The recent success of the iPrEx study has raised hopes that pill-based pre-exposure prophylaxis (PrEP) will become an important new tool for preventing HIV transmission. However, because the iPrEx study included only men who have sex with men (MSM) and transgender women, many HIV researchers and advocates have been awaiting the results of other studies to see whether pill-based PrEP can also reduce the risk of HIV infection in other groups, including mixed-HIV-status couples, heterosexual women, and injection drug users.
The hopes that pill-based PrEP might be a widely applicable prevention tool suffered a major setback on April 18, when Family Health International (FHI) announced its decision to end the FEM-PrEP study due to disappointing early results. After reviewing the study’s i...

The news has been buzzing for the last 24 hours with the release of the National Institutes of Health’s results of the iPrEX trial. Some of you may have participated in the study right here in Boston at Fenway Health. Others might have seen the ads all over town toting the tag line, “can a pill a day prevent HIV?”. Well, the results are out and it brings forth a new era in HIV prevention – it does work!!! But, it is not 100% effective and here are some insights that need to be considered as work continues make it better.
The iPrEX trial was a large research study examining whether a pill containing drugs (Truvada) used to treat HIV can also help prevent HIV infection. This approach is called PrEP or pre-exposure prophylaxis (before exposure). If you have your HIV test...

BOSTON, November 23, 2010—Results published today from a National Institute of Health clinical trial shows that taking a once-a-day anti-HIV pill can reduce the risk of HIV infection by 44 percent in gay and bisexual men, transgender women who have sex with men.
Half of the participants in the clinical trial were given a daily pill containing two anti-retroviral drugs (ARVs), emtricitabine and tenofovir. Both drugs are already widely available in the ARV combination pill Truvada, which is commonly prescribed in HIV treatment. The other half of the trial participants were given a placebo pill.
Participants were tested for HIV monthly, and received risk-reduction counseling, condoms, and management of any sexually-transmitted infections. During the trial period, 64 people in the placebo ...

The International AIDS Conference, which occurs every two years, has a broader scope than any other AIDS conference. Most other AIDS conferences and meetings tend to focus on either the hard science/medical aspects of HIV disease or the social aspects of the epidemic. In contrast, the International AIDS Conference encompasses the scientific, medical, social, and personal dimensions of HIV/AIDS. It brings together medical researchers, social scientists, community activists, and persons living with the virus from around the world. It provides a unique opportunity for the various stakeholders to learn more about each other’s accomplishments, goals, and concerns, and to strategize about ways to enhance their communication and work together more effectively toward common goals.

This study was conducted in the KwaZulu-Natal province of South Africa with over 800 women participating. Researchers followed them for 30 months to determine if using the Tenofovir Gel before and after sex, reduced HIV transmission more than using a placebo gel. Tenofovir, the microbicidal agent in the gel has been used effectively as an oral medication to treat individuals infected with HIV. During the study all of the women received counseling, access to condoms, STD testing and treatment, as well as HIV and pregnancy testing.

Many different microbicide products have been tested over the years but none with this type of positive result. Here are a few reasons why these results are exciting:

Tenofovir Gel was found to be effective at reducing transmission of HIV by 39%. (In people wh...

The devastating earthquake in Haiti had many people and organizations wondering, “What can we do to help?” Immediately AIDS Action Committee began encouraging our donors and networks to contribute to relief organizations with direct access to Haiti and a history of effectiveness in crisis response — especially Partners in Health, a Boston-based organization with a strong track record fighting HIV/AIDS in Haiti.
AIDS Action Committee’s senior staff reinstated a personnel policy from the days of Hurricane Katrina, allowing agency staff to donate their time to relief efforts. On February 4th, AIDS Action’s Associate Director of Client Services, Leela Strong, arrived in Haiti to do just that.

Massachusetts Senator John Kerry is Chairman of the Senate Foreign Relations Committee, which greatly influences American policies and practices abroad. In the last week, HIV/AIDS and LGBT rights organizations (including AIDS Action Committee) sent two letters to Sen. Kerry urging him to adopt LGBT rights provisions in a pending Foreign Relations Authorization Bill, which influences the State Department among other things.
The letters emphasize the ongoing connection between gay men and other men who have sex with men (MSM) and the growing AIDS pandemic, especially in countries that generally deny homosexuality and/or criminalize homosexual behavior. While epidemiologists have long known that the heterosexual transmission of HIV has been greater in countries outside of Europe and North Ame...

