The purpose of this study was to identify what motivates employers to promote good occupational health and safety practices in small-scale enterprises. Previous studies have shown that small-scale enterprises generally pay insufficient attention to issues of occupational health and safety. These findings were mainly derived from questionnaire based surveys. Nevertheless, some small-scale enterprises in which employers exercise good leadership do take a progressive approach to occupational health and safety. Although good practices can be identified in small-scale enterprises, it remains unclear what motivates employers...

The primary aim for occupational health care is to appropriately control risks related to health problems arising in workplace environments which are caused by work methods. Lowering risks might not always prevent accidents or illnesses; but initial treatment after an accident or of ill workers is crucial work for occupational health care staff. By implementing appropriate initial treatment, it is possible to increase the survival rate of workplace accidents and decrease the rate of illness. Crisis management at the time of an accident is a very important function of occupational health. Thus there is a close relations...

In Japan, the liquidity of employment is progressing rapidly. Due to the global recession which started in 2008, large-scale unemployment of precarious workers, including dispatch workers, is expected in 2009. In recent studies, it has been suggested that the unstable employment status itself may affect the health conditions of such workers. At the end of 2008, "Toshikoshi Haken Mura" (Dispatch Workers' New Year Village) was established in central Tokyo as a shelter for nearly 500 workers who had lost their jobs and accommodation. We participated in health consultations and medical checkups conducted by the Tokyo Metro...

We examined the effect of carbonblack as the main component of toner, and titanium dioxide and amorphous silica as surface-adhesive nanomaterials, and VOC on human health, and reviewed them. We summarize the results as follows. 1) High sensitive c-reactive protein in serum, 8-hydroxydeoxyguanosine in urine, and heart rate variability (HRV) are useful for biological monitoring of exposure to toner and its by-products. 2) Particle number concentrations have been often measured by scanning mobility particle sizer (SMPS) compared with other apparatus, although this is not measurement gold standard. Taken together, we have exam...

We conducted this longitudinal study to evaluate the relationships of positive and negative affectivity (Affect Balance Scale) to sleep quality among civil servants. For this study we evaluated 827 civil servants of T city in Toyama prefecture in the springs of 2001 (Baseline) and 2004 with complete information in both phases of the study. Based on the median score at each phase, we divided Affect Balance Scale (ABS) scores into high and low groups. We conducted logistic regression analysis to determine the odds ratios (OR) of 3-yr follow-up sleep quality by baseline and follow-up ABS scores. After adjusting for baseli...

In June 2005 the press reported that many former employees of a company which used asbestos, and individuals who lived near the company's factory, had been diagnosed with mesothelioma. This finding triggered concern and alarm in Japan. In response, many "asbestos clinics" were formed, and recognized medical institutions began to implement asbestos-related health examinations. We conducted a nationwide questionnaire survey to evaluate the activities in, and the challenges for, these medical institutions. We received 137 valid responses, more than half of which were from clinics and hospital-based "asbestos clinics" inst...

Methods and end-points used in assessing the hazards of fibrous materials, whose hazards have been assessed, are often employed in studies on the hazards of nanoparticles. Since a possible route of exposure to nanoparticles in work environments is inhalation, data from animal inhalation and intratracheal instillation studies are thought to provide useful insights for assessing the hazards of such particles. Persistent inflammation and fibrosis in the chronic phase and their related factors are particularly important indicators of lung injury. On the other hand, there are some differences in the results of hazard assess...

In order to evaluate the effectiveness of assistive devices, we conducted a study on care work-load; whether the assistive devices are used or not, and whether work posture is appropriate or not, on five female healthcare workers by measuring surface electromyography (SEMG) of biceps brachii, the trapezius (upper extremity) and lumbar paraspinals between L3 and L4 (low back), and the trunk inclination angle (TIA). Moreover, subjective evalua...

The "Just-in-Time system" improves productivity and efficiency through cost reduction while it makes workers work in a standing posture. The aim of this study was to investigate the prevalence of postural hypotension in females during prolonged standing work, and to discuss preventive methods. Twelve female static standing workers (mean age+/-standard deviation; 32+/-14 yr old), 6 male static standing workers (30+/-4 yr old), 10 female walking workers (27+/-7 yr old) and 9 female desk workers (31+/-5 yr old) in a certain telecommunications equipment manufacturing factory agreed to participate in this study. All partici...

