Editorial: Accountability in maternal and neonatal health programs
As Martin Hilber and her colleagues aptly put it in the first paper in this set of Evidence for Action (E4A) papers, “Accountability has replaced ‘political will’ as the new silver bullet to improve MNH [maternal and newborn health] in Africa” [1]. Using evidence to strengthen accountability for health financing in Sierra Leone
In 2012, the government of Sierra Leone cut the national budget allocation to the health sector. Civil society organizations organized a nationwide health budget advocacy campaign, coinciding with the 2012 general elections, to hold future leaders to account on financing for women ’s and children’s health. As part of the campaign, Evidence for Action produced district health budget tracking scorecards. The scorecards presented Ministry of Finance data on the allocation and disbursement of health funds in each district. (Source: International Journal of Gynaecology and Obstetrics)

Maternal Death Surveillance and Response Systems in driving accountability and influencing change
Good progress has been made in reducing maternal deaths from 1990 –2015 but accelerated progress is needed to achieve the Sustainable Development Goals (SDGs) in ending preventable maternal deaths through a renewed focus on accountability and actions. This paper looks at how far Maternal Death Surveillance and Response (MDSR) systems are strengthening response a nd accountability for better health outcomes by analyzing key findings from the Global MDSR implementation survey across 62 countries. It examines two concrete examples from Nigeria and Ethiopia to demonstrate how findings can influence systematic changes in poli...

Scorecards and social accountability for improved maternal and newborn health services: A pilot in the Ashanti and Volta regions of Ghana
With the limited availability of quality emergency obstetric and newborn care (EmONC) in Ghana, and a lack of dialogue on the issue at district level, the Evidence for Action (E4A) program (2011 –2015) initiated a pilot intervention using a social accountability approach in two regions of Ghana.
