Dengue fever is a viral (flavivrus) disease transmitted by Aedes albopictus and female A. aegypti mosquitoes. It is estimated that 50 to 100 million people in more than 100 countries are infected each year with dengue viruses.
There are four different types of dengue virus, and there is no cross-immunity, so a person may be stricken with dengue fever four times in his life. The most active feeding times for dengue vector mosquitoes is for a few hours after daybreak and in the afternoon for a few hours just after dark (dusk).
As opposed to the night-feeding mosquitoes that transmit malaria, these species tend to be “urban,” may also feed during daylight hours (also indoors, in the shade, and during overcast weather), and are known to bite below the waist. Dengue fever is seen chiefly in...

As my interest in electronic medical records, especially in the pediatric realm, has grown alongside the weight and height of my young children, I did a little digging to see just how large the pediatric-specific EMR market has become. A simple Google search of “pediatrics, EMR” brought up, suffice it say, results too numerous to dive into (550,000, to be exact).

By Ilya ShapiroGood news out of Congress this week (and by good news, I mean they didn’t screw things up any more than they already are): The infamous Akaka Bill, which would create a “Native Hawaiian” government for purposes of racial preferences and other unconstitutional goodies, will not be a part of the slimmed-down legislation that funds the government until Congress gets around to passing an actual budget. (For background, see my op-eds here – for which I was attacked by Hawaii’s Governor-Elect Neil Abercrombie – and here, and watch the Cato Capitol Hill Briefing. And for coverage of a related recent Supreme Court case, see these two blogposts and Cato’s amicus brief.)

If Only Hawaii’s Government Were as Beautiful as Its Beaches

By Ilya ShapiroThroughout history, people have fought over beaches, including in the legal arena. In the latest case in which Cato has filed an amicus brief, a state has once again redefined property rights to take possession of highly-valued beachfront property.
In 2003, Hawaii passed Act 73, which took past and future title to accretions (the slow build-up of sediment on beaches) from landowners and gave it to the State, changing a 120-year-old rule. While waterlines are unpredictable, the original rule — common to most waterfront jurisdictions — helped establish legal consistency. Indeed, without such a rule, beachfront property becomes beachview property in just a few years.
In response to Act 73, homeowners sued the state, claiming that the law violated the Takings Clause of the F...

Drugmakers Pay $82M To Hawaii Over Pricing Fraud

About three dozen drugmakers have agreed to pay $82 million to settle charges they overcharged the state of Hawaii between 1993 and 2006 based on published average wholesale prices, which actually exceeded the prices paid by pharmacies. For instance, the cost of prescription drugs in Hawaii’s Medicaid program soared from $45 million in 1999 to $117 million in 2004.
This may get your stomach churning: an ulcer med that was available for $27.70 cost the state $1,480. But he methods used to inflate prices went undetected until a Florida pharmacy filed a whistleblower lawsuit, which has reverberated in numerous states (see here, here and here).
“The feds didn’t see it. We didn’t see it,” Hawaii Attorney General Mark Bennett tells the Associated Press. “Ever...

I know at least some of you are at the American Psychological Association’s 118th convention in San Diego (I’m not sure how spooky that is.). I actually remember going to my first and only APA convention. It was six years ago in Honolulu, Hawaii and I was in my first year of graduate studies. Being young and green, I was an eager beaver, wanting to learn everything I could about my field. I was also poor as heck and yet, my life seemed much more carefree back then. I studied full-time and worked part of the time as a...

Well the Alzheimer's Association held its international conference this past week in Hawaii. A beautiful place for a conference I might add. Some from the NIA was there and if you were a member of ISTAART you got a savings off the price of the conference. If you went and actually had to pay for yourself the conference alone would have cost about $800 dollars. I'm not sure about everyone else but if you had to pay for your own flight, that for example would set me back about another $900. Throw in another $800 or so for room at the Official housing of either the Hilton Hawaiian Village Beech Resort and Spa or the Sheraton Waikiki. well you get the picture if you paid for yourself to go $2500-$3000. Hopefully if you went your institution, public or private paid for you. There are also ...

How was your Father’s Day? Was it all you wanted, expected and hoped it would be?
The activities of the day, however, are less important than the memories associated with Father’s Day. Even if you’re not a father yourself or were unable to spend time with your dad due to death or distance, there’s still a lot that can be celebrated. Things like treasured memories and happy moments and taking time to remember the fatherly figures in your life and how they have influenced who you are today.
On Sunday, I spoke with my dad. He talked about his life as a child growing up in Hawaii. He reminisced about the way things were. The neighbors he knew, the small local-owned stores that used to be in existence, and the truck that sold produce picked from local farms. How simple l...

By Gene HealyMy Washington Examiner column this week begins with a look back at the Disco Era:

In his high school yearbook photo, President Barack Obama sports a white leisure suit and a Travolta-esque collar whose wingspan could put a bystander’s eye out. Hey, it was 1979.
Maybe that explains the rest of young Barry’s yearbook page, with its “still life” featuring a pack of rolling papers and a shout-out to the “Choom gang.” (“Chooming” is Hawaiian slang for smoking pot.)
Survey data suggest some 100 million Americans have tried pot, including political elites and drug war supporters Bill Clinton, Al Gore, Newt Gingrich and Sarah Palin. So the point here isn’t to play “gotcha” by calling the president out on some harmless fun ...