It is a tremendous pleasure to announce the publication of edition 2.9 of the ICP at Creampuff Revolution. Creampuff, a.k.a., Roro, who hails from Vancouver, is our first repeat host from Canada. I encourage you to bookmark this edition and visit it over time so that you can enjoy each of the contributions from the world of HIV/AIDS. I hope that you will also join me in thanking Roro for her work this month. We “met” about 2 years ago during the NHL Hockey Championship between Edmonton and the Carolina Hurricanes and have been fast friends since despite some rather competitive invocation of mojo to make our teams win the Stanley Cup.
we are excerpted in spare change:
Richard Kearns, the poet-activist at aids-write.org, writes about two issues that at first seem entirely unrelated: the CDC’s description of AIDS, and the designation of Daylight Saving Time. After his requisite lovely poem, . . .
The implicit point that Richard makes with this juxtaposition of concepts is that definitions are powerful. The words we use to describe something can mean the difference between health and disease, between light and darkness. Jerry’s health status was exactly the same before and after the CDC’s pronouncement, but the new definition of a healthy t-cell count was essentially a death sentence. schwarzenegger seeks to dump HIV/AIDS patients from CA FY2008-09 healthcare budget (790)

Earlier this year, we experienced outrage when we saw news coverage [NPR, LATimes, aids-write.org] that included videotaped footage of Kaiser Permanente’s Bellflower hospital dumping a senile, 63-year-old homeless woman named Carol Reyez, clad only in her thin cotton hospital gown and socks, on San Pedro Street in skid row street near the Union Rescue Mission in Los Angeles.
Why are we not outraged when we see such “treatment” planned on a massive scale? Planned for us?

Kaiser network: Baltimore Sun Examines Concerns About Overuse of CT Scans
[Feb 25, 2008]
The Baltimore Sun on Saturday examined concerns about the number of patients who undergo CT scans, which many critics consider “untested, overused, risky and a prime example of health care ruled by profit and fad, rather than hard science.” Some experts estimate that each year, U.S. patients undergo between several hundred thousand and one million CT scans.
The debate over the issue has increased since January, when CMS proposed restrictions on Medicare reimbursements for CT angiographies, which cost about $1,000 to $1,200 each, in response to reports that the procedure exposes patients to high levels of radiation and unnecessary health risks.
CMS in March plans to make a final dec...

Experts say the state should require healthcare facilities to publicly disclose such information.
By Molly Hennessy-Fiske, Los Angeles Times Staff Writer
February 24, 2008
When California officials announced this month that they would begin tracking virulent “superbug” infections in gyms, schools and other community settings, they billed it as a major advance in public health.
But the plan would capture just a fraction of drug-resistant infections, leaving the vast majority unreported to the state and unknown to the public, according to experts and consumer advocates.
Disease-tracking experts say California lags behind at least 15 other states that monitor such infections where they are most li...

New wave of drug-resistant HIV predicted
Tuesday, February 19, 2008

LOS ANGELES, Feb. 18 (UPI) — A mathematical model predicts a new wave of drug-resistant HIV infections in San Francisco, researchers at the University of California, Los Angeles said.
However, paradoxically at same time, the evolution of drug-resistant HIV may have actually reduced the severity of the city’s epidemic, saving many men from becoming infected, the study said.
UCLA biomathematics professor Sally Blower said the model enabled the researchers to reconstruct the epidemic’s past and predict its future by calculating the evolution of several classes of drug-resistant HIV strains in San Francisco.
The researchers examined the rise of HIV strains resistant to the three major classes of drugs &...

HIV treatment becoming profitable
By Daniel Costello, Los Angeles Times Staff Writer
February 21, 2008
. . . something unexpected is happening: As treatment of HIV patients in the U.S. and abroad continues to improve, it has turned into a growing profit center for the drug industry. . . .
At the same time, hopes for an HIV vaccine have faded and rates of new infections in some communities are climbing after years of stabilizing.
Although some of those developments might be bad news for public health, they’re benefiting companies such as Foster City-based Gilead, whose name refers to a medicinal balm in the Bible. The firm saw revenue reach $4.3 billion last year, up a third from 2006. HIV product sales in 2007 were $3.14 billion, an increase of 48% compared with a year earlier....

Survey of doctors finds life-threatening overcrowding and long waits in emergency rooms are common.

