By Michael F. CannonThe federal government, four states, and a whistleblower have extracted a $154 million settlement from Par Pharmaceuticals for fraudulently inflating the prices it charges Medicaid, according to the Associated Press.
With Medicare and Medicaid losing roughly $100 billion each year to fraud and other improper payments, however, the fact that a paltry $154 million settlement is news can only mean that federal and state governments are not even trying to combat fraud in any serious way. As I explain in this video, that’s because politicians have almost zero incentive to do so — which makes massive amounts of fraud an inherent part of these programs:

Under ObamaCare, Medicare and Medicaid fraud will only get worse.

By Andrew J. CoulsonPhilanthropy Daily has just published the most interesting review to date of my recent charter school philanthropy study (“The Other Lottery“). Scott Walter, an expert in charitable giving in the field of education, looks not only at the central finding (that there is no link between charter networks’ performance and the amount of grant funding they’ve received) but also extrapolates to what the findings imply about the nation’s top education foundations.
I’m curious to know if anyone else shares his interest in seeing the numbers crunched to allow education foundations to be ranked in terms of the performance of the charter school networks they have backed. Ping me on Facebook if you’d like to see that.

By Neal McCluskeyQuite simply, Pell Grants are not supposed to be for the middle class. As the U.S. Department of Education’s website makes clear, Pell is supposed to be for “low-income undergraduate and certain postbaccalaureate students.”
So why characterize Pell as a benefit for the middle class? Because lots of people consider themselves to be in that group — which federal politicians rarely define — and policymakers want their votes.
Unfortunately, as Rep. George Miller (D-CA) recently demonstrated, saying Pell is intended for the middle class also makes it a valuable weapon in waging class warfare.
“Pell is the reason they are able to go to college and get ahead,” Miller said in response to congressional Republicans purportedly looking to trim the program ...

By Neal McCluskeyWan to know a major reason Washington won’t make the cuts we need? Because winning elections is largely about getting “middle-class” votes, and just about any program can be spun as a savior for that big — but rarely defined by politicians — chunk of Americans.
Case in point, an animosity-stoking assertion uttered last week by House education committee Ranking Member George Miller. As reported by CNN, the subject was the possibility of a cut being made to the federal Pell Grant program:
Rep. George Miller, a California Democrat, defended Pell Grant funding on Friday, calling it the “great equalizer” for millions of students.

By Neal McCluskeyA couple of days ago I blasted President Obama for, in repugnant tradition, using “education” as a political weapon, invoking it to scare Americans into demanding increased taxes for “the rich.” House Speaker John Boehner, thankfully, did not abuse education similarly in his rebuttal. But his proposal for raising the debt ceiling illustrates just how weak the GOP’s commitment is to returning the federal government to its constitutional — and affordable — size. And I say this not because of the relative puniness of his proposed cuts, but what the proposal would do in education, the only area it specifically targets: increase funding for Pell Grants.
Now, I know what many people will say to this: Pell is a de facto ent...

A three-year Ph.D. scholarship has been announced at Medical Museion, Faculty of Health Sciences, University of Copenhagen. The scholarship is part of the research project ‘Vision and touch: a material history of the world of blindness’, which deals with the history of blindness and its intricate relation to vision, representation, touch and physical objects.
The aim of the project is to study the history of blindness from a material culture perspective. This will be done through the use of Medical Museion’s historical collection of artefacts related to visual impairment. Objects such as three-dimensional maps, choral books in Braille and palpable models of famous statues and buildings, point in a very concrete way to a world in which vision has ceased to prevail.
Last week, the New York Times published an op-ed by the Dartmouth Institute’s Steven Woloshin and Lisa M. Schwartz that discussed the critical need for a redesign of something that can empower consumers to make informed decisions about their health care – the information that accompanies prescription drugs. As stated in their own words: “Bombarded with pharmaceutical ads listing what seems like every conceivable side effect, American consumers might think they are already getting too much information. But they — and their doctors — are not getting what arguably matters most: independent, plain-English facts about the medication.”
Prescription medication labels are hard to read, confusing and often leave out crucial information contained in Food and Drug Administration (FDA) rev...