Across the nation, in communities large and small, health information technology (health IT) innovators are boldly leading the way toward the adoption and meaningful use of electronic health records (EHRs). Tuesday, we awarded $220 million in Beacon Community cooperative agreements to 15 trailblazing community consortiums that will demonstrate how the meaningful use of electronic health records can serve as a critical foundation for achieving measurable improvement in the quality and efficiency of health care in the United States.
Sometimes, when we feel like life sucks, we look at travel sites. Most of the time we just search for the best deals and compare prices between the far-flung places we want to visit. Then we log off, make ourselves a martini, and cry ourselves to sleep. For most of us, a trip to Hawaii or Greece or Rio isn’t on tap every other week, but we do have some vacation time saved up. And, according to a recent article on True/Slant, Dutch researchers have found that actually planning a getaway gives us the boost of happiness we need to return to our cubicles the next morning and start the daily drudgery all over again. Here’s to armchair travel!

So my one and only son graduated from the University of Cincinnati this past Saturday, and there was a lovely celebration. A couple of weeks ago, he had the sudden notion that we should all go to Hawaii to celebrate: him, his girlfriend, and his parents. Since the cold is settling in in Cincinnati with a vengeance, we all of us thought that was a remarkably good idea.
Now that we are all here, I think that was an especially remarkably good idea. Warm but not too warm in the daytime, and at night, not too cool. Dramatic landscapes surround us. Exotic birds abound; zebra doves are a refreshing alternative to the ubiquitous house sparrows of home. The last bird that I added to my list was a Pacific golden plover, which was hanging out by the pool. This was all without even trying. I’m n...

Tad DeHaven does a fine job of exposing the mere window dressing that are the cuts in President Obama’s FY 2010 budget proposal. I’ll not add much to that other than to say that while Tad gives Obama’s predecessor a deserved hard time for his own paltry efforts to rein in spending, President Bush’s Education Department budgets looked downright Draconian compared to what the Obama team just produced.
Bush’s FY 2009 ED budget proposal included nearly $3.3 billion in cuts, generated by eliminating 47 programs. Given the dismal performance of all federal education efforts, this was obviously far too little, but compare it to Obama: His proposed budget would cut just twelve measly programs from ED’s budget, for a puny savings of about $551 million. And if that doesn’t give yo...

Mom still thinks this is the end.
Nobody else thinks this is the end.
Therapy with my sister took a turn last week. A good turn? Not sure yet but I hope so.
Mark’s hand has a scar the size of a moderate cat scratch and I’m sad about it. Can’t tell a war story without a war scar. Boo!

The passage of assisted suicide in Washington is not yet causing a major revamping of the political field. Hawaii's assisted suicide legislation looks like it isn't going to make it this year. From the story: The Hawaii Legislature will not take up a proposal to allow assisted suicides in the state. House Judiciary chairman Jon Riki Karamatsu said Wednesday he will not hear a bill that would allow terminally ill adults to get a lethal dose of medication to end their lives. Karamatsu says advocates of the measure haven't pushed strongly for the bill to be heard this year. He says he's open to considering it in the future. The apparent lack of energy by advocates is a surprise. Perhaps, they had counted the votes and realized it wasn't in the cards. In any event, Rep. Karamatsu deserves congr...

The land of pineapples, bananas and sugarcane, Hawaii seems like an unlikely place to grow corn. But in the last 10 years or so, the Aloha state has been home to genetically modified crops - potatoes, soybeans, wheat, beets, rice, safflower and other food traditionally grown in the mainlands.
Scientific American takes another jab at the pros and cons debate on Genetically modified food, in the background of a economically thriving but ecologically isolated Hawaii. Of interest is a report that genetic drift has been found in non-GM papaya seeds that test positive for GM material. The safety of genetically modified food is always a top debate topic. But in the case of Hawaiians, rejection of GM food, in particular taro root crop, has as more to do with its legendary origins and ties with th...

In my recent First Things article on the passage of I-1000's assisted suicide license, I warned:And with that success, the sails of the ghost ship Euthanasia rippled with the briskly rising breeze, and once again began to plow through the waves toward other shores, far and near. Soon, legislation will be introduced to legalize assisted suicide in state throughout the country--California, Vermont, Arizona, Wisconsin, Hawaii, perhaps Ohio, and others--to make it Oregon-plus-two, -three, -four, and -five.Of course, this was hardly a prognostication of Nostradamus prescience. The game that is afoot is obvious. And it didn't take long for the agitating to begin. Hawaii's Star Bulletin newspaper editorialized in favor of assisted suicide based on the passage in Oregon. From the editorial:Washing...

This is hardly surprising: Hawaii has had to drop its universal health plan for children because people who could afford to insure their children decided instead to let the state assume their responsibility. From the story:Hawaii is dropping the only state universal child health care program in the country just seven months after it launched. Gov. Linda Lingle's administration cited budget shortfalls and other available health care options for eliminating funding for the program. A state official said families were dropping private coverage so their children would be eligible for the subsidized plan."People who were already able to afford health care began to stop paying for it so they could get it for free," said Dr. Kenny Fink, the administrator for Med-QUEST at the Department of Human S...

A string of recent tragedies in Hawaii has put mental illness high on the list of state concerns. The most prominent was high-tech millionaire Steven Thomas who disappeared from his home and later hung himself. Thomas had bipolar disorder and all the financial resources necessary to get help. Unfortunately, like many people with the illness, he didn’t realize how sick he was. His wife did, but she couldn’t get him the help fast enough.State officials are looking at the recent tragedies as a wake up call, holding hearings at the State Capitol to help figure out how to keep people from falling through the cracks. They are to be commended. The state would be wise to listen to family members, like Thomas’ wife, who saw the warning signs and could almost foresee tragedy in the making. Prov...