By Mary Engel and Rong-Gong Lin II, Los Angeles Times Staff Writers
February 9, 2008
The long waits that government inspectors say endanger emergency room patients at Harbor-UCLA Medical Center can also be found in backlogged hospitals across the country, according to emergency care experts who have been trying for years to draw attention to the nation’s overloaded safety net.

Communities Nationwide Hold Events to Raise Awareness
February 7, 2007 marks the seventh annual observance of National Black HIV/AIDS Awareness Day (NBHAAD). This national mobilization effort is designed to encourage African Americans across the United States and Territorial Areas to get educated, get tested, get involved and get treated for HIV/AIDS, as it continues to devastate Black communities. Special events such as free HIV/AIDS testing, prayer breakfasts, town hall meetings and memorial services will be held throughout the country.
While African Americans represent approximately 13 percent of the U.S. population, the Centers for Disease Control and Prevention (CDC) reports that the group accounts for almost half (49%) of t...

Aging Grace: Facing the Uncertainties of Growing Older With HIV
	by David Evans
January 29, 2008
On the morning of January 6, readers of The New York Times awoke to a sobering headline: “AIDS Patients Face Downside of Living Longer.” The article highlights the stories of two fifty-something HIV-positive men, both of whom boast a disheartening list of ailments more typically found in much older people. Both men seem uncertain about how they might navigate a bleak future filled with illness. The article credits antiretroviral drugs for giving one man back his life and hopes for the future, but poses the question, “at what cost?”
Some readers recognized their own struggles in the men’s stories and felt validated. Steven Deeks, MD, a prominent AIDS researcher and doctor at the Univ...

His needle plan has touched a nerve
A Texas lay chaplain faces jail time for handing out clean syringes to drug addicts to curtail the spread of HIV.
By Miguel Bustillo, Los Angeles Times Staff Writer
January 28, 2008
SAN ANTONIO — Bill Day doesn’t fancy himself an outlaw — and with his Mr. Rogers demeanor, he definitely doesn’t look the part. But soon the 73-year-old lay chaplain could spend up to a year in jail for breaking a law that he considers immoral.
Day hands out clean needles to drug addicts on some of the seediest streets in this south Texas city. He does it because he’s convinced that it reduces human suffering by curtailing the spread of HIV, a view that has been supported by medical research for more than a decade.
	However, Day’s acti...

CHICAGO — John Holloway received a diagnosis of AIDS nearly two decades ago, when the disease was a speedy death sentence and treatment a distant dream.
Yet at 59 he is alive, thanks to a cocktail of drugs that changed the course of an epidemic. But with longevity has come a host of unexpected medical conditions, which challenge the prevailing view of AIDS as a manageable, chronic disease.
Mr. Holloway, who lives in a housing complex designed for the frail elderly, suffers from complex health problems usually associated with advanced age: chronic obstructive pulmonary disease, diabetes, kidney failure, a bleeding ulcer, severe depression, rectal cancer and the lingering effects of a broken hip.

About two-thirds of HIV-positive people in the U.S. might be overweight or obese, “mirroring” the total U.S. population, according to a study released Thursday at the 45th Annual Meeting of the Infectious Diseases Society of America in San Diego, the AP/Los Angeles Times reports.
For the study, Nancy Crum-Cianflone of TriService AIDS Clinical Consortium in San Diego and colleagues examined medical records of 663 HIV-positive patients at U.S. Navy hospitals in San Diego and Maryland. The researchers considered medication records, how long participants had been HIV-positive and whether participants had a history of diabetes or high blood pressure.

The termination of Merck’s STEP HIV vaccine study last Friday has sent shock waves through the research world. This vaccine was expected to work, based on animal studies and early human studies.
But it didn’t. Not only did it fail to protect against HIV infection, it also failed to moderate viral load levels in people who became infected during the study.
The vaccine was being developed in an ambitious vaccine programme by Merck, which clearly wanted the scientific kudos of being the first to develop an HIV vaccine.
It was designed to stimulate cellular immune responses from CD4 and CD8 cells to HIV proteins contained in the vaccine, in the hope that these would either prevent infection or control viremia if infection took place.
The initial result of the STEP study suggests this ...