By Tad DeHavenWhen government officials come up with what they claim to be a wonderful new idea, I often think of an old Saturday Night Live skit from 1990 poking fun at commercials for blue jeans. The skit’s scene is a group of middle-aged buddies getting ready to play basketball in their new “Bad Idea Jeans.” Each guy optimistically announces a plan to do something that is actually a “bad idea.” For example, a character says “I don’t know the guy but I’ve got two kidneys and he needs one, so I figured…” and “BAD IDEA” flashes across the screen. (The skit can be watched here.)
The White House’s new “Strong Cities, Strong Communities” initiative had that BAD IDEA screen shot flashing repeatedly in my mind as I read the press release:

Are you a librarian? Do you work in public health? If so, you should consider attending the American Public Health Association (APHA) Annual Meeting this year in Washington, DC from October 29 – November 2, 2011. This year’s theme is Healthy Communities Promote Healthy Minds & Bodies.
This should be a particularly great year to attend as a librarian, since librarians do a lot of important community work. Our public health impact can be seen both directly through health literacy projects and outreach as well as indirectly through education of future nurses, doctors, and public health workers. And, there is funding available through the Sewell Fund to help subsidize costs of attendance at the meeting!

By Chris EdwardsIn the Washington Post Friday, Ezra Klein partly confirmed what I fear the Republican strategy is for the debt-limit bill—get to the $2 trillion in cuts promised through accounting gimmicks. As I have also noted, Klein says that there is about $1 trillion in budget “savings” ($1.4 trillion with interest) to be found simply in the inflated Congressional Budget Office baseline for Iraq and Afghanistan. Klein says, “I’m told that a big chunk of these savings were included in the debt-ceiling deal” that Rep. Eric Cantor (R-VA) and Sen. Jon Kyl (D-AZ) are negotiating with the Democrats.
Republican leaders have promised that spending cuts in the debt-limit deal must be at least as large as the debt-limit increase, which means $2 trillion if the debt-limit is extended ...

Note, though, that this analysis is not without fault. The report doesn’t break down spending by pupil (only reporting aggregate grant-giving), nor does it account for student growth over time or for how long the charter networks have been operational.
All three of these concerns are worth raising, and the first two of them were actually addressed in the paper itself. The aggregate vs. per-pupil grant funding question is discussed in endnote 15:
Note that total grant funding, rather than grant funding per pupil, is the correct measure. That is because enrollment is endogen...

Each year, there are numerous research proposals for promising new treatments that make their way through a peer-review process but do not receive funding, although they have the potential to make significant contribution to scientific discovery. The National Health Council (NHC), with input from the National Institutes of Health (NIH), has developed a web database designed to bring researchers together with patient advocacy organizations and other funding sources.
How It Works
Researchers whose proposals have been peer reviewed by either the NIH or by an NHC member patient advocacy organization will be invited to register with HealthReserachFunding.Org and add an abstract.
http://www.cdc.gov/communitytransformation/
HHS announced the availability of over $100 million in funding for up to 75 Community Transformation Grants. Created by the Affordable Care Act, these grants are aimed at helping communities implement projects proven to reduce chronic disease, violence and injury, and improve mental health and equity.

It will also engage multiple sectors, encouraging community-based organizations, local and state governments to work together to build sustainable, effective change.
By Mark A. CalabriaLast week I participated on a panel on federal rental housing policy, organized by Harvard’s Joint Center for Housing Studies in conjunction with the release of their new report on conditions in the rental market. In their defense, the report does attempt to avoid offering policy prescriptions. But the report does come pretty close to suggesting that we spend more on federal rental housing assistance. In the post-housing bubble environment, many, myself included, have dared suggest that there’s nothing wrong with someone being a renter, and that maybe we pushed too many into homeownership.
But saying we overdid homeowneship is not the same as saying we ignored rental. In fact the federal government has spent massive amounts on rental housing, yet ac...

By Tad DeHavenLocal officials, like their federal and state counterparts, spend other people’s money. Policymakers are naturally unlikely to spend other people’s money as carefully as they would their own. This situation is exacerbated when local officials spend money obtained from federal taxpayers. At least when local taxpayers foot the bill, they have an incentive to keep an eye on how their money is spent. That incentive is largely nonexistent when the money comes from Washington.
HUD community development programs illustrate what happens when the federal government severs the relationship between local officials and local taxpayers. Originally targeted to large cities in decline, community development funding is spread widely to communities rich and poor, large and small.

The ultimate goal of this program announcement is to encourage empirical research on health literacy concepts, theory and interventions as these relate to the U.S. Department of Health and Human Services public health priorities that are outlined in its Healthy People initiative. Health literacy is defined as the degree to which individuals have the capacity to obtain, process, and understand basic health information and services needed to make appropriate health decisions.

