Title: Age equality in health and social care. A report on the consultation (Executive Summary)
Skinny: Following publication of Age equality in health and social care the Department of Health (DH) undertook a consultation on the review’s non-legislative recommendations and the DH Impact Assessment and Equality Impact assessment, and invited comments on these. The consultation involved over two hundred people attended the consultation events, and around ninety written responses were made to the consultation paper.

With summer holidays, personal health priorities take hold, so it’s been awhile since we’ve posted. But now, with August nearing its end, and all the incredibly important news in the health policy space these days, we’re going to get back into gear and spend some time (and ink!) dedicated to what’s happening in DC, and the impact on doing business in the business of health.

Some thoughts follow…

The death of Democratic Sen. Ted Kennedy of Massachusetts on Wednesday colored most of the news media coverage about health care legislation. Some Democrats are suggesting Kennedy’s death ought to advance health care legislation, saying Congress should “win one for Teddy.” Public polling, however, shows much skepticism about health care legislation, especially among seniors an...

Porkiest Science Projects from Congress – Sen. McCain Tweets

I got this off Senator John McCain’s Twitter (yes, he now tweets). Over the last few days, the Arizona lawmaker has been tweeting his version of “The Top Porkiest Projects” in the Omnibus spending bill.
Here are science/genetics projects that Sen. McCain consider earmarks or pork-barrel:

“$819, 000 for catfish genetics research in Alabama”
“$1,427,250 for genetic improvements of switchgrass - I thought switchgrass genes were pretty good already, guess I was wrong.”
“$1 million for mormon cricket control in Utah - is that the species of cricket or a game played by the brits?”
“$650,000 for beaver management in North Carolina and Mississippi”
“$250,000 to enhance research on Ice Seal populations”
“$209,000 to improve blueberry production and efficiency in GA”...

$1 Billion for Initiatives on Autism?

Discussion continues about autism legislation, and is going to continue here in the US under a new administration. One piece of federal autism legislation that has been passed here is the 2006 Combating Autism Act (CAA), under which the Interagency Autism Coordinating Committee (IACC) was charged to create a Strategic Plan for research in autism spectrum disorders. (Regarding how the CAA was voted on and passed, and on its unfortunate name, go here.)
Over the past year-plus, the IACC has been developing a draft of the Strategic Plan. This draft was reviewed at the IACC’s November 21st meeting and, as review of the plan was not completed, the IACC met again on December 12th to continue review of the draft Strategic Plan and, per the agenda, to discuss cost estimates.
The IACC will be ...

Majority of Local Authorities [in the UK] Failing Adults with Autism, as noted in Medical News Today. The National Autistic Society’s Think Differently campaign has found that 148 out of 149 local authorities do not know how many adults with autism are in their area; 27% are planning to “address this issue,” that’s 73% who still need to. A long long way to go…………

Tomorrow, September 30th, is the deadline to submit a comment regarding the Interagency Autism Coordinating Committee (IACC)’s Draft Strategic Plan for ASD Research. Feedback is sought from ASD stakeholders which means—as you’re reading this blog—you: individuals with ASD and their families, scientists, health professionals, therapists, educators, officials of state and local programs for ASD, and the public at large. The draft Strategic Plan can be accessed via this webpage (scroll down for a link to a PDF file). (The draft Strategic Plan does not include cost estimates for implementation; a workgroup has been formed to advise about the IACC budgetary requirements needed to fulfill the research objectives described in the draft Strategic Plan.)

The September 13th St. Paul Pioneer Press notes this about Vice-Presidential candidate Sarah Palin’s “track record” on spending for special needs:
In the budget she signed into law earlier this year, Palin approved a dramatic raise in spending on children who have what Alaska officials call “intensive needs,” including children who need nurses full time or cannot breathe without ventilators.
When Palin took office, the state was spending $27,000 a year on each such child. The budget she signed this year raises funding to $49,000 per child. In three years, the amount will rise to $74,000, roughly equal to the $75,000 a year cost of educating such children.
The public school teachers union in Alaska, the National Education Association-Alaska, has lauded Palin&#8...

A friend who’s also an academic likes to say that he got into “the business” for the three-months summers: guess I take after Charlie, though, and do better with the same old same old routine of things.
It’s how you play the game.

David Kirby, on the other hand, persists in wanting to debate about whether or not vaccines or something in vaccines can be linked to autism, as he writes in the November 30th Huffington Post. The Autism-Vaccine Debate: Anything But Over begins with a boldface statement.

Memo to those who wanted the autism-vaccine contretemps to just go away: You lost.

Kirby cites three pieces of evidence: (1) A new CDS-fundedstudy “will explore genetic and environmental reasons for the rapid rise in diagnosed cases” is to “explore genetic and environmental reasons for the rapid rise in diagnosed cases.” Vaccines are one of various potential causes being studied, though Kirby’s presentation of the study might lead...

The Mental Health Act 2007 (Explanatory Note), which received Royal Assent in July 2007, as well as amending the Mental Health Act 1983, was used as the vehicle for introducing deprivation of liberty safeguards into the Mental Capacity Act 2005 (Explanatory Note, Code of Practice). This briefing sheet sets out information about the deprivation of liberty safeguards.
Key Elements are:

People who suffer from a disorder or disability of the mind, such as dementia or a profound learning disability, and who lack the mental capacity to consent to the care or treatment they need, should be cared for in a way that does not limit their rights or freedom of action.

In some cases members of this vulnerable group need to be deprived of their liberty for treatment or care because this is necess...