Achieving health equity: from root causes to fair outcomes
The Lancet September 27, 2007
“This paper is an abridged version of the Interim Statement of the Commission on Social Determinants of Health”
“More than any other global health endeavour, the Commission focuses on the “causes of the causes”—the fundamental structures of social hierarchy and the socially determined conditions these create in which people grow, live, work, and age. … The outcry against inequity has been intensifying for many years from country to country around the world. These cries are forming a global movement. The Commission on Social Determinants of Health places action to ensure fair health at the ...

Health Care Second To Iraq Among Both Republicans and Independents, While Democrats For the First Time Rank The Two Issues Equally Among Topics They Want Candidates To Discuss

In order to assess what issues are on the public’s agenda, polling organizations including Kaiser usually ask about priorities for government or Congressional action or priorities for people’s vote. In our August tracking poll, Iraq continues to lead the list of issues the public most wants the government to address, with 42 percent naming it as one of the top two issues. Health care is once again the second most mentioned issue, and the top d...

Today’s statement from Senator Larry Craig that he is “not Gay” is yet another reminder of how our current use of language isn’t helpful.

Craig claimed he is not Gay after pleading guilty and paying over $1500 in fines in connection with a charge of lewd conduct in an airport restroom in Minneapolis. The story has been all over the media the last few days with perhaps the best prize for freudian slip going to Craig’s spokesperson who claimed that the whole incident was just a case of “he said/he said.” Comedy writers couldn’t make this stuff up. And why, O why, is Jon Stewart off this week of all weeks?!

Four More Top GOP Outings Could Be in the Offing
Posted by Jon Ponder | Sep. 4, 2007, 11:43 am

In the wake of closeted Sen. Larry Craig’s self-outing in an airport men’s room this summer, Mike Rogers, the Washington-based publisher of blogActive who outed Craig, is threatening to reveal the secret sexual identities of two leading GOP senators, while two allegedly gay Republican congressmen are making headlines and drawing unwelcome attention to themselves, the timing of which could not be worse.
The senators are Lindsey Graham of South Carolina and Mitch McConnell, the Senate Minority Leader, from Kentucky. More about them below but first let’s look at two allegedly closeted members of the House, representatives Patrick McHenry and David Drier, who have been in ...

The California Senate has approved a plan to replace “man and woman” in state references to marriage with “two persons,” establishing a same-sex marriage procedure in the state that just seven years ago voted to limit marriage to one man and one woman.

If you don’t know what I’m talking about, congratulations on waking up from that coma. The rest of us have been grappling with the tale of Sen. Larry Craig, a conservative Republican from Idaho, who was arrested in June for allegedly propositioning an undercover cop in an airport restroom. According to police, Craig tapped his foot against the foot of the man in the next stall, peered inside and ran his hand beneath the divider. These, we are told, are signals used by men seeking sex in public restrooms.

I found myself in the Minneapolis/Saint Paul International Aiport over the Labor Day weekend and couldn’t resist searching out the famous gay bathroom in which Sen. The internet said the cruisy men’s room is located in the middle of Northstar Crossing, a shopping area just past the main security checkpoint as you’re heading to your gate.

By Joe Conason, Special to The Times
September 8, 2007
. . . in his new book, “Giving,” Clinton doesn’t quite come to grips with the hard questions. He prefers cheerleading to analysis, lavishing indiscriminate praise on everyone from the plucky little girl who picks up litter on the beach to the friendly billionaires who finance scholarships and microcredit loans in poor countries. Although the book is nominally divided into chapters highlighting different kinds of giving, the dozens of philanthropic stories that Clinton recounts in these pages swiftly blend into a fuzzy, feel-good blur. Most conclude with the same homily: If only everybody...

The San Diego diocese’s agreement to pay 144 molestation victims is second only to the L.A. archdiocese’s in the church’s sex scandal.
By Tony Perry, Los Angeles Times Staff Writer
September 8, 2007
SAN DIEGO — After years of negotiations, the Roman Catholic Diocese of San Diego announced Friday a $198.1-million settlement with 144 sexual abuse victims — an amount second only to the $764 million that the Los Angeles Archdiocese has paid out since the scandal gripped the church nationwide in 2002.
The settlement is more than twice what the San Diego diocese had offered before filing for bankruptcy protection in February and slightly tops the average of $1.3 million per victim in the Los Angeles case.

With 100 percent of the 334 precincts reporting in the race for California’s 37th Congressional District, Richardson has emerged as victorious in her campaign to replace the late Congresswoman Juanita Millender-McDonald who passed away from cancer in April. Richardson, 45, is the 243rd woman and 26th African-American female ever to serve in the United States Congress. Richardson received 67.05% of the votes cast.

