to keep the medical staff from removing his wife's life support, which would have terminated her life. [ADF lawyer Kenneth] Kirk subsequently filed a motion for stay on the husband's behalf to keep the hospital from doing so.The motion was granted, and the Alaska Supreme Court issued a temporary restraining order on May 30 prohibiting the hospital from discontinuing life support pending appeal and further order of the court (www.telladf.org/news/story.aspx?cid=4544). The hospital then determined that it would remove her feeding tube instead, which would have cau...

It’s happening this weekend.
The 2008 Pan-Mass Challenge.
What it is:
The Pan-Massachusetts Challenge raises money for life-saving cancer research and treatment at Dana-Farber Cancer Institute through an annual bike-a-thon that crosses the Commonwealth of Massachusetts.

Why I’m involved:
This is Dr. Sam Blackman, and with him is Miss Rebecca Hopkins.
We know Sam as Blog, MD.
Rebecca knows Sam because he is her oncologist.
Every year, Sam rides in the Pan-Mass Challenge to raise funds for pediatric oncology research. It’s a cause I have been honored to support since Sam first emailed me about it a few years ago.
This year, Sam won’t be riding. He has a new location and a new job in cancer drug development.
But Rebecca will be riding in his place, in memory of and fo...

The Barbara Ann Karmanos Cancer Institute has received a $250,000 multi-year grant from the J.P. McCarthy Fund of the Community Foundation for Southeast Michigan to benefit its J.P. McCarthy Cord Stem Cell Bank.
The grant, which will be given in $50,000 increments over five years, will help enhance the collection area and expand the capacity to help people in need of cord stem cell transplants - non-embryonic stem cells that are extracted from the umbilical cord and placenta following the birth of a child.
The J.P. McCarthy Cord Stem Cell Bank at the Karmanos Cancer Institute is one of two public cord blood banks in Michigan and the only center in the state with the National Marrow Donor program registry designation that requires compliance with the highest standards in cord blood banking....

For some reason, Dr. Grohol has seen fit to give me the keys to his blog. Before he changes his mind, I thought I’d sneak in and talk to you while I had the chance …
The timing of my post is very important. Later this week, the United States Senate may be voting on the Advancing America’s Priorities Act. This package of bills, introduced by Senator Harry Reid this morning, includes...

No loan comes without conditions. You know what I mean. You’re required to make regular payments on time, pay interest, and are charged late payment fees etc when you’re not following the rules.
Well, it seems that the International Monetary Fund (IMF) is no different. They, too, attach conditions on their loans to recipient countries. But as a recent article in Slate points out - this ain’t necessarily so!

I’m off to surround myself in memories of Craig.
It’s a beautiful, sunny spring morning although the forecast calls for rain in Montreal mid-week.
Will report in again Friday, if not before. (Source: My journey with AIDS)

On this day last year, one week before Craig’s death, I was very grateful for all the messages of support I had received.
Now, in 2008, I am anticipating (that would be a neutral enough verb, yes?) being in Montréal again, this time to celebrate Craig’s legacy as the award in his name is presented, for [...] (Source: My journey with AIDS)

Contribute your Alzheimer’s related art for a zine to raise funds for Alzheimer’s research. Katelyn at Stamping Mad is initiating this project, Giving Back - A Call for Alzheimer’s Related Art, at her blog.
I was thinking to do something a bit different [from last year]. I want to create a zine (a type of magazine) called “A Portrait of Alzheimer’s” and am looking for people to make art that fits this theme to include in the zine. Since you can just take a good, high resolution photo for me instead of sending in original art, it should be less costly for everyone to do. Of course, all net proceeds from zine sales will be donated to the Alzheimer’s Foundation at Alz.org.
Check out the link above and read all the details at Sta...

A few years ago, it was deemed that too few NY women received funding for their business plans. Noticed that in your area?Surveys showed that while many female owned firms flourished … any capital came off their own back. The NY system ... we were told ... favored men’s business plans over women's.In an attempt to help firms fairly, NY officials set up a financial pool for women owned organizations.
Robert De Niro “won” against the cancer suit filed against him by Fireman’s Fund Insurance Company.
A Los Angeles judge on Tuesday granted the actor’s request to toss a lawsuit filed against him by an insurance company that claimed De Niro intentionally withheld that he had prostate cancer before the insurer signed on to cover one of his films.
Fireman’s Fund sued the Raging Bull star in October 2006, contending he wrongfully checked off a box indicating he had “never been diagnosed with or treated for” various conditions, including a diseased prostate, when he filled out his medical certificate.
The 64-year old old actor - Robert De Niro - underwent prostate cancer surgery in December 2003 at New York’s Memorial Sloan-Kettering Cancer Center...