An action checklist for improving the workplace environment by means of enhancing mental health of workers (Mental Health Action Check List: MHACL) was developed. The use of the checklist for primary prevention was examined. MHACL was developed through three steps: (1) Review of related references and collection of improvement examples for designing a draft MHACL; (2) pilot application of the draft at industrial workplaces and trials at workshops of occupational health staff; and (3) proposing a new MHACL for general use in industry. Workplace improvement actions related to mental health were listed in eight technical ...

Routes of asbestos exposure consist of occupational and non-occupational exposures, and furthermore the latter is classified as para-occupational, neighborhood or true general environmental exposure. Consequently, in order to evaluate health risk caused by neighborhood exposure to asbestos, it is necessary to exclude risk due to the other exposure routes from overall risk. We reviewed epidemiological studies on the relationship between neighborhood asbestos exposure and risk of mesothelioma. In studies on a crocidolite mine in South Africa and a chrysotile mine in Canada, occupational exposure was not excluded. In stud...

As a method of reducing lifestyle-related diseases and guidance in small- and medium-sized enterprises where blood examination by blood collection from the upper arm cannot be performed, we developed a program for reducing lifestyle-related diseases by blood analysis using a fingertip collection kit and a small centrifuge, and evaluated this program in small- and medium-sized enterprises. During a 6-month period, a total of 7 interviews and a total of 3 own blood collections were performed by workers showing abnormalities in items associated with lifestyle-related diseases, such as lipids and glucose, in a periodic med...

Chronic disease has a significant impact on workers' productivity. The aim of this study was to determine the prevalence of chronic health conditions, the work impairment score, and the total lost working hours absent at companies in Japan. Eligible participants were all 544 workers of 4 manufacturing companies in the Kanto area. The Stanford Presenteeism Scale that was developed by Merck & Co., Inc and Stanford University was translated into Japanese and was given to the workers at a periodic health examination between April and June 2006. A total of 433 workers completed the questionnaire, and 48.9% of the partic...

In this study, we calculated total cell concentrations and percentages of cells with esterase activities by the combination of filter sampling and double staining (EtBr and CFDA) from air of a laboratory, a conference room and outdoors. Temperature and humidity in the laboratory were constantly kept by an air conditioner, but in the conference room, an air conditioner was only operated sometimes because of its low frequency of use. There were no significant differences between total cell concentrations and humidity in both rooms, but increase of the percentages of cells with esterase activities depended on rainfall before ...

This work conducted a health impact assessment (HIA) of the Japanese Government's proposal concerning the introduction of so called "white-collar exemption" into the Japanese labor market. We adopted the Merseyside model and performed a rapid health impact assessment to assess the potential health effects of white-collar exemption. In this HIA, several health determinants which may possibly be affected, both positively and negatively, were identified based on experts' judgments. Literature evidence was assessed using PubMed and other databases. In addition, we searched for the opinions of those affected by white-collar...

In order to clarify the status of mental health problems and care in Japanese business establishments, a questionnaire was administered to occupational health staff in various enterprises (243 valid responses, 17.0%). The results reveal that, in most enterprises, there are workers suffering from stress-related disorders. Depression was most often seen (47.2%). Additionally, the results suggest that depression lead to long periods of time off. Therefore, measures against depression in employees are important. There were a lot of offices that executed mental health care by supervisors and managers or occupational health ...

This study clearly revealed that despite a very low level of OPA in air, symptoms of skin and the respiratory tract can occur. Spreading use of OPA as a substitute for GA may result in serious health risks for HCW. To prevent health hazards from OPA exposure, wearing of a personal protector and use of a fully automated washing machine with a local air exhauster are required.

Musculoskeletal disorders(MSD)have been increasing recently among care workers. Since providing care workers with appropriate equipment is effective for preventing MSD, we conducted a questionnaire survey in two nursing homes and a healthcare facility for the elderly to clarify equipment usage, problems and points for improvement. A total of 81 care workers(average age 32.2 yr; 63 females, 18 males)participated in the survey. The average number of residents and the average resident's care level were 70.0 and 3.6, respectively. Wheelchair and height adjustable beds were fully available and always used in all facilities....