“We disagree with this ruling, however we likely will not appeal to the Supreme Court,” a Novartis spokeswoman said by phone from Basel, in Switzerland. “We await the full decision to better understand the court’s position.”

Newspapers are changing to suit readers’ tastes
By TIM RUTTEN, REGARDING MEDIA
August 11, 2007
SOONER rather than later, the newspaper you’re holding in your hands will be very different than it is today.
A couple of fascinating new studies out this week suggest just how profound — and potentially troubling — some of those differences may be.
One of those surveys comes from Britain, where the media research firm Nielsen/NetRatings reports that the online editions of Britain’s two largest “quality” newspapers — the Guardian and the Times of London — now have more American than British readers. The Independent, a smaller serious daily, already has twice as many readers in the U.S. as it does in Britain, and, if the current trend holds...

Public Health & Education | Many High-Risk Older Black Women Are Uninterested in Receiving HIV Tests, Study Finds
[Aug 09, 2007]
Few women older than age 50, particularly black women, find it necessary to undergo testing for HIV even though many of the women have a moderate- to high-risk of exposure, according to a study published in the Journal of Women’s Health, United Press International reports.
The study, led by Aletha Akers of the University of Pittsburgh School of Medicine, involved 514 Atlanta, Ga., women ages 50 to 95 during an 11-month period in 2001 and 2002. The women completed a 68-item questionnaire about their attitudes regarding lifetime HIV infection risk and interest in being tested for HIV. Most of the women said they were not currently sexually active ...

This something of an about face, but is likely designed to save face. And the move, which the drugmaker very quietly posted on its web site this weekend, came after tussling with the Student Global AIDS Campaign in recent days over the company’s intentions.
Here’s the backdrop: On July 20, Abbott announced plans to seek FDA and EU approval for a new, lower-strength Kaletra for pediatric use. The student group quickly fired off a press release condemning Abbott for failing to include Thai children. Remember, Abbott last March threatened not to register any new meds in Thailand after Bangkok issued a compulsory license for Kaletra (and two other meds sold by other drugmakers).
Abbott’s threat has been widely criticized, even by other drugmakers. Last week, for instance, Sc...

Feds use asset-forfeiture laws to spell evictions for medical-pot providers
The feds stepped in last week with a flurry of letters to landlords of collectives reminding them of federal preeminence over state law, a possible 20-year prison term, and the unhappy implications of Title 21, U.S. Code 881(e), the assets-forfeiture statute. But as special Agent Sarah Pullen of the DEA reminds me, “They’re ongoing investigations, so they’re merely at this point to serve notice for the property owners that there are individuals there violating federal drug laws.” Cheerful and businesslike, she describes the...

Federal official calls marijuana growers dangerous terrorists
	By Dylan Darling (Contact)
Redding Record Searchlight
Friday, July 13, 2007
(Redlands, CA) The nation’s top anti-drug official said people need to overcome their “reefer blindness” and see that illicit marijuana gardens are a terrorist threat to the public’s health and safety, as well as to the environment.
John P. Walters, President Bush’s drug czar, said the people who plant and tend the gardens are terrorists who wouldn’t hesitate to help other terrorists get into the country with the aim of causing mass casualties. Walters made the comments at a Thursday press conference that provided an update on the “Operation Alesia” marijuana-eradication effort b...

adventures in unimaginable numbers: from the npp (national priorities project), a nifty little counter of the ever-accumulating dollar-cost of the iraq war. npp estimates the war money could have fully funded world-wide aids/hiv programs for 27 years, though that much bang for warbucks difficult to imagine. the need is so underestimated. i thought medicine was expensive. war is obscenely expensive, unless you are ceo of halliburton as well as vp. then it can’t cost enough.

Report from the XVI International HIV Drug Resistance Workshop
An expert’s take on the most clinically relevant findings from this year’s resistance meeting
Many new agents from novel drug classes are now available through expanded access and are expected to gain FDA approval within the next year. Having so many new agents available at the same time means that clinicians can finally construct salvage regimens that maximize the likelihood of full virologic suppression while minimizing further resistance.
Tell Your Senators To Reject Holsinger’s Nomination as Surgeon General!
Action Alert via AIDS Project Los Angeles
	Greetings,
On May 24, President Bush nominated Dr. James Holsinger to serve as 18th Surgeon General of the United States. As America’s chief health educator, the Surgeon General must be devoted to helping all Americans lead healthy lives and must be committed to science. Among the stated duties of the post is to provide leadership in promoting health initiatives such as HIV prevention efforts.
In the past, Dr. Holsinger has exhibited a prejudice against homosexual men. His efforts to put a scientific veneer on his prejudices (as evidenced in a 1991 paper for the United Methodist Church) call into serious question his ability to advocate for sensible HIV care an...