The fund launched a proxy contest to nominate three directors and engineer the possible sale of certain assets, according to a Jan. 11 letter contained in a Securities and Exchange Commission filing last week. Ralph Dellacamera (pictured at left) claimed his nominees, John Geltosky, David Tendler and David Gale, have experience in pharma, biochemistry or business investment operations.

I’ll be seeing my HIV specialist at the middle of next week and, regardless of what may be reported from my latest lab work, I am feeling better than I have for a long time. I fully expect that my viral load will have grown some more, perhaps my CD-4 will have dropped some, and who knows where my glucose will be (I am preparing myself for the possibility of needing insulin if only so that we can move on to returning me to my anti-HIV medications.)
Regardless of what my latest blood tests will tell us next week, I am hearing very good feedback from people - in particular people who have not seen me in awhile. Surely I am better than I was around the time of Craig’s death last May. Maybe being six months-plus sober also has something to do with it! I also like to chalk it up to ...

This should take you to my latest online photo album - 100 or so pictures in and around Perth, Ontario where I spent Christmas with Mom and Claude, Craig’s partner.
Except for the grayness of the day I was particularly happy with the photos taken along Allan’s Mill Road, a lovely country route at the west end of the Scotch Line Cemetery where Craig, and many other family members, are buried. Here’s a few of them.

It was a lovely holiday - quiet, lots of food, and Claude and Mom were good company as we reflected - but did not dwell too long, too often - on our loss of Craig earlier this year. We were sure his spirit was with us.

Harrah’s Foundation was the primary sponsor of World Alzheimer’s Day (Sept. 21), offering a $1 million matching grant to assist in raising awareness and funds to fight Alzheimer’s disease.
After watching Seung Hui Cho, a man with a supposed history of psychiatric problems, kill 32 people at Virginia Tech earlier this year, the governor of Virginia decided to start helping to fix his state’s terrible mental health system. Gov. Tmothy M. Kaine proposed spending $42 million for mental health over the next 2 years, to hire more counselors, more psychiatrists, and also to lower the threshold needed to legally commit someone for mental health treatment.

Kaine’s proposal would change that standard to a “substantial likelihood that in the near future” a mentally ill person will cause “serious physical harm to himself or another person.”
But some mental health advocates were skeptical of the proposed change.

Winter-like temperatures swept into Toronto today and so I decided to wear Craig’s coat to a meeting this evening. (The photo is from an advertisement; the model is not Craig.) The coat is so very cozy and, as did Craig for the short time he wore it, I wrapped it around my otherwise very uncomfortable chair and sat [...] (Source: My journey with AIDS)

This same piano-cello arrangement was beautifully played at Craig’s memorial service last May by Philip Crozier, pianist (and St. James United’s organist), and Denis Brott, cellist, the Director of Festival Montreal.

My church’s national magazine, The United Church Observer, has a brief article in October’s print edition about Craig’s memorial fund.
Headlined “Bequest honours gay and lesbian role models”, it can be found in the “This United Church At A Glance” section.
Unfortunately, as I read it, the piece suggests that Craig’s bequest to the United Theological College [...] (Source: My journey with AIDS)

The Coffee Break is a major fundraising event by the Canadian Alzheimer Society. Throughout Canada, people gather to raise funds for local Alzheimer’s programs by hosting Coffee Breaks where participants make a donation in exchange for a cup of coffee.
Last year’s Coffee Break, launched on World Alzheimer’s Day (September 21, 2006) raised $1,132,400 which has been used to provide critical programs and services for those suffering from Alzheimer’s disease.
This year’s Coffee Break will be held tomorrow all around Canada.

