Healthcare.gov 3.0 — Behavioral Economics and Insurance Exchanges
ABSTRACT: One component of the Affordable Care Act (ACA) was to create an individual market for health insurance plans. The majority of these plans are offered as part of health insurance exchanges and purchased via Web sites. When designing health insurance exchange Web sites, states should be mindful of the effects of language, layout, organization, and other display details on consumers’ ability to choose the plan that best suited them. The authors of this article conducted various tests to determine how certain design and language factors changed the way people selected health care plans. The authors asked a group of...

Enforcing Enrollment in Health Insurance Exchanges: Evidence From the Netherlands, Switzerland, and Germany
Experience from the Netherlands, Switzerland, and Germany suggests that there may be a looming problem concerning uninsured individuals and defaulters that could derail coverage projection numbers in the United States under the Affordable Care Act. In those countries, the young, people with migrant backgrounds, and those with lower incomes—precisely the groups the Affordable Care Act is seeking to cover—are overrepresented in the numbers of the uninsured and defaulters, frequently because of difficulty in paying for their premiums. In these three countries, penalties or suspension of coverage alone has not led ...

King v Burwell: Subsidizing US Health Insurance for Low- and Middle-Income Individuals
ABSTRACT: The Supreme Court recently upheld tax credits for the purchase of health insurance in federal exchanges in the Patient Protection and Affordable Care Act (ACA), in King v Burwell. The subsidies for low- and middle-income individuals are 1 of 5 pillars of expanded access in the ACA, along with guaranteed issue, community rating, Medicaid expansion, and individual mandate. Challengers argued that, because the ACA states that subsidies were available to those enrolled in an “exchange established by the State,” residents in the 34 states who allowed the Federal Government to run their exchange were not eligible. ...

Limitations and barriers in access to care for male factor infertility
The primary challenge to identifying and addressing barriers in access to care for male factor infertility is accurate measurement of the prevalence of male infertility. Current estimates are based on couples pursuing assisted reproduction, and likely underestimate the problem. These estimates also fail to account for the number of patients facing infertility due to cancer or cancer treatment. Lack of health insurance coverage for the diagnosis and treatment of infertility presents a major barrier for couples struggling with infertility.