Skid Row, the centre of home-lessness in Los Angeles, is not usually known for Hollywood premieres. But that all changed on Monday when Michael Moore unspooled Sicko, his exposé of the American health care system, at the Union Rescue Mission.
“The Hollywood premiere was scheduled for tomorrow night. But I said the real premiere should take place at the mission,” Moore told the crowd – some of the 50 million people in the US who have no health care. . . .
There were gasps as the crowd recognised one of their own on screen, a woman dumped here by a local hospital; cries as a mother’s baby died in casualty; outrage at 9...

[Jul 02, 2007]
South Carolina Gov. Mark Sanford (R) on Wednesday approved a measure that will provide $3 million annually, as well as a one-time grant of $1 million, to provide increased access to HIV/AIDS treatment in the state, the Columbia State reports. The funds also will be used to reduce the number of people on the waiting list for the state’s AIDS Drug Assistance Program. As of June 29, the state’s ADAP waiting list stood at 362 people (Reid, Columbia State, 6/29). ADAPs are federal- and state-funded programs that provide HIV/AIDS-related medications to low-income, uninsured and underinsured HIV-positive individuals.

By Maggie Fox, Health and Science Editor
Fri Jun 29, 5:12 PM ET
WASHINGTON (Reuters) - Hospital and doctor visits in the United States have surged by 20 percent in the past five years and the most commonly prescribed medications are antidepressants, according to statistics published on Friday.
The survey by the U.S. Centers for Disease Control and Prevention also found most people who visited emergency rooms had private health insurance, although the uninsured were twice as likely to use emergency services as people with insurance.
The report estimates that 1.2 billion visits were made to hospitals, emergency rooms and physicians’ offices in 2005.

Indians use condoms as toys
By Rahul Bedi in New Delhi
Last Updated: 3:28am BST 30/06/2007
India is struggling to prevent millions of condoms from being made into toys or sold as balloons.
The contraceptives were distributed free to control the country’s population and restrict the Aids virus.
However, they are being used instead to strengthen roads, provide extra waterproofing for houses and to carry water.
Health activists said millions of condoms were melted down for their latex and made into toys. Others were dyed and sold as balloons.
In rural areas, villagers used them as water containers. India’s soldiers covered their gun barrels with condoms as protection against dust.
Only a quarter of about 1.5 billion condoms made each year were “properly utilised&#8221...

I have decided to take a working vacation and spend some time in my home town of Chicago. The evening session at the National Testing Day Event at the new Center on Halsted holds some promise of great interest for me. Susan Kingston really has pioneered some amazing work and the programs in King County are exemplary. She is the featured speaker for the third session that day. I wonder sometimes, if she is more than a mere mortal. She seems to see truths before others do and tells it as she sees it and so eloquently to boot. And I am completely vexed.
Here’s just a single example of the great work at Seattle King County.

Opinion | Development of HIV/AIDS Vaccine Crucial to Fight Against Pandemic, Letter to Editor Says
[Jun 29, 2007]
A recent Washington Post article “shed welcome light on how, despite advances in access to AIDS treatment in the developing world, the disease is overwhelming efforts to combat it,” Seth Berkley, president and CEO of the AIDS Vaccine Initiative, writes in a Post letter to the editor. However, the article “failed to explore how these facts underscore the imperative for doing everything possible to find a safe, effective vaccine for AIDS,” according to Berkley. He adds that researchers have “made significant progress addressing the scientific challenges to designing an AIDS vaccine” and that more than “30 clinical vaccine trials are ...

It is widely endorsed by organizations around the country (including aids-write.org), and affirms that HIV testing must always be voluntary, confidential or anonymous, and accompanied by clear and complete information and counseling both before and after the test. Dr. Agwunobi, CDC, webinar for bloggers: Since we do not have a vaccine or cure today, we need to encourage HIV testing as the best way to stop the spread of the epidemic. . . .
As I mentioned, National HIV testing Day gives us an opportunity to encourage everyone who is at risk for infection to take the test and to take control of their lives and their health. For example, the National Association of people with AIDS is working with numerous community leaders and many civic and public health leaders including more than 20 mayors and two governors to take the test publicly. . . .