Thanks to the Progressive Patriots Fund and to Senator Russ Feingold of Wisconsin for this video (and a nod to my friend Jody as well). Even if you don't think of this in terms of President Bush's extreme short-comings, it is helpful to think about the individual qualities that you espouse and that you hope to see in our next president. I hope this is thought-provoking for you.Categories: politics Russ+Feingold Progressive+Patriots+Fund presidential+campaign (Source: 2sides2ron)

Children with insulin dependent diabetes are heading to school without the assurance of regular blood glucose testing, the administration of insulin or other diabetes care tasks.
In 2005, four California families and the American Diabetes Association (ADA) filed a suit in San Francisco, alleging some California school districts were not providing adequate diabetes care. In some cases, parents were called to give aid before summoning a school nurse. Michelle Ferry was one such parent. When her son was in first grade, this widowed...

Filed under: Type 1, Childhood, Research
NBA player Adam Morrison was sitting on Mary Tyler Moore's left at last Tuesday's Senate hearing on behalf of the Juvenile Diabetes Research Foundation's (JDRF) Children's Congress 2007. Moore asked the Senate to ante up another five-year round of funding for the Special Diabetes Project ($200 million a year) to support targeted type 1 diabetes research.
To kids with diabetes, Morrison is not just an NBA star -- he is a role model. He was diagnosed with type 1 diabetes at the age of 14. Mirroring his all-out hustle on the basketball court, Morrison's testimony to the Senate was 100 percent heart. He shared how playing professional basketball with type 1 diabetes demands a disciplined regimen. He tests his blood glucose levels several times during ...

It was produced for Cyndi Lauper's True Colors tour this summer, and it's a pretty amazing testament to one of most heartbreaking problems in our country today. Thousands of people are attacked every year because of their sexual orientation, and there's still no federal hate crimes law to protect them. It would mean a lot to me if you could take a minute to watch the video and write your Senators.
Every Father's Day, I honor the fathers in my life by making a donation on their behalf to the Family Violence Prevention Fund's Founding Fathers organization. As a long time domestic violence advocate, I can't think of a better way to honor fathers than to provide support to an organization that gets men involved in preventing family violence. Pat Salber, MDHere is an announcement from the Fund that explains how you too can support this important effort:Father's Day is this Sunday...Still need that perfect gift? Make Father's Day mean more this year. Become a new Founding Father or honor a special man in your life by making a donation in his name in recognition for being the kind of man that is making the world a better and safe place for women and children. This year, fo...

It seems so hard to believe that it was a month ago this evening that we said good-bye to Craig at the beautiful memorial service in Montréal.
I wish I could say I was “handling” it okay but the combination of grief, bipolar disorder and some poor choices in coping skills has been more difficult than I [...] (Source: My journey with AIDS)

Please read the comments to this post…Jay provided some very valuable feedback!
For more than a couple of years I have had this “HIV inside” t-shirt and I can count on one hand, with two or three fingers tied together, how many times I have been bold enough to wear it in public.
It’s not as if I don’t [...] (Source: My journey with AIDS)

While writing this blog is somewhat of an attempt to write my autobiography I know that some of the topics, such as partisan politics (as just one example), are not everyone’s cup of tea.
I like to check my reader stats to see where people are when they check out my site. There’s virtually no corner of [...] (Source: My journey with AIDS)

Hi Kenn,
You remind me why I’m in the NDP. I came upon your blog in regards to the Smiths Falls issue, and found so much more. I am writing you a scattered and grateful note to have found both heart, mind and spirit in the NDP through your blog. Much of what you have written [...] (Source: My journey with AIDS)

Anyone who has lost someone special in recent years may be familiar with the relatively new way available to express condolences online.
In Craig’s case, since we published death notices in Canwest newspapers in Montreal and Ottawa (the Gazette and The Ottawa Citizen respectively), the obit and a guest book also appeared online at remembering.ca where we have been very pleased to [...] (Source: My journey with AIDS)

Ma Bell, what did I ever do to you? What else am I to conclude, but some sort of grudge, after this week’s frustrations with my phone service, which was finally repaired somewhere outside my apartment last evening, only to have problems ever since then with my Sympatico (Bell) high speed internet service.
I had a wonderful get-together with Karen (one of my church’s pastoral staff and a close confidant) this morning to take stock of my grieving process. I was reminded of the truism I learned years ago about grief - you can’t go over it, under it, or around it - only through it, in [...] (Source: My journey with AIDS)