Extending the Cure researches policy solutions to prolong the useful life of antibiotics, an approach to fighting the rising trend of antibiotic resistant bacteria that was discussed by several prominent news outlets (The Guardian, Christian Science Monitor, Health Affairs) during last week's World Health Day.
The online tool ResistanceMap has released a new video that shows the spread of a deadly microbe able to survive treatment with the newest and most potent antibiotics in the current arsenal.
That microorganism, called carbapenem-resistant Klebsiella pneumoniae (CRKP), can cause potentially fatal pneumonia, bloodstream, or wound infections among elderly...

By Chris EdwardsHouse Budget Committee Chairman, Paul Ryan, introduced his budget resolution for fiscal 2012 and beyond today entitled “The Path to Prosperity.” The plan would cut some spending programs, reduce top income tax rates, and reform Medicare and Medicaid. The following two charts compare spending levels under Chairman Ryan’s plan and President Obama’s recent budget (as scored by the Congressional Budget Office).
Figure 1 shows that spending rises more slowly over the next decade under Ryan’s plan than Obama’s plan. But spending rises substantially under both plans—between 2012 and 2021, spending rises 34 percent under Ryan and 55 percent under Obama.

Towards a National Transition Plan for Libraries
http://www.pcworld.com/article/215445/article.html
Phil Shapiro
PCWorld
Public libraries are undergoing huge changes in the shift from analog to digital media. Some large city libraries have hired digital strategists to help them take appropriate steps in this transition. Smaller or poorer libraries don’t have the benefit of having a full-time staff person working on the transition. To keep those libraries from falling behind, it makes sense to devise a national plan for this transition – a plan that will unfold in increments over the next ten years.
By Michael F. CannonNew York’s budget problem is actually a Medicaid problem. In Sunday’s New York Post, I offer advice to New York Governor Andrew Cuomo (D) on how to fix a budget gap that will grow to $17 billion during his term:
Gov. Cuomo can’t fix Medicaid by himself. He needs the help of Congress.
There is a solution…
Block grants are how President Bill Clinton and a Republican Congress reformed welfare back in 1996, to spectacular success. Welfare reform forced New York to be smarter about welfare spending, just as a block grant would force New York to rededicate Medicaid to its original mission — providing necessary medical care to the truly needy.
There’s one place Gov. Cuomo can start on his own: Close the loopholes that allow well-to-do New Yorkers to f...

“The Robert Wood Johnson Foundation (RWJF) seeks to fund projects that demonstrate or evaluate sustainable methods to expand the reach and impact of models of consumer engagement. These funds will not support the development of new consumer engagement materials such as patient information sheets or decision aids for use in clinical settings. Rather, we seek projects that evaluate existing models of consumer engagement or develop new models and approaches that can be widely implemented and integrated into health care practices and systems. The aim of these models is to overcome traditional barriers in logistics, labor, financial sustainability and resistance from health care professionals. Projects may test new dissemination ...

On two separate occasions in October and November, MRF and its partner, the Institute for the Future, hosted an online, social-media based game known as BreakthroughsToCures (read this overview for more details). We funded this “experiment” because MRF and its founder Scott Johnson are well known for seeking nontraditional approaches to transforming health and health care. So, MRF’s idea of using a game to uncover innovative ideas for improving medical research and development appealed to us.

National scholarship program turns to social media for its application process
High school seniors trawling the internet for college scholarship programs might want to bone up on their tweeting skills: Louisville, Ky.-based KFC is offering a $20,000 scholarship for a single tweet. With a character limit of 140, that’s $142 per character for the winner. Applicants must use their brief statement to say why they are deserving of the Colonel’s Scholars scholarship program. Tweets must include the hashtag “KFCScholar,” and only high school seniors may apply.

We had the good fortune of catching-up with Project HealthDesign Director Patricia Flatley Brennan while at TEDMED this year. In this video Q&A, Patti discusses how Project HealthDesign is redefining the way we fundamentally perceive Personal Health Records (PHRs), away from a repository for health information and towards a “platform for action.” This includes enabling patients to track their “Observations of Daily Living” (ODLs) to better understand the state of their health and create an impetus to action.
Check out our interview with Patti and let us know your thoughts on ODLs and the work Project HealthDesign is doing.