Politics and Policy | House Approves Bill That Would Allow for Waiver of PEPFAR’s Abstinence Spending Requirements
[Jun 22, 2007]
The House on Thursday voted 241-178 to approve the fiscal year 2008 foreign aid spending bill (HR 2764), the Washington Post reports (Williamson, Washington Post, 6/22). The bill would allow President Bush and future presidents to waive the President’s Emergency Plan for AIDS Relief’s abstinence spending requirement.
By law, at least one-third of HIV prevention funds that focus countries receive through PEPFAR must be used for abstinence-until-marriage programs. Rep. Dave Weldon (R-Fla.), who helped draft the original abstinence spending requirement, said that he is confident the Bush administration will continue to promote the requirement....

Poetic injustice
June 11, 2007
MAXWELL CORYDON Wheat Jr. was on his way to becoming the first poet laureate of New York’s Nassau County when county legislators realized he wrote not just about marshes and natural beauty, but also about war. The first verse of his poem “Iraq” reads:

sip coffee mornings in the White House,
talk of desires about Iraq.
For ten years
Less-than-Elected-Vice-President Cheney
evolves The Plan,
the Empire of the United States of America.”
The hearing on Wheat’s appointment erupted into an argument about supporting the troops. Nuance was lost. Tossing out this unruly poet, the unanimous choice of the nominating panel, came to seem like an act of valor.

A black church to host gay service
Event is a victory for advocates
By Michael Paulson, Globe Staff | June 9, 2007
The annual gay pride interfaith prayer service today will for the first time take place in a predominantly black church, highlighting an intensive effort by advocates of same-sex marriage to demonstrate support from theologically conservative wings of the religious community.
The worship service, just five days before a Constitutional Convention at which the Legislature is scheduled to decide whether to put a repeal of same-sex marriage onto next year’s ballot, is taking place at a church whose pastor is a member of the board of the Black Ministerial Alliance, an organization that has been among the most vocal opponents of same-sex marriage. . . .

Kaiser Network | Global Challenges | TB Testing, Treatment Should Be Linked With HIV Prevention Programs, WHO Official Says
[Jun 08, 2007]
African countries, especially those in Southern Africa, must link tuberculosis testing and treatment with HIV prevention programs to more effectively fight HIV/AIDS, Kevin de Cock, head of the World Health Organization’s HIV/AIDS department, said recently at the 3rd South African AIDS Conference in Durban, South Africa, Reuters reports. De Cock said that the continued use of traditional treatments for TB could fuel the spread of the disease and exacerbate the HIV/AIDS epidemic. “TB programs alone cannot reverse the tide” of HIV/AIDS, he said, adding that it is vital to offer those living with HIV/TB coinfection convenient and effe...

Politics and Policy | California Counties Facing Federal HIV/AIDS Funding Cuts; Pelosi Sends Letter to HHS Secretary
[May 24, 2007]
Programs for HIV-positive residents in three California counties are facing cuts in some services after HHS officials announced funding allocations that will result in an annual loss of $8.6 million in federal funds for the counties, the San Francisco Chronicle reports.
San Francisco, Marin and San Mateo counties receive funding for HIV/AIDS services under the Ryan White Program. However, the Ryan White Reauthorization Bill (HR 6143), which President Bush signed into law in December 2006, redistributes some funds from cities to rural areas.

This study demonstrates an alternative method that gives patients the same effects and allows controlled dosing but without inhalation of the toxic products in smoke,” said study lead author Donald I. Abrams, MD, UCSF professor of clinical medicine.
The research team looked at the effectiveness of a device that heats cannabis to a temperature between 180 and 200 degrees C, just short of combustion, which occurs at 230 degrees C. Eighteen individuals were enrolled as inpatients for six days under supervision in the General Clinical Research Center at San Francisco General Hospital Medical Center.
Under the study protocol, the participants received on different days three different strengths of cannabis by two delivery methods - smoking or vaporization - three times a day.

