            <description>Now that Pfizer has decided to keep an R&amp;#038;D facility and about 300 jobs in Richmond, Virginia, the city may give the drugmaker $650,000 in tax grants over a 10-year period, starting in 2014. Although the grant would be capped, Pfizer would be able to request additional funds for every $50 million invested in the property. &amp;#8220;It&amp;#8217;s a performance-based grant - very modest,&amp;#8221; Peter Chapman, deputy chief administrative officer for economic and community development, tells The Richmond Times-Dispatch, who adds the tax break is critical to hold on to the jobs.

Under his proposed FY 2011 budget, the total pot of Pell aid would rise from $28.2 billion in 2009 to $34.8 billion in 2011; the maximum award would go from $5,350 to $5,710; and the number of students served would rise by around 1 million.  
A critical question, of course, is whether increasing Pell will ultimately make college more affordable or self-defeatingly fuel further tuition inflation. The New York Times took that up in yesterday&amp;#8217;s Room for Debate blog.

He was at the Foundation talking to staff today, and presentation stood out as being special because he started with an historical perspective of how we have defined quality of medical care over time, moving from qualitative judgment to quantitative measurement as the data and tools for modeling have improved.

NHI grew out of a community-led effort and now has four projects in different states: North Carolina, New Mexico, California, and Connecticut. NHI’s goals are to develop a different model for solving health injustices, to address the disparities affecting American Indians, and to improve health in Indian country.             <description>In the past we’ve talked about the work Extending the Cure, a Pioneer grantee, has done on hospital-acquired infections&amp;#0160;and antibiotic resistance. However, with the flu, in particular H1N1, on everyone’s mind right now – ETC’s recent brief&amp;#0160;on the link between flu and antibiotic prescriptions couldn’t be timelier.

According to ETC, “from 1995 through 2002, 26 percent of patients—just over one-quarter of them—who were diagnosed with flu were prescribed antibiotics… simple math translates that into 500,000 to 1 million antibiotic prescriptions every year with no possible benefit to patients.”&amp;#0160; It leaves us wondering what role antibiotic resistance may play in this year’s flu season. The Community-Campus Partnerships for Health (CCPH) Annual Award recognizes exemplary partnerships between communities and higher educational institutions that are striving to achieve the systems and policy changes needed to overcome the root causes of health, social and economic inequalities.  The award highlights the power and potential of community-campus partnerships as a strategy for social justice.   The 2010 award will be announced and recognized during a ceremony at CCPH&amp;#8217;s next conference, May 12-15, 2010 in Portland, Oregon.Partnerships nominate themselves and need not be members of CCPH.  Nominations are due no later than Feb 1, 2010.For the nomination guidelines, visit

            <description>Excitement about the power of genomics was palpable at TEDMED this year as some attendees lined up to spit in DNA vials and send it off to 23andME. Unfortunately, many may be disappointed to find out how little our genomes can tell us without research that a large population-based research program, such as we are helping to build at Kaiser Permanente, can provide. Ann Wojcicki, CEO and founder of 23andMe, stated from TEDMED stage that Kaiser Permanente plans to genotype the DNA of 100K members but does not plan to provide that information to the individuals who donated their DNA, implying that valuable information was being withheld.

However, if the following statement from the reports&amp;#8217; author, economist Sandy Baum, is accurate &amp;#8212; I haven&amp;#8217;t been able to see the reports myself yet &amp;#8212; student aid largely offset the price increases.