Across The Nation | Peoria Journal Star Publishes Series of Articles on HIV/AIDS
[Apr 26, 2007]

The Peoria Journal Star recently published a four-part series on HIV/AIDS. Headlines and excerpts appear below.
	•	“Avoiding Infection” (Howard, Peoria Journal Star, 4/23).
The Client Advisory Board at Heart of Illinois HIV/AIDS Center is a club no one should want to join.
“When you join this club, you don’t ever get out for the rest of your life,” said a CAB member in his early 50s. “Some people want to feel part of a group. I’d say to them ‘choose another group.’ If I had the chance, I would.”
Members of CAB are the HIV-positive patients treated at the center.

Measures would add protections
By Rick Klein, Boston Globe Staff | April 25, 2007
WASHINGTON — After more than a decade of government inaction, gay-rights proponents in Congress have gotten several major bills moving through the Democratic-controlled chambers, a development that could result in the greatest expansion of federal protections for gays and lesbians in US history.
This week, a key House committee is set to approve a measure that would in some cases make hate crimes based on a victim’s sexual orientation a federal offense, as are crimes committed on the basis of the race or religion of the victim.
Also, a bipartisan group of House members introduced a bill yesterday that would ban workplace discrimination based on sexual orie...

The local health agency has trained hundreds of priests to administer the vaccine.”I was very surprised when the priest put polio drops into the mouths of several children, including my son, as god’s blessings,” said Sunita Devi of Bihar. “But we trust the priest as he can do us no harm.” What a clever partnership.

My name is Degé Coutee. I was one of the first responders to the Election Day raid on West Hollywood Caregivers Group March 6th.

This “agent” was non-other than LAPD Detective Dennis Packer escorting the DEA into the sanctuary city of West Hollywood – a clear example of cross-deputiz...

New death chamber under construction
By Ryan Lillis – Sacramento Bee Staff Writer
Published 2:09 pm PDT Friday, April 13, 2007
Legislative officials were surprised to learn this week that the state is building a new death chamber at San Quentin State Prison as part of a response to a federal judge’s ruling that California’s lethal injection methods are unconstitutional, The Bee has learned.
Staff members with the California Legislative Analyst’s Office were made aware of the project during a visit to the prison on Tuesday, according to Dan Carson, director of the office’s criminal justice section.

Patients Defending the Sanctuary City of West Hollywood
The following is a brief of the medical cannabis dichotomy that is currently Los Angeles:
January 16th – LAPD Chief Bratton makes statements to the media that he intends to shut down medical cannabis dispensaries in Los Angeles.
January 17th – Media and DEA report 11 medical cannabis collectives raided, advocates count 14, most in West Hollywood and San Fernando Valley. Two protests organize in each community. No one is arrested. All medicine and money is stolen. Days later DEA revisits LA and re-raids those collectives that tried to reopen. Community is stunned. No one has yet been charged.

SAN DIEGO — Six weeks after filing for Chapter 11 bankruptcy protection, lawyers for the Roman Catholic Diocese of San Diego are accused of moving to improperly transfer funds to parishes in an attempt to shield assets from any potential settlements with victims of clergy sexual abuse.
Judge Louise DeCarl Adler ordered the lead attorney in the case to U.S. Bankruptcy Court Wednesday to explain why she and her colleagues should not be sanctioned for their alleged actions.
In a sternly worded order issued Monday, Adler said attorneys Susan Boswell, Jeffry Davis and Victor Vilaplana, as well as two priests, appear to have “conspired wi...

Three of every five diabetics in the U.S. experience at least one significant complication from the disease, such as heart disease, stroke, eye damage, chronic kidney disease or foot problems leading to amputation, according to research presented Tuesday at a meeting of the American Association of Clinical Endocrinologists, the Los Angeles Times reports. For the study, researchers analyzed data from the National Health and Nutrition Examination Survey conducted by the National Center for Health Statistics between 1999 and 2004. The study found that one in 10 diabetics has two complications, one in 15 has three complications and one...

Here’s a rundown on the four big issues, and a couple of others kicking around the Capitol this spring:

California’s medical marijuana law is gutted by abuse of Commerce Clause

Angel Raich, whose doctor contends that marijuana is the only thing keeping her alive, can face federal prosecution for taking it, according to a 9th U.S. Circuit Court of Appeals panel’s ruling last month.
Forcing someone in chronic pain and dire health to choose between taking necessary medicine and criminality is appalling. But it is the result of the Supreme Court’s 2005 ruling in Ashcroft v. Raich, which allowed federal charges against medical marijuana users in states where it was legal. That, in turn, originated in mistreatment of the Commerce Clause, tortured fro...
